1 Scope

This document outlines Key Performance Indicator Definitions (KPIs) which will be
monitored and reported by Emirates Integrated Telecommunications Company (du)

2 Objective
To provide sufficient coverage, capacity and high quality service to all users of the du
network in the UAE by achieving VGC threshold KPI values at cell/cluster/Node/country
level.

The KPI values are to establish the criteria in order to guarantee the "high quality of
service". Accurate and consistent KPIs provide valuable information about a networks
performance. This information is vital to a company in order to assess the effectiveness of
its business. The averaging technique described in this document is recommended in
order to achieve the most comparable results across environments where data may be
collected under quite disparate systems and conditions.

KPIs reported by du will be reviewed by Vodafones partner markets team as part of the
support services. The support services, as specified in the schedule that is part of the
Cooperation Agreement (also referred to as Standard Level Support or Tier-2 Support).

3 STATISTICAL KPIs
Measurement methodology of KPIs is described below.

3.1 Measurement Period


For the purposes of benchmarking it is proposed that only one measuring period shall be
used. This reduces the possibility of erroneously comparing KPIs which are different
simply due to the calculation method being different. The proposed measuring periods for
long term benchmarking is Monthly Average All Days-BH (MAAD-BH)

3.1.1 Monthly Average All Days-BH (MAAD-BH)


When using this measuring period it is important to aggregate the data in the same way
otherwise very different results will be obtained and comparisons of benchmarking results
becomes impossible. The proposed method of aggregation is to create average all days
data across the month for the raw entity (e.g. cell) based performance data as reported
from OSS. This monthly average working day entity data is then summed for each
reported entity to produce the network monthly average all days data. Average day data
for network elements such as BSCs and Cells is available for drill down analysis. This can
then enable fast and efficient investigation of abnormal or unexpected trends in the
network KPIs through drill down to the particular network element that caused the
deviation. Whilst the monthly average all days averaging technique has been described
above it is considered best clarified through an example KPI below.

3.1.2 Math for MAAD-BH


In order to calculate KPIs for the average all days network busy hour as suggested
in the KPIs it is necessary to find out what hour this actually is. This is performed
by using the traffic counters in monthly average all days format and taking the hour
with the maximum total traffic where this maximum total network traffic is defined
as:

Network Availability [%]
2G-KPI-1 Network Availability[%]
Definition The time that the Vodafone Network, or relevant part of
it, is available for use by Vodafone. It can be caculated
by considering the proportion of the total number of
installed 2G radio cells that were unable to carry traffic
throughout the month, multiplied by the proportion of
each month for which each cell was unavailable..
Planned outages shall be excluded.
