SIERRA VERDE HOMEOWNERS ASSOCIATION

Annual Meeting
April 15, 2017

The meeting was called to order by Treasurer, Janice Petty since there is no active President. The minutes of
the 2016 annual meeting were read by Beverly Peele, moved by Merrie Flynn, and seconded by Ellie Hurt.

Janice provided copies of the Profit/Loss Statement and Balance Sheet, both prepared by the HOA
bookkeeper. Frank Duggan questioned the $7,000 receivables. It is primarily homeowners who have not paid
their dues. Liens are put on these properties and dues collected during time of sale. Also, Janice introduced
Beverly Peele as the new secretary.

Bud Woelfel was complemented on his continued contributions to the maintenance of our roads and bushes. He
and Mike Petty continue to do bush and weed cutting along the Sierra Verde Road at no cost to the Association.
Pauli of Blue Water Terrace donated $500 and Charles Ulrich donated $250 to upgrade the roads at Miramar
and the Buena Vista Road. He suggested that upgrades to Sierra Verde Road, especially adjacent to Blue Water
Terrace, be maintained by Sierra Verde Homeowners Assoc. Bill Flynn disagreed with Bud stating that the road
is the responsibility of the Virgin Islands government. Also, we must consider the entire road and not just the
area by Blue Water Terrace. The Sierra Verde Road is a well traversed road not only by those of us living in
Sierra Verde, but also by the residents of Catherines Hope and others whose only access to their residence is via
the Sierra Verde Road. It was stated that Warren Mosler, the owner of the property of the restaurant, was not
living up to his initial agreement to maintain the entrance onto Sierra Verde Road and next to Blue Water
Terrace. Frank Duggan and Elena Hensley both agreed to donate $500 and $200 respectively to assist in the
maintenance of the road. At the end of the meeting Marilee Hill said that she would contact the Armstrong
Family and Ray Brock and request a contribution of approximately $5,000 to fix the entire Sierra Verde Road.

Janice gave Karen Stantons Real Estate Report. She explained that the dollar amounts were not available for
the 2016 real estate transactions.

Ellie Hurt informed us that Plot #222 was no longer for sale.
Bill Flynn gave the Architectural Report stating that the Monsignor House is a work in progress and no longer
an eye sore. John Sayre left island and was replaced with Charles Weaver. Robert Tuch will update our
webpage with this information.

Under New Business it was acknowledged that our funds are low and we should become proactive with
increasing the amount in our bank account. Our roads need repairing and there are not enough funds to
accomplish this. Bill Flynn stated that according to VI Paving to pave his 400 square foot driveway would cost
approximately $14,500. Something that was brought up and should be taken under advisement is assessing
waivers for easements. Replacement easement costs would put more money in our treasury. It was stated that
the Grapetree Homeowners Assoc. charges $1,500 for consideration of easement. Kim Lucas, a realtor, said she
never heard of an HOA charging for waivers. Also suggested was to increase dues from $50 per lot to $100 and
$200 per house to $250. It was agreed there would be a ballot at the next annual meeting to address and vote on
this issue.

A discussion and vote was held on whether to install a Mailbox block at the entrance of Sierra Verde. It was a
unanimous No. Charles Weaver pointed out that we would have to pay for and maintain the turnaround road
to the mailbox.

Marilee Hill and Elena Hensley had a disagreement about their pets behavior on and off homeowners
property.

Janice asked if there were any further comments on the Profit/Loss Statement and Balance Sheet and any
additional proposals to increase our bank account.

Elections

The position of President is still VACANT. Current board members have agreed to serve for another year.
According to our by-laws an officers term of office is 2 years. YOUR ASSOCIATION NEEDS YOUR
PARTICIPATION TO SURVIVE. Please volunteer and share your ideas. Your input is appreciated.
