Foster City officials are slated to make two influential

Julia Annette (Butler) Bernier, 66, of South San
Francisco passed away peacefully on Friday, April
28th, 2017.
A mass will be held on Friday, May 5th, 2017 at
11:00 A.M. at St. Charles Catholic Church located
at 880 Tamarack Ave, San Carlos, CA 94070.
Following the service, Annettes family invites
friends and relatives to a celebration of her life to
share memories.
Annette was born in San Francisco in 1951, the
5th child of Maurice and Brigid (Brosnan) Butler.
She graduated from Baden High School in 1969.
Annette met her future husband Michael A. Bernier
when she was in high school. Her brother, Brendan, reintroduced them after graduation, and
they were married in South San Francisco in 1990. Annette and Michael A. created a loving
family together, and Annette provided a strong example to her children of independent
thinking, principled living, and compassionate feeling. Annette loved nature, whether it was
watching the sea, collecting rocks, or spending time in Muir Woods or Mt. Shasta.
Annette will be remembered for her perseverance in the face of adversity and her boundless
capacity to love those around her, no matter the situation. She faced many health struggles
throughout her life, but always found a way to offer kindness, hope, and trusting care
valuing honesty above all else. She opened her heart to people every day, present in every
moment through the power of love. Above all, Annette will forever be remembered with love.
Annette is survived by her former spouse Michael A. Bernier of Manteca; son, Michael B.
Bernier of Washington, DC; three daughters: Susan Bernier of Sacramento; Angela Bernal-
Silva (Terence) of Hayward; and Terri Hoffmeister of Colton, Oregon; siblings Helen (Jesse)
Goldstein of Millbrae, Brendan (Yammy) Butler of Weed, Patrick Butler of South San
Francisco, David Butler (Yolanda) of Chico, and Robert McMann of South San Francisco;
mother Brigid Butler of South San Francisco; and grandson Skyler Bernier of Sacramento.
She was preceded in death by her father (1963) and brother, Thomas Butler (Gloria)
(1998).

Thursday targeted a key protection for Americans who get
their health insurance through work.
It would allow health insurance companies to impose life-
time and annual caps on benefits for those who get cover-
age through a large-employer plan. Former President
Barack Obamas health care overhaul banned insurers from
imposing such caps, and public opinion surveys have
shown that prohibition was popular.
Before the Obama reforms, people who got a serious med-
ical problem could be cut off from their health coverage
once they hit their insurance limit. They sometimes went
into debt to continue their treatment.
Until the last few days, the provision had been a little-

another boy down on a bed while a third one thrust a pool cue
into his rectum, the records show. Coaches, who were else-
where in the cabin at the time, heard him scream and drove him
to a hospital after seeing him bleeding. The boy needed emer-
gency surgery to repair a damaged bladder, colon and rectal
wall.
