Kennedy, Senator George S. McGovern was cone of the most significant figures in modern American history. Born the son of a Wesleyan Methodist minister in Avon, South Dakota, on July 19, 1922, Senator McGovern graduated from Mitchell High Schoo! in 1940. He was an outstanding student, and his proficiency in debate ‘won him a scholarship at Dakota Wesleyan University in Mitchell, where he enrolled in the fall of 1940. There he met fellow student Eleanor Stegeberg of Woonsocket, South Dakota. He and Eleanor were married on October 31, 1943, and their five children were all born in Mitchell. ‘Asa college student, McGovern was twice elected Class President and won the state oratorical contest with the topic “My Brother's Keeper,” an avowal of is belief in one's responsibility to humankind. ‘World War Il interrupted McGovern’s education in 1943 He flew 35 combat missions as a B-24 bomber pilot in Europe, earning the Distinguished Flying Cross. After the war he returned to Dakota Wesleyan University, ‘graduating in 1946, McGovern then attended Garrett About Senator George McGovern Seminary for one year before enrolling at Northwestern University in Chicago, where he earned his M.A. and Ph.D. degrees in American history and government. ‘McGovern returned to Dakota Wesleyan University in 1950 as a professor of history and political science. He left the university in 1955 to reorganize and revitalize the South Dakota Democratic Party, from which his illustrious political career was launched. He was elected to Congress in 1956 and reelected in 1958. As a congressman, he was an advocate for the American farmer and represented the nation’s heartland with distinction, After McGovern lost his first bid for the U.S. Senate in 1960, President John F. Kennedy named him the first Director of the Food for Peace Program and Special Assistant to the President. In this position he oversaw the donation of millions of tons of food to developing nations. ‘McGovern was elected to the Senate in 1962 and reelected {in 1968 and 1974. Asa member ofthe Senate committees on Agriculture, Nutrition, Forestry, and Foreign Relations, and the Joint Economic Committee, he led the way in expanding key nutrition programs. In 1972, Senator McGovern was selected as the Democratic Party nominee for President, the only South Dakotan so honored by any major political party. In 1976, President Gerald Ford named McGovern a United Nations Delegate to the General Assembly, and, in 1978, President jimmy Carter named him a United Nations Delegate for the Special Session on Disarmament, After leaving the Senate in 1980, McGovern was 2 visiting professor at numerous institutions, including Columbia University, Northwestern University, Cornell University, ‘American University and the University of Berlin, He served as the President of the Middle East Policy Council from 1991 to 1998, when President Clinton appointed him Ambassador to the United Nations Food and Agriculture Organization in Rome. In 2001, he was appointed the first United Nations Global Ambassador on Hunger. In this position, McGovern continued his leadership in the battle against world hunger. A prolific author, McGovern lectured at more than 1,000 colleges and universities around the world. He also received many honorary degrees and distinguished awards, including the Presidential Medal of Freedom, the United States’ highest civilian honor, which was bestowed upon him by President Bill Clinton on August 9, 2000. Senator George S. McGovern passed away on October 21, 2012 at the age of 90. A war hero, 22-year US. Congressman, and 1972 Democratic presidential nominee, George McGovern will long be remembered for his courage in speaking out against U.S. involvement in the ‘Vietnam War, his friendship and respect forall, and his ‘work on behalf of American farmers and hungry children throughout the world. About the McGovern Day Awards ‘Three awards are given each year at the South Dakota Democratic Party's annual McGovern Day to recognize exemplary activists in the State Party. George McGovern Grassroots Award ‘The nominee must have contributed substantially to the improvement of the South Dakota Democratic Party, must currently be a recognized state-wide leader in Democratic. affairs, and must have contributed to registering voters and/or getting out the vote. Ifnamed a recipient of the award, this person ‘must be inspired to continue leadership roles in service to South Dakota. Goldie Wells Award This isa lifetime achievement award. The nominee must have given many years of service to the South Dakota Democratic Party. The nominee must have also set an excellent example of tireless work and dedication to the ideals of the Democratic Party at many levels and in many projects. Richard F. Kneip Award ‘This award recognizes an outstanding up- and-coming member of our Party under the age of 30. The nominee must be active in the Democratic Party, demonstrate exemplary leadership within the Party, and be dedicated to improving both local and state Democratic Party organizations. Keith Ellison currently represents the 5th Congressional, District of Minnesota. A tireless advocate, Keith has served as the co-chair of the Congressional Progressive Caucus, anda ‘Chief Deputy Whip. He was a member of the DCCC leadership board and served on the DNC Platform Drafting Committe. In Congress, he sts on the House Financial Services Committe, ‘where he is often seen fighting Republican attempts to deregulate Wall Street. ‘With effective field campaigning, he has brought his urban and suburban district to one ofthe highest rates of voter turnout in the nation. In February, he was unanimously elected Deputy Chair ofthe Democratic National Committe. As your Democratic Legislative leadership, we wanted to let you know some of the highlights (and lowlights) of this year’s Session. While the Democratic caucuses aren't as large as we would like, we are proud of the quality of the Democratic legislators serving in Pierre, and the great job they did this Session for the people of South Dakota. As in the past, Democrats were guided by our focus on two key goals: helping South Dakota families get ahead and making government work better for the citizens of South Dakota. ‘To that end, Democrats were proud to introduce our “Opportunity Agenda for Working Families” - the five main areas of legislation we focused on as a party the rest ofthe Session: + Guaranteeing Paid Sick and Family Leave for ‘workers in large corporations ~ to help working people take care of themselves and their families + Creating A Pre-K Pilot Program and Restoring Childcare Assistance - to help close the education gap for at-risk youth and alleviate child-care expenses for their parents; + Fully funding the Building South Dakota Program - to stimulate economic development and provide affordable housing in both large and small communities in our state + Expanding South Dakota's Needs-based Scholarship ~ so every South Dakotan has the ability afford a college or technical school education + Repealing the Sales Tax on Food - to make our tax system fairer. Unfortunately, the legislation advancing this agenda was killed in committee on largely party line votes. We think ‘we have a moral obligation to support the economic liberty and freedom of the working class in South Dakota. While our friends across the aisle like to talk about helping working families, their actions and votes in the legislature tell a different story. We did havea small victory in the budget process: due in part to Democratic efforts, the Senate held fast and came together with the House to give a 0.3% increase to K-12 education and Community Support Providers (CSP3). Even though itis small, itis still an increase and shows that we want to fulfil the promise to make teacher pay competitive here in South Dakota, and support the well-being of our communities by helping them to retain their CSPs. Regarding our second goal, Democrats believe making state government work better for all South Dakotans begins with listening to the voters when they speak and respecting their will when they approve ballot measures, The mixed record of the Legislature in honoring the will of the voters, who passed IM 22, the Anti-Corruption Act, this past November was very disappointing to us, After rushing a repeal through the Legislature, the majority party did not do enough to replace the ethics and campaign finance reforms enacted by the voters through IM 22. ‘One positive development was the success of HB 1076, which has been signed by the Governor. This Dill creates a Government Accountability Board to review and investigate public officials and employees of the executive branch regarding allegations of illegal and unethical behavior. This is a change that has been needed for many years, and seeks to catch scandals like EB-5 and Gear Up before tragedy occurs. Democrats have been working to create such a board for years, and ‘while there is more to do, this bill isa big step in the right direction. In the area of campaign finance reform, Democrats tried to replace the lax limits contained in bill loosely about campaign finance reform, SB 54, with the strict ‘campaign finance limitations from IM 22. Sadly, these efforts were defeated on largely party-Line votes. Keeping these voter-approved limits would have gone a long way in showing voters that we heard them at the ballot box and respect their wishes, but nothing got done on reforming campaign contribution limits except the formation of a summer study. This was a big missed opportunity, and goes to show what happens when we 2017 Legislative Session Report let the fox guard the henhouse. We were able to amend SB 54 to limit the use of ‘campaign contributions strictly for a candidate's campaign, expenses related to being a public official, or donations to any other candidate, political committee, or nonprofit charitable organization. Prior to this, change @ candidate could legally use their campaign funds for whatever they want, including personal use or for early retirement. Finally, we did help defeat many of the bills designed to limit the voice of the people atthe ballot box asi relates to the Initiated Measure process. A couple did pass, including changing the effective date of initiated measures to July st, which will make it easier for the Legislature to make changes to measures passed on the ballot during session, After their failure to adequately respect the will ofthe ‘voters, these bills added insult to injury. South Dakota ‘was the first state in the nation to allow the ballot measure ‘process and the process has a rich history in our state ~it should be protected, not attacked. Democrats will continue to do all we can to protect your voice and make sure our state's government and our state's economy works as well for you as it does for the powerful and well-connected. These were our guiding principles in this year’s Session, and will always be in the center of the Democratic legislative agenda in years to come.
