1.0 Purpose
The purpose of this manual is to document methodology for functioning of
Operations Department along with allocation of roles and responsibilities and
interfaces requirements with other department for effective project execution .

2.0 SCOPE
Operation Department is responsible for the management of offshore personnel
and operation of company's major work barge spreads. The Operations
Department is a critical unit that executes the work in conjunction with all other
company departments, and is responsible for ensuring the positive and final
executive of all projects. It is the Operations Department responsibility to execute
projects safely, efficiently, economically and ensure quality of work for all the
offshore activities performed .
This manual describes the organization and interface within the department,
interface with other departments, and responsibilities of all the key operation
personnel who manage , plan , and coordinate all offshore activities for the major
work barges.
To achieve the overall company objectives, a core group of experienced
supervisory personnel shall be maintained , but the size of the organization can be
optimized for the forecasted offshore activity in the region. Various job
responsibilities identified may be shared by more than one person at any given time
based on the workload .
Job positions may vacant with the responsibil ities transferred to another position to
equally distribute the responsibilities and workload. It is the Operations manager's
responsibility to redistribute and delegate responsibilities adequately to ensure that
operation functions are not compromised by the variations in the workload.

2.1 OBJECTIVE
OIF aim is to execute projects professionally, efficiently, economically and on
schedule. Customer satisfaction is a major factor in any project and this can be
achieved through continuous efforts in maintaining and improving the quality of
work. At the same time, implementing HSE management in all its operation is a
prime objective of the Company and is given equal importance along with quality
and profitability.

2. 1.1 Strategic Objectives


A) Execution of the offshore construction work of projects, to client's
specifications, within budget, on schedule , and in compliance to safely.
B) Continuously review and improve procedures, equipment, and
competency of human resources to ensure a cost effective and
continuing business venture.
C) Ensure competitive strategies and methodologies for the proposed
execution of offshore work scope related to estimation and proposals.
D) Ensure company assets incorporate latest technologies to economically
meet present and future demands of the company.

E) Establish and maintain a safe, healthy, congenial, motivational working


environment that promotes the objectives of all stakeholders in the
Company; namely, the employee, clients, shareholders and the
community.
F) Provide all new employees with appropriate training and career
development and integrate them in the OIF work force.
G) Identify market requirement and upgrade equipment to meet future
demands.

2.1.2 Quality objectives


i) Improve welding performance
Set targets for weld repair rates prior to mobilization and monitor
actual performance against these targets.
Records of welder's performance shall be evaluated and corrective
actions taken to improve performance.
ii) Improve the efficiency and skills of offshore crew
Competency assessment reports of the offshore crew shall indicate
the shortcomings based on which training of the crew will be
arranged.
Reduction in the number of reworks performed at site.
Work progress reports indicating that the work is completed ahead of
the target scheduled dates.
iii) Ensure that offshore construction works are performed to the highest
standards of quality and safety,
Perform regular audits by offshore management staff.
Discuss the finding of the audit report at base, identify shortcomings
and implement corrective actions.
Implement the practice of self-audit.
iv) Ensure that informative 'Lessons Learnt' reports are produced after
completion of every offshore campaign, so that these can be
incorporated in our procedures, which in turn will enhance our
performance offshore.
Formats designed to fulfill the level of reporting shall be provided to all
field engineers and they shall be instructed to produce these reports as a
standard practice upon completion of a particular offshore campaign .
Follow-up registers shall be maintained to ensure that all barges submit
these reports after completion of every campaign.
v) Establish comprehensive historical data on weather downtimes for our
spreads, which will assist us to plan our offshore campaign more
efficiently.
Maintain updated reports and charts of weather downtimes on a regular
basis.

vi) Prepare a set of standard procedures for offshore operations, which will
form the basis for preparation of project specific procedures.
Establish list of standard procedures with target dates for completion.
Monitor completion dates and update records .

5.2 Department Responsibilities


The operation department has the primary responsibility of managing offshore
resources and planning/executing the offshore content of the project work scope,
utilizing its fleet of construction vessels and offshore crew. For specialized activities
where resources and/or expertise are not available in-house, the department
utilizes specialized subcontractors. An overall outline of the department
responsibilities is given below:
i) Safe execution of the offshore construction works to client specifications,
within budget and on schedule.
ii) Actively promote and ensure that all work is carried out safely and in
compliance with HS&E policies and procedures.
iii) Continuously review and improve procedures, work processes, equipment,
and competency of personnel to ensure continual improvement.
iv) Provide employees with appropriate training and career development path
v) Planning and preparation of procedures and execution of all offshore
construction work.
vi) Carrying out inspections and audits to ensure compliance with all Company
policies and procedures.
vii) Nomination of major work barges and experienced and competent personnel
for all offshore construction work.
viii) The provision of support vessels and tugs required for the movement and
operation of major work barges.
ix) The sourcing and provision of all miscellaneous vessels to meet project
requirement, for example, material barges, work boats, etc.
x) The provision of derrick lay barge based subcontractors like positioning
services, NOT, catering , ROV, etc.

xi) The provIsion of the necessary technical support for vessels in both an
operating , idle and stacked condition.
xii) The provision of a marine supply base for the berthing & security of all
construction barges. Also receipt shipment and control of all equipment and
material used by the various vessels.
xiii) Ensure construction barges have competent maintenance personnel and
adequate spare parts and materials to maintain equipment and operational
capability.
xiv) Review of all bids and provision of all technical input such as equipment
spreads manning levels, and installation methodology for all bids.
xv) Provide resource and cost input for project and area accounting purposes.
xvi) Cost tracking of Barge expenditures as per the forecast & project budgets.
xvii) Maintain historical data on lay rates, duration, weather data & technical
procedures in operation directory which is distributed to estimating ,
commercial, accounting departments and senior management.
xviii) Any other duties as may be assigned from time to time by the CEO and COO.

5.3 DEPARTMENT CAPABILITIES


Operation department manages a fleet of barges and specialized construction
equipment. The technical specifications and capabilities of the construction spreads
are given in detail in the barges operating manuals. An overall review of the
capabilities of OIF marine spreads is given below.
5.3.1 Pipelaying Capabilities
OIF pipelay barge is HLPV LTS3000 which is fully equipped for laying
submarine pipelines with overall diameter range from 6" to 60" over
concrete, in water depths up to 150 meters using the s-Iay technique. These
barges are equipped with articulated stinger and truss stingers. HLPV
LTS3000 has a combined tensioner capacity of 200 tons (100 ton each).
The pipelines are welded manually or by using automatic equipment
depending on the pipe size and length .
5.3.2 Jacket Installations
Jacket installations are performed by lifting I upending or launching from
launch cargo barge. Detailed method statements for the works are available
in project specific procedures for platform installation in commonly shared
operation directory. The approximate capabilities of the installation barges
for jackets installation are mentioned below:

5.3.3 Installation of Decks & Modules
Decks and topsides are installed by lifting using the barge derrick crane and
stabbing on to the jacket piles or transition pieces. OIF joint venture partners
have performed various heavy and critical deck lift for different intemational

5.3.4 Pipeline Risers and Subsea Tie-ins
Risers can be installed with straight tie-ins or with side bends or expansion
loops using the following methods.
i) Lifting the pipeline above sea surface adding the riser section welding,
lowering and clamping to jacket.
ii) Using flanges or flanged spools between the pipeline end and riser.
iii) 8y hyperbaric welding utilizing specialized in-house diving services.
5.3.5 Other Offshore Installation Capabilities
In addition to all of the above , OIF performs various other offshore
installation works which includes the following :-
i) PLEM and S8M installation
ii) Mooring piles by driving
iii) Shore pull and near shore pipelaying including dredging .
iv) Pipeline stabilization with Mechanical anchoring or gravity blocks.
v) Free span corrections/on pipelines or cable crossings.
vi) "J" tubes installation
vii) Pipeline gauging, hydrotesting , dewatering , and purging.
viii)Hook-up and precommissioning of topside facilities.
ix) Welded surface tie-in .
x) Commissioning and start up.
xi) Modifications, repairs and revamping of existing facilities offshore.
xii) Decommissioning and removal/salvage of offshore structures and
pipelines.
xiii)Cable laying

6.0 INTERFACE MANAGEMENT

6.1 Department Internal Interface


i) The various groups within operation department coordinate extensively to
achieve the objectives of the department.
ii) Operation manager conducts a weekly meeting to discuss the work progress /
workload and the critical issues related to projects/barge equipment and
personnel. Superintendent, operation engineer, equipment manager, welding
engineer, marine base manager and operation engineers attend the weekly
meetings.
iii) In addition to the above meeting , close and direct coordination on a daily basis
shall be achieved between all the staff within the department. Every member of
the staff understands that proper communication and close knit teamwork is the
key to efficient working and shall perform his duties accordingly.

6.2 Interface with projects Department


The most extensive coordination of the operation Department is with Projects. This
interface is explained in detail herewith.
6.2.1 Project Kick-off Meeting
Upon award of a project and identification of a project team by COO, the assigned
project manager will call for and chair a project kick-off meeting . The attendees
from offshore department are operation manager, marine base manager, welding
engineer and operation engineer. The agenda for the meeting will be as follows and
the minutes will be recorded by project manager or a member of his team.
i) Outline of Project's scope of work.
ii) Preliminary Schedules and milestones.
iii) Procurement of critical materials/equipment.
iv) Engineering scope .
v) Preliminary construction plans.
vi) Selection of offshore spread.
vii) Proposed organization chart.
viii) Any special client requirement.

6.2.2 Assignment of operation staff for the project will be done as follows
i) Operation Manager:
Assigns construction manager (depending on the scope of work and
cl ient requirement) , operation engineer and field engineer for the project
ii) Marine base manager:
Assigns the barge crew for the project
iii) Welding Engineer:
Assign QC supervisor and finalize the welding team in conjunction with
marine base manager.

6. 2.3 Technical hand over


Project manager will provide operation manager with the following
documents after the kick-off meeting .
i) An outline of the project preliminary plan .
ii) Client specifications
iii) Project schedules.
iv) Copy of tender clarifications
v) Project scope of work including engineering drawings.
vi) Extract of the relevant contractual scope of work.
Operation managers will distribute the relevant documents to the
subsections.

6.2.4 Strategy / construction plans development meetings


The meeting will be called for and chaired by the operation manger. The
attendees shall be operation manager, marine base manager, senior
operation engineer, welding engineer, operation engineer and field

engineers. The purpose of this meeting is to finalize the project execution


strategy and the construction plans. Once the plans are intemally
approved then it will be forwarded to project manager and Chief
Operating Officer for their approval. Depending on the complexity of the
project more than one meeting may be required.

6.2.5 Development of project offshore schedule


Based on the construction plans, operation engineer in coordination with
senior operation engineer and planning Engineer will prepare an execution
schedule considering the following :-
i) Material I equipment procurement plan .
ii) Project milestones.
iii) Resources availability.
iv) Marine spread availability.
The schedule will be prepared within 2 weeks of the approval of the
construction plan. Once the schedule is finalized it will have to be approved
by Operation Manager and Project Manager. Thereafter the planning
engineer will integrate this into the overall project schedule.

6.2.6 Development of budget for offshore works


Based on the offshore schedule and resources allocation , operation
manager will coordinate with project manager, cost/planning engineer, and
subcontracts manager review the cost estimate as per the estimate for
offshore schedule. The results of the review will be passed to project
controls department.

6.2. 7 Project list of deliverables


After approval of the project construction plans and schedule, the operation
engineer in conjunction with project manager will prepare and distribute a list
of project deliverables related to offshore constructions to all concemed for
comments. After all parties have provided their comments, a final list of
deliverables will be produced and distributed to all for implementation .

6.2.8 Preparation of Construction procedures


i) The offshore Installation Procedures will be prepared by field engineers,
reviewed by operations engineer, marine base manager and approved by
operations manager. Operation engineer shall ensure with the project
management team on the following documents prior to submitting the list
of deliverables for implementation:-
Copies of the latest revisions of the applicable drawings.
Copies of the latest revisions of the applicable specifications.
Tender clarifications, deviations and exceptions.
Offshore execution strategies proposed during tender stage.
Pre-construction survey charts for the field in electronic format for
preparation of anchor pattems.

Any other information relevant to preparation of work plans and


procedures.
ii} Upon receipt of these documents field engineers will prepare and provide
the following documents within the dates mentioned in the project list of
deliverables.
Anchor patterns.
Installation procedures.
Concept for Design of installation aids.
6.2 .9 Integration of the Project into the Overall Operation Schedule
Operation Department will have within their system an overall schedule for
all their offshore resources. This schedule shall show planned allocation of
the resources for the awarded projects. Once a new project is awarded
operation manager will ensure that the specific project is integrated in the
overall operation schedule as follows:-
i} Operation manpower histograms (updated monthly and whenever a new
project is to be integrated).
ii} Critical equipment (hammers, auto welding etc) utilization charts
(updated monthly and whenever a new project is to be integrated ).
iii} Barge utilization schedule (updated quarterly and whenever a new
project is to be integrated).
iv} Vessels/cargo barges utilization schedules (on project basis).

6.2 .10 Planning Marine spread allocation and hiring of vessels


Operations engineer will send the RFQ's for anchor handling tug's, Cargo
barges, tow tugs, crew boats and supply vessels. Operations engineer will
finalise the 3rd party vessels in conjunction with project manager and
subcontracts manager.
6.2.11 Provision of marine documents/procedures.
Operations engineer will be overall responsible for submitting all the barge
technical specs, competency certificates and Key personnel CV's.
Operations engineer will co-ordinate within the department with logistics
manager, offshore administrator for preparing the document for the client.
6.2 .12 Inspection of Vessels/Barges
Operations engineer will coordinate with Marine warranty surveyors for
suitability, on-hire and off-hires of all the 3rd party vessels for the project.
6.2.13 BargesNessels Clearances
Prior to mobilization, barge administrator will prepare the crew list.
equipment list and cargo list and submit it to project logistics coordinator.
Logistics co-ordinator will deal with the clearing agents at departure and
arrival ports for vessel clearances.

6.2.14 Mobilization
i) Based on the scheduled mobilization dates of barges/vessels as per
the project schedule, Operation engineer will prepare a mobilization
plan for the barge/vessel one month prior to the mobilization date.
Operation Engineer is responsible to mobilize the barge in coordination
with marine base manager.
ii) Operation engineer will coordinate with marine base manager and
purchasing manager to mobilize all the project materials and project
documents on the barge as identified in the mobilization plan.
iii) Operation engineer coordinates with the various Departments/Sections
within the company to mobilize the barge/vessel as per the mobilization
plan , which identifies the assignment of personnel for mobilizing the
various items on the barge/vessel.
iv) Barge Superintendent/Field engineer ensures that all materials are
received and stored properly, and that all items necessary for offshore
execution are mobilized . Barge Superintendent communicates with
operation/field engineers to highlight any deficiency and ensures that
the barge and its spread are fit for the offshore works to be performed .
v) Field engineer assigned for the barge/vessel assists for mobilizing
materials, equipment. drawings/documents, certificates and ensure that
these are available onboard as per the mobilization plan.
vi) Prior to tow out a mobilization checklist will be completed by the Barge
Superintendent and operations engineer. This check list Will be issued
to Marine base manager and senior operations engineer. The checklist
shall be exhaustive and shall include availability of all resources ,
certificates, permits, risk assessments, equipment functional/load test
requirements.

6.2.15 Offshore Execution of Project Works


i) During offshore execution , barge superintendent and field engineer will
communicate progress on a daily basis by means of Daily Progress
Report (DPRs'). Barge superintendent and field engineer will also
communicate verbally with operation engineer to highlight any problems
and areas of concern .
ii) Barge equipment functioning/maintenance and related issues are
reported on a daily basis through subsection in Daily progress Report
(DPR).
iii) Status of the offshore resources , including that of the subcontractors
are transmitted by offshore administrator to operation manager,
operation engineer, mari ne base manager and project manager on a
weekly basis.
iv) Marine base manager communicates verbally with the barge
superintendent on a daily basis and keeps operation manager informed
of the offshore activities. Senior operation engineer communicates with
the operation engineer and field engineers on a daily basis.

6.2 .16 All requests from offshore for mobilization of materials / equipment and
personnel are directed to operation engineer who is responsible for providing
all onshore support to the barge. The request can be communicated verbally
however shall be followed up with a fax . All such requests shall be copied to
senior operation engineer.

6.2.17 All project, Engineering and contract related queries shall be directed to
operation engineer and project manager by Barge superintendent and Field
Engineer.

6.3 Demobilization of Offshore Spreads


Once a barge/vessel arrives from offshore to marine base operations engineer will
coordinate with marine base manager for demobilization of personnel and
equipment. Marine base manager in conjunction with operations engineer will
coordinate with MWS for off hire of 3rd party vessels. Marie base manager will
offload all the materials on the cargo barges as per the cargo manifest and all the
materials will be identified and stored. All the project documents and as built
documents will be transmitted by barge superintendent to operations engineer.
Field Engineer will ensure that all documentations are complete and submitted to
PMT prior to demobilization from the project.

6.4 Preparation of Project As-Builts and Project close-out


Field engineer will coordinate with project QNQC coordinator for project as built
drawings and reports. Field engineer will prepare project reconciliation report for
offshore execution related items. Field engineer prepares a lesson learnt report
which mentions all the various problems encountered offshore and methods
adopted to overcome this problem . Operations engineer will provide inputs on
safety, offshore execution , and quality control issues on the barge and overall
offshore performance to the project manager for project closeout report. Operations
engineer prepares an evaluation report on all barge related Subcontractors
performance and issue it internally in the department and to PMT, commercial for
future evaluation .

6.5 Interface with Engineering (Technical Department)


6.5.1 Constructability review of engineering documents (EPIC Projects only).
Operation will review the engineering documents and drawings during feed
and deface engineering to provide inputs to make it installation friendly . OIF
technical department will be the contact point for operations in case
engineering is done outhouse.
6.5.2 Installation Engineering
Technical department will perform or coordinate (if out house) all the
installation engineering requirement of the projects like.

Operations coordinate with the technical department for engineering work
required for upgrading & modification of barges conceptual sketches and
method statement.

6.6 Interface with the QA


i) Preparation of ITP's for the project.
ii) Implementation of company quality assurance system and audit of offshore
operations.

6.7 Interface with HSE Department


Following are the key operations interface with OIF's Safety Department.
i) HSE Department will provide inputs to general supt. for the requirement of
offshore safety materials I consumables.
ii) HSE department will conduct premob safety audit combined with barge
superintendent.
iii) HSE provides operation with a monthly safety loss prevention report which
highlights the HSE status of the offshore works.
iv) HSE co-ordinates with operations engineer and marine base manager for
safety training of offshore personnel.
v) HSE will develop the emergency response plan in conjunction with operations.
vi) Prior to mobilization of barges, safety provides operations engineer and
marine base manager CV's of safety personnel which will be mobilized on the
barge.
vii) HSE conduct JSA's along with the barge foreman .
viii) HSE co-ordinates with marine base manager for accident or near miss
investigation and close out.
ix) HSE ensures that corporate policies of drug and alcohol are implemented
on the vessels and inform marine base manager in case of any anomalies for
disciplinary action.
x) HSE participates in weekly operation meeting.
xi) Implementation of recommendations made in the safety reports.

6.8 Interface with Estimation and Proposals


i) Operations personnel attend the strategy finalization meeting with estimation &
proposals department. This meeting will be attended by operations manager,
marine base manager and senior operations engineer.
ii) Senior operations engineer is the focal point for all the communication with
estimation section for all items related to tenders.
Operations review the installation methodology and offshore duration schedule
prepared by estimator. Offshore durations shall be approved and signed by marine
base manager and operations manager.
Operation provides commercial inputs wherever required for certain specialized
works / area.
Operations provide offshore duration for non routine and specialized works.
Operations manager, marine base manager and senior operations engineer
attends the bid review meeting internally or with corporate (if required) .

6.9 Interface with Business Development Department


i) Offshore operations department co-ordinates with business development to
advise whether to bid for potential tender based on our capability and availability
of resources.
ii) Operations provide inputs at the pre-qualification stage.
iii) Attends meeting with potential clients.

6.10 Interfaces with Subcontracts (Commercial Department)


i) Preparing service requisitions for offshore subcontract works.
ii) Evaluation and finalization of contracts for offshore subcontract works.
iii) Chartering of vessels.
iv) Pre-qualification of offshore subcontractors.
v) Assessment of offshore subcontractor's performance.

6.11 Interface with Procurement (Commercial Department)


i) Procurement of offshore materials such as pipeline field joint materials,
pipelines pigs, pigging chemicals, and other specialized products of which
operations have previous experience.
ii) Procurement of materials for stinger, construction aids and barge modifications.
iii) Procurement of equipment and consumables.
iv) Procurement of barge wire ropes and other maintenance supplies.
v) Mobilization of materials on barges.
vi) Stores material stock level on barges/main store. Marine base manager reviews
on a quality basis the stock level of offshore materials based on the workload for
the spreads.
vii) Storage of offshore materials.

6.12 Interface with Marine department


Operations derrick barge HLPV LTS3000 is self propelled vessel. Marine
Department manages the marine crew requirement for LTS300 for operations. For
all the marine side crewing matters marine manager coordinates with marine base
manager for approval.

6.13 HLPV L TS3000 operating interface


The roles and responsibilities between vessel master and the construction
superintendent while on projects are clearly defined. It is essential that both parties
are provided the same scope of work packages well in advance of the project so
they are equally familiar with the requirements imposed by the clients and the
operating environment.
The construction superintendent will be responsible for developing the anchor
patterns required to put the vessel in the most advantageous position to accomplish
the works. The anchor patterns will be presented to the vessel 's master for input
regarding any potential safety or operating issues that may require modifications to
the plan.
The vessel master will determine the approach routes in to the platforms and
anchor deployment sequence. The construction superintendent or his delegate will
be responsible for the actual anchor handling procedures and working with the
AHTs, with direct line of communication to the control tower winch operator who
takes his instructions from the anchor foremen I superintendent.
The construction superintendent will supervise all deck operations in support of the
project. Superintendent must keep the master advised of any unusual event that
may deviate from the job plan and which could affect ship safety concerns, as might
be the case with some heavy lifts, etc. A brief daily meeting between master and
construction superintendent should be in place to ensure everyone is aware of the
program for the day. In the event that issues with the weather become a hazard to
safe operation the master will be responsible for curtailing operations and possible
pulling away from the platforms. There must be notice given to the superintendent
in these events so deck operations can be secured. It is essential to have two fully
qualified tower operations on board at all times to safely operate the winches
around the clock. Training of ship's crew on winch operation will be encouraged
only when two qualified operations are on board . The nature of the work alongside
the platforms for long periods of time will by necessity limit the amount of training
that can occur. The vessel's master can direct the tower operator when certain
occasions such as sudden squalls arise where quick action may be dictated in
winch operation, and advise the superintendent what is going on.
The chief engineer I chief electrician I and ships crew will be responsible for
generating requisitions for all ships equipment, and other items which support the
vessel. The construction superintendent and lo r the project manager will be
responsible for the requisitioning of all materials, and equipment to support the
project.
The construction superintendent does not need to sign ship's requisitions and vice
versa.

The barge administrator who issues various reports are routed to Operations
manager, Marine base manager, and the Shore based Operations Admin. It is
expected the administrator will service both the marine & construction crews
impartially.
The warehouse shall operate under logistic control and in compliance with area
wide and company approved procedures and purchasing guidelines to service both
the marine equipment and project requirements.
All below decks crews, marine engineers, electricians, and chief electricians must
be responsible to the chief engineer.

7.0 JOB DESCRIPTIONS OF KEY PERSONNEL

7.1 Operation Manager


7.1.1 Organization
The Operation Manager reports to the Chief Operating Officer, providing
verbal and written reports on the overall performance of the Offshore
Operation in the region. All personnel within the offshore operation
department report to the operation manager.
The key personnel reporting to the operation manager are:

personnel and equipment involved in the various functions of the
Offshore Division .
ii) Ensure that financial , administrative, technical, purchasing, labor
relations, accounting, reporting systems and administration procedures
are practical and effective.
iii) Ensure all corporate procedures are followed in conjunction with the
local area requirements.

xv) Responsible for the emergency response to address emergency
situations associated with offshore operation.
xvi) Delegation of authority and responsibility within the division to efficiently
carry out all operation.

7.2 Marine Base Manager


7.2.1 Organization
The marine base manager directly reports to the operations manager and
indirectly to the marine base manager on matters related vessels, providing
verbal and written reports on the overall aspects of logistics requirements for
vessels, equipment and material in the Region. All marine base operation
consists of a number of personnel; clerks, coordinators, riggers , crane
operators, foreman's etc., the quantity and organization of which may vary
with the workload. All personnel concerned with marine base logistics
operational activities and port authorities including shipping agents - report
to the marine base manager. The marine base manager liaises with the
following personnel :

Equipment Manager
7.2.2 Duties & Responsibilities
Specific responsibilities of the marine base manager include, but are not
limited to , the following :
i) Oversee the management of the base.
ii) Responsible for the issuance of work permits on cargo barges or
other interface areas at the base.
iii) Actively promote and ensure all subordinates and subcontractors at
the marine base comply with HS&E policies and procedures.
iv) Conduct HS&E inspections of the marine base facilities and report
on status and corrective actions.
v) Conduct, lead and control accident investigations at the marine base
as directed by the marine base manager/operations manager.
vi) Responsible for ensuring all paperwork, customs, immigration , etc.,
is in order and available in a timely manner for all vessels arriving to
or departing from the marine base.
vii) Ensure that all materials and equipment are loaded out correctly in
accordance with transport drawings and instructions (cargo
manifest) prior to being dispatched .
viii) Ensure that any offshore equipment requiring repair is received and
expeditiously dispatched to the respective maintenance department
or sub-contractor and returned to the offshore vessel concerned.
ix) Control of all material and equipment to and from the offshore sites
through the use of cargo manifests ensuring they are properly
developed .
x) Ensure notification and return information is given for off-hire of third
equipment upon return to the marine base.
xi) Monitor and keep safe all vessels moored at or the vicinity of the
marine base and conduct daily mooring inspection .
xii) Ensure all major vessel movements at the marine base are
supervised by superintendent or marine captain available at base
that time.
xiii) Monitor and ensure that all work carried out at the base is in
compliance with company safety policies and local laws such as,
labor, fire fighting , pollution , security
xiv) Chair and minute period marine base safety meetings, follow-up and
close-out actions to ensure that all matters of safety are continually
under review and any corrective measures actions where necessary.
xv) Identify requirements for marine base labor subcontractors and
coordinate these resources. Review and verify their invoices.
xvi) Ensuring that in the event of an emergency, all yard personnel are
aware of their duties.
xvii) Ensure that the wire-rope and rigging inventory control status in
updated and that stored rigging is maintained. Carry out an annual
audit of the rigging inventory and control system .

barges and expedite these materials to the required site.

7.3 Operation Engineer


7.3.1 Organization
The operation engineer reports to the senior operation engineer the
planning, execution and tackling of offshore operation assigned to him and
liaises with the project manager. He reports to the project manager for
coordination and administration of his assigned offshore project operation
and interfacing with the customer. Field Engineers report to the Operation
engineer with respect to planning and execution of a specific project or
operation assigned to them. The Operation Engineer liaises with the

the Project Management Team and all departments in the offshore
operation division of any developments that may result in changes. to
the work schedule and I or execution sequence.
xi) Issuing and maintaining the offshore schedule for operation under his
supervision, and advise concerned department.
xii) Coordinating the mobilization and demobilization of marine spreads and
Subcontractors assigned to operation under his supervision .
xiii) Liaise with project managers during project execution to ensure that
client and project management requirements are satisfied.
xiv) Ensures that documentation is issued on schedule and is in accordance
with project requirements.

iii) Recommend changes in the technical details, drawings, where these
may result in safer and better installation procedures.

iv) Reviewing and retaining project drawings and documents , report to the
project engineer/operation engineer discrepancies, errors and omission
with respect to the information required to perform the work.
v) Ensure the work is within the capabilities of the proposed equipment.
vi) Maintaining project files in the office and in the field in accordance with
project requirements.
vii) Preparing installation procedure(s) in accordance with the project
specifications and with due regard for safety. The scope of procedures
required will be defined by the operation engineer. As a minimum , the
procedure(s) will outline the following:

Installation aids, temporary works and consumables required to
perform the work.
viii) Developing (or reviewing those provided by others) load out and sea
fastening plans for the transportation of materials / structures to the
offshore site that facilitate safe and timely installation.
ix) Prepare material lists for construction materials and project
consumables, and liaise with the procurement Coordinator for
procurement of requirements.
x) Issuing "Loadout Lists" applicable to the work in accordance with the
recommended practice.
xi) Coordinate with Marine, equipment manager and diving manager
departments to ensure that necessary equipment and personnel are
available and readied for the project.
xii) Witnessing/ inspecting pre-rigging , loadouts, seafastening and
acknowledging the receipt of fabricated structures, line pipe and other
materials to be installed offshore. Developing checklists and inspecting
loadouts in accordance with procedures.
xiii) Liaise with the customer representative and various subcontractor
representatives at the offshore site and with the operation engineer.
xiv) Ensuring the contract / project related documentation is maintained and
/ or transmitted to the Customer at the site:
xv) Review Daily Progress Reports and submit to supt. For approval.
xvi) Change Order Proposal in accordance with contract specifications.
xvii) As-Built Documentation (sketches, records, videos) in accordance with
approved procedures.
xviii) Monitoring the progress of the work and site conditions and advising
the operation engineer of any development that may result in changes
to the project schedule and / or execution sequence.
xix) Advising the barge superintendent and / or barge staff including
subcontractors (such as surveyor, ROV, NOT, Pile Monitoring
Personnel etc) regarding the planning and execution of the work and
the contractual and technical aspects of the work. Issuing field
sketches, data sheets and checklists in the field where required for
information purposes for the barge staff.

xx) Participate in the resolution of any technical problems arising during


offshore installation and assist in the formulation of corrective action
requirement.
xxi) Planning and supervising the execution of pipeline pigging and testing
operation in accordance with approved project procedures.

Pigging and testing calculations and procedure preparation.

7.5 Equipment Manager


7.5.1 Organization
The equipment manager reports to the operation manager by providing
verbal and written reports on the general status of marine vessels,
inventories, associate equipment and general maintenance. The equipment
manager also indirectly reports to the COO. The following personnel directly
& indirectly reports to the equipment manager are:-
Chief engineer's of all the vessels in the Region
Equipment Supervisor
All personnel concerned with maintenance of major work barges and
offshore equipment involved in the Region. The Equipment Manager liaises

vii) Providing for the preparation and effective implementation of
preventative maintenance procedures and programs.
viii) Ensuring adherence to quality control standards in the execution of the
maintenance function.
ix) Attends one major work barge safety inspections annually.
x) Preparation and administration of repair / maintenance and capital
improvement budgets for marine vessels.
xi) Major equipment inventory and management.
xii) Providing technical support in matters relating to the specialized
capabilities of the department.
xiii) Ensure all life saving appurtenances are fit for purpose and in
compliance with all required codes and regulations.
xiv) Committing company to business arrangements with equipment and
machinery suppliers / repair / fabricators , service organizations and
consultants as required.
xv) Initiate and maintain manufacturer approved specification for all critical
wire ropes.
xvi) Liaison with company staff groups to ensure that Company objectives,
policies, programs and procedures are consistently adhered to .
xvii) Arrange and coordinate with classification and insurance surveyors to
conduct all necessary surveys for major work barges.
xviii) Review of all major vessel/repairs and spares requisitions and
assessing if they are in line with budget expectations.
xix) Update derrick barge certificates /documentation and equipment
manuals on regular basis.
xx) Assist major work barge chief engineers in solving technical problems,
approve material requisitions, expedite urgent material procurement
and ensure that the major work barge below deck maintenance budgets
are kept in control.
xxi) Liases with barge chief engineers maintain competent engineering staff
and training.
xxii) Assist in preparation and control of monthly maintenance budget and
monitoring expenditure.
xxiii) Attend weekly area operation meetings and be a member of the
Emeigency Response Team.
Other tasks as may be assigned from time to time by the operation manager.

7.6 Logistics and Marine Coordinator (Project Based)


7.6.1 Organization
The logistics and marine coordinator reports to the project operation
engineers, and is responsible for marine vessel and cargo clearances at site
and personnel logistics. Logistics and marine coordinator will usually be
appointed on a project or site basis as part of the project team.
7.6.2 Responsibilities
i) Specific responsibilities of the Logistics and marine coordinator include,
but are not limited to, the following :
ii) Marine vessel and cargo clearances at site, and other shipping agency
matters.
iii) Coordinating offshore crew movements ensuring applicable passports
and visas are available and making travel arrangements.
iv) Liaising with the site shipping agent and verifying billings.
v) Coordinate mail and other services to the vessels offshore.
vi) Administrate and report on facilitating payments required to be made by
shipping agents in support of operation at site.
vii) Coordinate local services at site to support the operation.
viii) Ensure personnel have valid safety passports before boarding vessel or
helicopters to the offshore site.
ix) Have conducted vessel on-hire/off-hire surveys, suitability surveys and
trip and tow surveys as required at the site.
x) Other activities as required to support the construction at site . Any other
duties assigned from time to time by the Operation Engineer.

7.7 Draftsman
7.7.1 Organization
The operation draftsman reports to the senior operation engineer however
for specific locations he reports to operation engineer or project engineer.
When undertaking his responsibilities , the operation draftsman liaisons with
the following personnel:
Project Engineers
Field Engineers
QA/QC Personnel
Operation Engineers
7.7.2 Responsibilities
Specific responsibilities of the operation draftsman include, but are not
limited to, the following:
i) Preparing drawings as instructed by the operation engineer, field
engineers and project engineer.
ii) Maintaining drawing register on a project-by-project basis, which
catalogues all drawings and sketches, issued.

iii) Ensuring unique drawing and sketch numbers are assigned to each
drawing issued.
iv) Ensuring references to project documents and drawing scale are correct.
v) Issuing drawing I sketches only after they have been reviewed and
appropriately signed by the authorizing engineer.
vi) Any other duties as may be assigned from time to time by the senior
operation Engineer, operation engineers and field engineers.
