MESSAGE
Greetings of peace!
I am pleased to present the 2014 State of Barangay Report which contains the performance of
Barangay Decabacan along the four (4) performance areas namely: Administration; Social
Services; Economic Development and Environmental Management.
This report shall serve as the basis in the formulation of programs, projects and activities that are
responsive to the needs of our constituents. It will serve as reference in crafting the Barangay
Agenda as embodied in the Barangay Development Plan.
This report also aims to strengthen the partnership of the Barangay with the higher Local
Government Units (LGUs), National Government Agencies (NGAs), Non Governmental
Organizations (NGOs) and stakeholders as it presents a vivid picture of the development
condition of the barangay. Above all, it aims to increase awareness of the residents on the state
of the barangay, so that they become more involved and participative in barangay affairs.
Lastly, on behalf of the officialdom of our barangay, may I congratulate and thank the
Department of Interior and Local Government (DILG) in coming up with the Barangay
Performance Management System (BGPMS) which will pave the way for the establishment of the
state of governance of the barangay.

Brief History of the
Barangay Report
Long time ago according to the elders, there were two Ilongot tribes who always
fought. And time passed by, the elders of this tribes agreed for a peace and they decided
to called this place as Nagrerebbecan
Year passed by, different people stays Nagrerebbecan already. There are
gaddangs, Ilocanos, isinays and many more. Nagrerebbecan is one of the Sitios of
Barangay Balete before, and a part of municipality of Bagabag.
In 1960, Mayor Leon Pablo of Bagabag and councilor Gregorio Galzote and the
other councils decided to appoint Mr. Alfredo Tutaan as a Tenyente Del Bario now called
Punong Barangay.
Because of the hills and grasses they made it as a cow pasture and they decided to
change Nagrerebbecan to Decabacan because of the numbers of cow pastures in this
place by the word de-cabacaan, and other tribes came to Decabacan already like
ifugaos.
In 1968, Hon. Damian Francisco was elected as first Barangay Captain.
In 1972, Hon. Pedro Corpuz was elected as second Barangay Captain.
In 1982, Hon. Godofredo Adriano was elected as third Barangay Captain.
And in the administration of Mayor Elmo Mapili Sr. He assigns Hon. Villamor de
Guzman as OIC Barangay Captain.

In 1988, Hon. Julia D. Tumacder was State of Barangay Governance
Report
elected as Punong barangay under the leader ship of the lady mayor Norma U. Miguel.
In 1997, Hon. Alberto Bilog was elected as 6th Punong Barangay.
In 2004, Hon. Julia D. Tumacder back to the office and elected again as Punong
Barangay.
In 2013, Hon. Ronald L. Galido elected as Punong Barangay,.
More projects and improvement will be implemented.

II. Executive Summary

The State of Barangay Governance Report shows that the barangays overall performance
rating is 0.79 or equivalent to 4. The area of social services particularly transparency should be
the top priority for development considering that the adjectival rating is 0.67to focus on the
service areas of revenue allocation and utilization, health and nutrition,women and children and
entrep..busi & industry promotion.
In general, the level of effort which had brought about desirable performance or condition
in the areas of administration, economic development and environmental management has to be
sustained.
Problematic areas have to be given full consideration. Otherwise, the pace of development
and change will be slowed down by the problems. Starting on the ensuing year, the following
initiatives shall be pursued.

The barangay garnered an overall performance rating
of 4 or an adjectival rating of 0.79. Despite
overcoming the rigorous processes in the State of Barangay Governance
implementation of the different policies and programs in the barangay, there are still several

issues/deficiencies which need necessary improvement:
On Administration, where we have nine (9) service areas, an average rating of 0.82 was attained
which indicates a 4. Some o`f the contributory factors that attributed to the rating were green as
a color coding.
On Social Services, we obtained an average rating of o.67 which indicates 3 performances. This
is credited to the blue as a color coding.
On Economic Development, the barangay got an average rating of 0.75 or 4 which points out on
the sustained effort of the barangay in green as a color coding.
Also noted is how the barangay performed in Environmental Management under the Service
Areas of Natural Resources Management and Waste Management and Pollution Control where it
garnered an average rating of 0.93. This is attributed to the in green as a color coding.
With the full cooperation of all sectors concerned, it paved the way towards the success of the
year under review, CY 2014.

1. ADMINISTRATION Report
All local government units including the barangay need to undergo self-assessment to
measure their performance in terms of delivery of services. This includes the Administrative
System and Procedures the Sanggunian uses in running the affairs of the barangay. It contains
indicators that measure the Barangays performance which include the assessment on the
functionality of barangay equipment or facilities. There are nine (9) sub areas which include Local
Legislation, Transparency.
Citizens Participation, Development Planning; Human Resourse and Development;

Customer Services; Financial Accountability; Revenue Generation and Resource Allocation and
Utilization.
BARANGAY LEGISLATION
Legislation is the heart of governance. This is the foundation of effective implementation

of laws which leads to a better management and development of the LGU.
One of the basic functions/roles of the Sanggunian is the enactment of ordinances and
adoption of resolution. This process is called legislation. In order to formulate responsive
ordinances/resolutions, there is a need to have proper structure and processes. A monitoring
process is needed in order to check the implementation of ordinances.

Public trust should always be given premium/importance by the barangay officials. It is

The Barangay, although the smallest political unit, plays a very important role in the
delivery of basic services to its constituents as provided for in the Local Government Code.
There are three services under this performance area that determines if the barangays program,
project and activities are in harmony with the LGC. The four service areas are Health and

As our Barangay Officials of Barangay Decabacan are doing their part to promote better
governance, we adopted a mechanism to keep track of the barangays productivity and
performance through the Barangay Governance Performance Management System. It is a self
assessment tool to measure the capabilities and limitations of the barangay in the delivery of

ISANG KAUTUSANG TAGAPAGPAGANAP NA BUMUBUO SA KOMITE NG

BARANGAY GOVERNANCE PERFORMANCE MANAGEMENT SYSTEM
(BGPMS).
SAPAGKAT, ang barangay ang pangunahing yunit pulitikal na

bumabalangkas at nagsasakatuparan ng mga patakaran, plano, programa,
proyekto at mga gawain sa isang pamayanan, ito rin ay nagsisilbing forum o
daluyan kung saan ang mga samut-saring usapin ay maaaring maipahayag,
bigyang-linaw at isaalang-alang, dito rin maaaring dinggin at ayusin ang mga di
pagkakasundo;
SAPAGKAT, ang pagbalangkas at pagsasakatuparan ng mga nabanggit na

gawain ay nangangailangan ng isang mabisang mekanismo upang maging
batayan para sa mas mahusay at epektibong pamamahala;
SAPAGKAT, ang Department of the Interior and Local Government (DILG)

ang pangunahing tanggapan ng pamahalaan na umaagapay at nagtataguyod sa
mga pamahalaang lokal tungo sa pagkakaroon ng isang mahusay at epektibong
pamamahala;
SAPAGKAT, isinusulong ng DILG ang isang programang tinaguriang:

Barangay Governance Performance Management System (BGPMS) na siyang
tutulong sa pagbuo sa kalagayan at magsisilbing mabisang basehan para sa mga
pagpaplano at pagsasakatuparan ng mga patakaran, programa, proyekto at mga
gawain ng bawat barangay;
SAPAGKAT, ang Barangay Decabacan ay lubos na naniniwala na ang

BGPMS ay makatutulong ng malaki sa pagsisikap na makamtan ang mga
adhikain nito;

isang grupo alinsunod sa Enhanced BGPMS manual State of Barangay Governance
na mangangasiwa ng pagbuo ng taunang tala ng barangay;

In 1968, Hon. Damian Francisco was elected as first Barangay Captain.

In 1972, Hon. Pedro Corpuz was elected as second Barangay Captain.

In 1982, Hon. Godofredo Adriano was elected as third Barangay Captain.

In 1997, Hon. Alberto Bilog was elected as 6th Punong Barangay.

In 2013, Hon. Ronald L. Galido elected as Punong Barangay,.
