This document describes WRFD-190102 Adaptive Hard Handover Optimization in Multi-
Sector, including its technical principles, related features, network impact, and engineering
guidelines.

2 Overview

2.1 Background
In multi-sector scenarios, the number of neighboring cells grows with the cell quantity. If the
source cell delivers too many neighboring cells in the system information block SIB11 or
SIB12, the SIB11 or SIB12 length will exceed 3552 bits, the maximum value specified in
3GPP TS 25.331. In this case, the RNC automatically discards information of low-priority
neighboring cells.
When the neighboring cell priority is incorrectly configured or not configured, some
important neighboring cells will not be delivered in system broadcast messages, increasing
the service drop rate.
To solve these problems, WRFD-190102 Adaptive Hard Handover Optimization in Multi-
Sector is introduced.

2.2 Introduction
In multi-sector scenarios, the RNC dynamically adjusts the priority configurations of inter-
frequency UMTS and inter-RAT UMTS-to-GSM neighboring cells so that information of the
neighboring cells with more successful handovers and higher handover success rate are
preferentially delivered in the measurement control messages and system messages.

2.3 Benefits
In multi-sector scenarios, the increase in neighboring cell quantity complicates the
neighboring cell relationships. This feature enables the RNC to identify the best neighboring
cells and periodically reconfigure the priority parameters for the inter-frequency UMTS and
inter-RAT UMTS-to-GSM neighboring cells to reduce the service drop rate. Besides, this
feature provides the automatic optimization mechanism to minimize manual operation and
reduces the O&M costs.

3 Technical Description

3.1 Overview
This feature applies to multi-sector cells and ensures that the important neighboring cells are
preferentially delivered in the measurement control messages and system messages through
the following operations:
l By analyzing the handover information and cell update information between the source
cell and the configured inter-frequency neighboring cell, this feature enables the RNC to
automatically modify the priorities of inter-frequency neighboring cells.
l By analyzing the inter-RAT handover information between the source cell and the
neighboring GSM cell, this feature enables the RNC to automatically modify the
priorities of the inter-RAT UMTS-to-GSM neighboring cells.
This feature involves the following functions:
l Inter-frequency neighboring cell priority optimization
l Inter-RAT neighboring cell priority optimization

3.2 Inter-Frequency Neighboring Cell Priority


Optimization
When the inter-frequency neighboring cell priority optimization function is enabled, the RNC
measures the number of handover attempts, successful handovers, cell update attempts, and
successful cell updates between the source cell and its inter-frequency neighboring cells,
calculates the comprehensive scores of inter-frequency neighboring cells, and sort these cells
accordingly. Neighboring cells with higher ranks are allocated higher priorities.
NOTE

A maximum of 32 inter-frequency neighboring cells can be delivered in the measurement control


message. When more than 32 inter-frequency neighboring cells are configured, it is recommended that
the inter-frequency batch measurement switch be turned on (InterfreqMcMode(BSC6900,BSC6910):
ON) to ensure that all neighboring cells are properly sequenced based on handover- and cell update-
related counters. If this switch is turned off, some inter-frequency neighboring cells are not delivered in
the measurement control message and therefore are not measured in handover-related counters. These
cells rank low in the neighboring cell list and are allocated low priorities, leading to inaccurate sequence
of neighboring cell priorities.

1. Configure priority groups of inter-frequency neighboring cells based on parameter
configurations in Table 3-1.

2. Specify the inter-frequency neighboring cell parameter optimization period


(InterNcellParaOptPrd(BSC6900,BSC6910)), and turn on the system message inter-
frequency neighboring cell priority optimization switch
(PERFENH_SIB_INTERNCELL_PRI_OPT_SWITCH) and the inter-frequency
neighboring cell priority optimization switch
(InterNcellPriOptSw(BSC6900,BSC6910)) under the
PerfEnhanceSwitch2(BSC6900,BSC6910) parameter, to start inter-frequency
neighboring cell priority optimization.
NOTE

The RNC discretely measures the number of handovers in a cell, which may delay the feature start time
by 0 to 100 minutes. If the RNC internal processing capability is insufficient, only data of some cells can
be processed within an optimization period.

When the inter-frequency neighboring cell priority optimization function is enabled, the
RNC automatically reconfigures and optimizes related parameters.
Figure 3-1 shows the process of automatically reconfiguring the inter-frequency neighboring
cell parameters.

1. Collect the hard handover information between the source cell and its inter-frequency
neighboring cell.
The RNC measures the number of hard handover attempts
(VS.HHO.AttOut.NCell(BSC6900,BSC6910)) and the number of successful hard
handovers (VS.HHO.SuccOut.NCell(BSC6900,BSC6910)).
2. Collect the cell update information between the source cell and its inter-frequency
neighboring cell.
The RNC measures the number of cell update attempts
(VS.AttCellUpdt.Resel.Ncell(BSC6900,BSC6910)) and the number of successful cell
updates (VS.SuccCellUpdt.Resel.Ncell(BSC6900,BSC6910)).
3. Remove the objects that do not meet the optimization requirements after the optimization
period (InterNcellParaOptPrd(BSC6900,BSC6910)) expires.
Table 3-2 lists scenarios in which inter-frequency neighboring cell priority optimization
is not performed.

Identification criteria of split cells
n Scenario 1: Source cell
The source cell is a split cell if both the following conditions apply:

Condition 1: The value of the SplitInd(BSC6900,BSC6910) parameter is


not No_SplitANT.
Condition 2: Four or more cells are served by the same UARFCN on the
NodeB that serves the source cell.
For example, cell A is served by UARFCN 10713 under NodeB B, and
UARFCN 10713 serves five cells in total under NodeB B. Besides, the split
cell indicator of cell A is not No_SplitANT. In this case, cell A is a split cell.
n Scenario 2: Neighboring cell
The neighboring cell is a split cell if the following condition applies:
The value of the SplitInd(BSC6900,BSC6910) parameter is not
No_SplitANT.
NOTE

The number of cells served by the same UARFCN under the NodeB does not need to
be queried to determine whether the neighboring cell is a split cell. There is a large
number of neighboring cells, and if each cell is queried, the RNC performance will be
affected.
The neighboring cell is an inter-RNC neighboring cell.
n An Iur interface is configured but HHO is not supported: The
IurExistInd(BSC6900,BSC6910) parameter is set to TRUE and the
HHOTRIG(BSC6900,BSC6910) parameter is set to OFF. Optimization is not
performed for these cells.
n There is no Iur interface: The IurExistInd(BSC6900,BSC6910) parameter is
set to FALSE.
4. Sort the inter-frequency neighboring cells based on the comprehensive scores.
a. The comprehensive scores are calculated based on the number of hard handover
attempts and successful hard handovers.
i. Calculate the hard handover success rate between the source cell and its inter-
frequency neighboring cell.
Hard handover success rate = Number of successful hard handovers/Number
of hard handover attempts
ii. Calculate the hard handover score for each inter-frequency neighboring cell.
Hard handover score = Hard handover success rate x Number of successful
hard handovers
NOTE

The handover score depends on the handover success rate and the number of
successful handovers. Higher handover success rate and more number of successful
handovers indicates higher handovers scores. Therefore, the handover score is
calculated by using the preceding formula.
iii. Calculate the normalized handover score for each inter-frequency neighboring
cell.
Normalized handover score = handover score x 100/Max(Handover scores of
all the inter-frequency neighboring cells of the source cell)
b. The comprehensive scores are calculated based on the number of cell update
attempts and successful cell updates.
i. Calculate the cell update success rate between the source cell and its inter-
frequency neighboring cell.

ii. Calculate the cell update score for each inter-frequency neighboring cell.
Cell update score = Cell update success rate x Number of successful cell

iii. Calculate the normalized cell update score for each inter-frequency
neighboring cell.
Normalized cell update score = Cell update score x 100/Max(Cell update
scores of all the inter-frequency neighboring cells of the source cell)
c. Calculate the comprehensive sore based on the normalized handover score and the
normalized cell update score.
Comprehensive score = Normalized handover score x Handover score weight +
Normalized cell update score x (1 - Handover score weight)
The handover score weight is the value configured for the
HOScoreWeight(BSC6900,BSC6910) parameter.
d. The inter-frequency neighboring cells are sorted based on the comprehensive score.
e. If the control switch for sequencing neighboring cell priorities in special scenarios
is enabled, the load-based inter-frequency neighboring cells and network sharing-
based inter-frequency neighboring cells can be further sequenced. For details, see
3.4 Neighboring Cell Priority Sequencing in Special Scenarios.
5. Determine the neighboring cell priority based on the priority group.
Determine the priority based on the priority group configured by users.
For example, four priority groups are configured in the RNC. Detailed values are
configured as follows:
[1, 10]: The priority of neighboring cells ranking from 1 to 10 is 1.
[11, 20]: The priority of neighboring cells ranking from 11 to 20 is 2.
[21, 31]: The priority of neighboring cells ranking from 21 to 31 is 3.
[32, 64]: The priority of neighboring cells ranking from 32 to 64 is 4.
Special handling 1: If some cells are not configured with priorities, the priority flag
NPrioFlag(BSC6900,BSC6910) of these cells is set to FALSE. Cells not configured
with a priority have the lowest priority.
For example, if priority groups are configured only for neighboring cell ranking from 1
to 31, the NPrioFlag(BSC6900,BSC6910) parameter is FALSE for cells ranking 32 and
later. These cells then have the lowest priority.
Special handling 2: If neighboring cells overlap in different priority groups, the priority
of the overlapping neighboring cells is set to the smallest value.
For example:
Group 1 [1, 10]: The priority of neighboring cells ranking from 1 to 10 is 1.
Group 2 [5, 15]: The priority of neighboring cells ranking from 5 to 15 is 2.
According to the preceding rule, the priority of neighboring cells ranking from 5 to 10 is
1.
Special handling 3: If a neighboring cell whose priority cannot be optimized is in the
priority group (see Table 3-2), the priority of the cell remains unchanged.
Special handling 4: If no priority group is configured in the RNC, the neighboring cell
priority optimization algorithm is not performed. The algorithm will be performed when
at least one priority group exists.

6. Provide optimization suggestions and deliver optimization instructions.


The RNC automatically delivers optimization instructions for modifying the neighboring
cell priorities based on the optimization suggestions.
NOTE

1. After the optimization suggestions are generated, flow control will be triggered and the feature
will not take effect if the RNC CPU load is high (CPU load > min
(SMPAGERTHD(BSC6900,BSC6910), SLPAGERTHD,
CPAGERTHD(BSC6900,BSC6910))).
2. The manually modified priority will be replaced by the new priority after the feature takes
effect.

After the algorithm is performed, the inter-frequency neighboring cells with high priorities are
preferentially measured in inter-frequency measurement control. To ensure that the inter-
frequency neighboring cells with high priorities are preferentially delivered in the system
information, PERFENH_SIB_INTERNCELL_PRI_OPT_SWITCH under the
PerfEnhanceSwitch2(BSC6900,BSC6910) parameter must be set to ON.
If this switch is turned on, the RNC needs to consider all the following parameters when
delivering inter-frequency neighboring cells in the system message: blind handover flag
(BlindHOFlag(BSC6900,BSC6910)), coverage priority flag
(HOCovPrio(BSC6900,BSC6910)), and neighboring cell priority flag
(NPrio(BSC6900,BSC6910)). If this switch is turned off, the neighboring cell priority does
not need to be considered. The detailed process of determining the sequence for delivering
inter-frequency neighboring cells is shown in Figure 3-2.

3.3 Inter-RAT Neighboring Cell Priority Optimization


When the inter-RAT UMTS-to-GSM neighboring cell priority optimization function is
enabled, the RNC measures the number of handover attempts and successful handovers
between the source cell and its neighboring GSM cell, calculates the comprehensive scores of
neighboring GSM cells, and sorts these cells accordingly. Top-scored neighboring cells are
allocated with higher priorities.

NOTE

A maximum of 32 neighboring GSM cells can be delivered in the measurement control message. If
more than 32 neighboring GSM cells are configured, some inter-frequency neighboring cells are not
delivered in the measurement control message and therefore are not measured in handover-related
counters. These cells have low ranks in the neighboring cell list and are allocated with low priorities,
leading to inaccurate sequence of neighboring cell priorities.

2. Set the neighboring GSM cell priority optimization period


(U2GNcellParaOptPrd(BSC6900,BSC6910)) and turn on the neighboring GSM cell
priority optimization switch (U2GNcellPriOptSw(BSC6900,BSC6910)) to start inter-
RAT UMTS-to-GSM neighboring cell priority optimization.
NOTE

1. Collect the hard handover information between the source cell and its neighboring GSM
cell.
The RNC measures the number of handover attempts in the CS domain
(VS.IRATHO.AttOutCS.GCell(BSC6900,BSC6910)), the number of successful

For example, four priority groups are configured in the RNC. Detailed values are
configured as follows:
[1, 10]: The priority of neighboring cells ranking from 1 to 10 is 1.
[11, 20]: The priority of neighboring cells ranking from 11 to 20 is 2.
[21, 31]: The priority of neighboring cells ranking from 21 to 31 is 3.
[32, 64]: The priority of neighboring cells ranking from 32 to 64 is 4.
Special handling 1: If some cells are not configured with priorities, the priority flag
NPrioFlag(BSC6900,BSC6910) of these cells is set to FALSE. Cells not configured
with a priority have the lowest priority.
For example, if priority groups are configured only for neighboring cell ranking from 1
to 31, the NPrioFlag parameter is FALSE for cells ranking 32 and later. These cells then
have the lowest priority.
Special handling 2: If neighboring cells overlap in different priority groups, the priority
of the overlapping neighboring cells is set to the smallest value.
For example:
Group 1 [1, 10]: The priority of neighboring cells ranking from 1 to 10 is 1.
Group 2 [5, 15]: The priority of neighboring cells ranking from 5 to 15 is 2.
According to the preceding rule, the priority of neighboring cells ranking from 5 to 10 is
1.
Special handling 3: If a neighboring cell whose priority cannot be optimized is in the
priority group (see Table 3-4), the priority of the cell remains unchanged.
Special handling 4: If no priority group is configured in the RNC, the neighboring cell
priority optimization algorithm is not performed. The algorithm will be performed when
at least one priority group exists.
5. Provide optimization suggestions and deliver optimization instructions.
The RNC automatically delivers optimization instructions for modifying the neighboring
cell priorities based on the optimization suggestions.
NOTE

l After the optimization suggestions are generated, flow control will be triggered and the feature
will not take effect if the RNC CPU load is high (CPU load > min
(SMPAGERTHD(BSC6900,BSC6910), SLPAGERTHD,
CPAGERTHD(BSC6900,BSC6910))).
l The manually modified priority will be replaced by the new priority after the feature takes

Load-specific Inter-Frequency Neighboring Cells
If the Priority Rank Load InterNcell Switch PriRankLoadInterNcellSw(BSC6900,BSC6910)
is set to ON, the top 12 load-specific neighboring cells are ranked above other types of
neighboring cells. The top 12 load-specific neighboring cells are calculated based on the
comprehensive score. Load-specific neighboring cells ranking 13 and later are sequenced
together with other types of neighboring cells.
A cell is a load-specific cell if the value of any of the following parameters is TRUE:

Network Sharing-specific Neighboring Cells


In network sharing scenarios, if the MOCNInterNcellPriOptSw(BSC6900,BSC6910) or
MOCNU2GNcellPriOptSw(BSC6900,BSC6910) parameter is set to ON, the RNC
automatically sequences the priorities of the inter-frequency and inter-RAT neighboring cells
based on the operators of the source cell in an alternating manner, to prevent imbalance of the
number of neighboring cells among operators. The process is described as follows:
1. The RNC queries the operators of the source cell and determines the operators of which
the neighboring cell priority needs to be alternately sequenced.
Assume that the source cell belongs to operators A and B.
2. Select the top five neighboring cells of each operator and then sequence these cells
alternately between operators.
The comprehensive scores of the neighboring cells are listed in the following table:

dynamically adjusts the priority configurations of inter-frequency UMTS and inter-RAT

the measurement control messages and system messages to the source cell, thereby reducing

6.1 When to Use Adaptive Hard Handover Optimization


in Multi-Sector
It is recommended that this feature be enabled in multi-sector scenarios, including six-sector
and nine-sector scenarios.
In multi-sector scenarios, if more than 75 neighboring cells are configured and access failures
and call drops occur because some important neighboring cells are not delivered in the SIB11
or SIB12 message, or EVT-22937 SysInfo Message Restrict Neighboring Cells Number is
reported, enable this feature so that important neighboring cells are preferentially delivered to
prevent access failures or call drops caused by delayed reselection.

NOTE

If the inter-RAT or inter-frequency neighboring cells are properly configured or the neighboring cell
priority has been optimized before this feature is enabled, the feature benefits may be insignificant after
this feature is enabled.

configured. If Split Cell Indicator is the antenna type used by the split cell, Split Cell
Indicator is successfully configured.

6.3.3.4 Using the CME


Based on the parameter configurations involved in 6.3.3.1 Data Preparation, perform the
following operations to activate this feature:

NOTE

When configuring the feature on the CME, perform a single configuration first, and then perform a batch
modification if required.
Configure the parameters of a single object before a batch modification. Perform a batch modification
before logging out of the parameter setting interface.

Step 1 Configure a single object (such as a cell) on the CME.


Set parameters listed in the table in "Data Preparation" section from top to bottom on the
CME. For instructions on how to perform the CME single configuration, see CME Single
Configuration Operation Guide.
Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center)

To modify objects in batches, click on the CME to start the batch modification wizard.
For instructions on how to perform a batch modification through the CME batch modification

feature takes effect.

NOTE

The discrete processing mechanism of this feature delays feature activation in cells. Therefore, the
network optimization logs of some cells is generated 0 to 100 minutes after the actual optimization
period ends.

The network optimization logs record the automatic reconfiguration of inter-frequency


neighboring cell priorities and neighboring GSM cell priorities and related parameter settings.

Perform the following operations to view the network operation logs.

1. Log in to the LMT or U2000 on the web browser.


2. Run the EXP UNETOPTLOG command with the start time and end time specified to
query network optimization logs, and then export the logs to a file. The log file is saved
under ftp/UnetOptLog on the active OMU and, by default, named in the BSCX-
YYYYMMDDHHMMSS-nLOG.zip format, where X indicates the RNC ID and
YYYYMMDDHHMMSS indicates the file creation time.
3. Download the log file.
4. Decompress the log files to check the network optimization logs.

After this feature is activated in recommended scenarios, the service drop rate decreases for
both CS and PS services.

6.5 Parameter Optimization


After the feature is enabled, you can adjust the parameter settings for this feature based on the
actual requirements. Table 6-1 lists the optimization suggestions for related parameters.
