Subject: The Florence (AZ) Copper Project, 1575 W. Hunt Highway, Florence, AZ 85132

I would like to speak at the August 5, 2010 Planning and Zoning Meeting to discuss the rezoning for
the Florence Copper Project.

The proposed Florence (AZ) Project should be stopped immediately! The negatives overwhelm the
positives.

Let’s begin with the positives:

Once in operation, the mine will employ 30 to 170 people. 170 salaries at $50k per year would be $8.5
mil/yr. Assuming all of the 170 people live in Pinal County and own homes and would pay an average
property tax of $3,000/yr. that would bring in $510,000/yr. in property tax revenue. The Town of
Florence would receive no revenue from the sale of the copper that is mined. There may be some
property tax on the improvements and the few metal huts that are to be built. The mining supplies and
sulphuric acid will most likely come from vendors outside of Pinal County. Curis is projecting to extract
2.84 billion pounds of copper. The copper price on 6/21/2010 was $3.02/lb. projecting sales of $8.58
billion. Curis projects to invest $45 million over the next two years. I don’t know what the projected
operating costs would be, but I would guess that it would be less than $5 million a year. That would give
Curis over $8 billion to take home to Canada. That would be a very big positive for Curis.

The negatives:

Curis will take over $8 billion home to Canada; Arizona would get less than $100 million.

There would be a major negative economic impact for Pinal County and the Town of Florence. Anthem
at Merrill Ranch currently has nearly 1700 homes with a master plan to top out at 8,500 homes when
completed. Current taxes on my home are $4,200. To be conservative, I would estimate an average
property tax of $3,000 per home for 8,500 homes equals $25.5 mil/year.

The second parcel of Merrill Ranch on the east side of Felix Rd. is zoned residential and is of similar size
and could also provide tax revenue of $25.5 mil/yr.

There is a potential of $51 mil/yr in property taxes. Plus the revenues and spending of 17,000 homes
(51,000 people). No matter how successful Curis may be in having a clean mine, there is a public
perception of mining operations. And don’t think that the competing real estate ventures won’t take
advantage and publicize “Do you want to live across the road from a copper mine?” The propaganda

and perception may be completely unfounded, but it will be there and it will kill the Merrill Ranch real
estate sales. And to be very honest, if you had a choice between similar subdivisions in a totally
residential area and one across the road from a copper mine, which would you choose? Had I known
last year when I purchased my home in Merrill Ranch that a copper mine was proposed across the
street, I would not even considered Anthem. There are too many homes on the market. Don’t take my
word for it. Go visit Globe, Superior, San Manuel, Ray or Jerome. These towns are barely surviving, if
not dying. No new industry or planned communities want to move into a mining town.

We know the impact of new homes. Home builders will employ local people and purchase local
supplies. The 17,000 homes will be supplied utilities by APS, Town of Florence, Quest, Cox and Johnson
Ranch. These 51,000 people will attend local schools and churches. They will shop at local stores, gas
stations, banks, restaurants, etc...

This is a no brainer! Compare the impact of 170 new people brought into our area by the mines versus
51,000 brought in by the home builders. Yes, my numbers for new homes may be optimistic, so cut it in
half. Still no comparison! The Curis proposal is for twenty years, the Anthem Parkside forecasted
completion is now ten years.

Environmental Impact

Do we even need to talk about the environmental impact? The CEO of Curis stated this mine would not
have a negative impact on the environment. If this untried In-situ mining process he is proposing is so
safe, why all the Federal safe guards? Curis was quite proud that they were going to have 31 monitor
wells around the site and that he E.P.A. would require constant monitoring and testing. And this
monitoring would go on 30 years after the mines shuts down. By definition, the In-situ mine is polluting
the aquifer. All of the monitoring is to determine how good the flushing or the cleanup process has
worked. Curis has zero experience with this process.

The leach pond is a leach pond, not a duck pond. It is most unlikely that any form of life can live in this
type of leach pond. The In-situ process etches the copper and other metals from the fractured stones in
the well area and is returned to the top of well suspended in the water. The copper extraction process
will remove the copper from the solution leaving the other heavy metals suspended to be pumped into
the leach pond. The water will be drained off, filtered and reused, or left to evaporate leaving the heavy
metals in the bottom of the leach pond. The heavy metals should then be collected and disposed of by a
hazardous waste processor. Curis has stated they would most likely use an external contractor to
handle this type of waste. These heavy metals are similar to what the local water companies report on
in their annual Water Quality Reports; copper, lead arsenic, barium chromium, nitrate, sodium, uranium,
thorium and/or radium. Based on the geology of the location this list of metals may be different and the
content will vary.

The following are extracts from the E.P.A. article:

Soils and rock in copper mining areas may contain naturally-occurring radioactive
materials (NORM):

 uranium
 thorium
 radium

Mining and extraction of copper by common surface or underground methods can


concentrate and expose radionuclides in the waste rock (tailings). Another extraction
method, known as "in-situ" leaching, can transport uranium and thorium into groundwater
or surface water at the site.

Both of these methods expose and/or concentrate NORM, transforming it into TENORM
(Technologically-Enhanced Naturally-Occurring Radioactive Materials).

The subject article goes on to state Arizona In-situ mining:

In-Situ Leaching

During in-situ leaching, rather than removing soil and rock to reach copper deposits, acids
are injected into ore bodies via wells. The PLS (Pregnant Leach Solution) is captured in
production wells and pumped to a leach plant where the copper is later recovered. High
levels of TENORM have been found in the PLS of two in-situ leach operations in Arizona.

The E.P.A. article goes into a technical discussion about TENORM and the dangers of the by-products
of any copper mining process.

The E.P.A. also has a website devoted to Underground Injection Control (UIC):
http://www.epa.gov/region9/water/groundwater/uic.html. This website beginning statement is:

“Potential sources of ground water contamination are numerous. Injection wells, which carry and
permanently place fluids underground, are a potential ground water contamination source if not
properly sited, constructed and maintained. See EPA's National UIC site for an in-depth description of
the underground injection control program. Injection wells are regulated by the EPA under the
authority of the Underground Injection Control (UIC) program, as provided for by Part C of the Safe
Drinking Water Act. Federal Underground Injection Control regulations are located at 40 CFR parts
144-147.”

Local Impact

The by-product of a local In-situ process is a risk to our environment. What is left in the leach ponds
is hazardous.

The underground copper deposit is in the same level of the aquifer and most of the local wells.
Attached is a map and listing of wells within three miles of 1575 W. Hunt Highway per the Arizona
Department of Water Resources, http://www.azwater.gov/azdwr/default.aspx. Would you want to
drink or consume farm items irrigated from one of these wells?

Please do not believe the flushing process is guaranteed to clean the aquifer. Nor is there any
guarantee that the aquifer is stable enough that the acid injection solution will not flow outside the
monitored zone or even by pass the monitors. We may not know the impact until after a major flood
or other traumatic aquifer event. The geology of the area is complicated. As you drive though our
desert mountains to Globe you can see how varied the layers of rocks and earth go up, down, stop,
cracks, crevasses, and change rock type immediately. You can imagine how difficult it will be to flush
and clean an area 500 feet down in the earth. This is why the E.P.A has such stringent regulations on
the construction, maintenance and monitoring of the In-situ mining process. We don’t need this risk.

Enclosed is a copy of a map and listing of 185 wells which are within three miles of the proposed
mining site. Several of these wells are registered to the Town of Florence and one to the Florence
Unified School District.

Bottom Line

The Town of Florence Planning and Zoning and Town Council should disapprove any request to change
the zoning or to allow a use permit for In-situ copper mining as proposed the Curis Resources. The
risk of losing home sales far outweighs the projected 170 new jobs. Why would we even think of
taking a risk with an unknown process and an unknown company? I believe in partnering. Let’s stay
with the partners that have proven themselves to our community and don’t risk that partner’s future.
Though our economy is depressed, we are not desperate! We do not need the risks of a copper mine!

We cannot depend on our State Government or Federal Government to protect us. They will monitor,
regulate and come in after a contamination to oversee the cleanup. We can and must support our
local Town of Florence Government to stop this project.

saturated material in an aquifer is known as the water table.
