Public Awareness by using LED TV Screens
at Transport Management Offices and Traffic Police Stations

Public Awareness Campaign using LED TV Sets

1. Introduction:

Passenger transport service system consists of mainly three components viz. transport service
provider, transport regulator and traffic flow movement. Overall performance of the system
depends on the speed, economic, safe and comfort of the road user. Human component of this
system is governing factor for its efficiency. Road user behavior plays vital role in the performance
of the system. Road user behavior depends on the mental as well as psychological characteristics.
Individual perception, intellection, response, and other characteristics of a person are variable and
could be modified by motivating and convincing them. In this context, drivers, passengers and
pedestrian are major players on the road traffic movement. Their behavior regarding travel
characteristics and operational functions form a set of road culture which ensures the road safety.

Road safety as an integral part of the functional performance and efficiency of the overall road
transport system indicates various efforts by the wide range of stakeholders. Safer road and
vehicle, effective transport management system, disciplined and at the same time conscious or
responsible road user community are major aspects of road safety.

In general, road safety initiations are started by simple and effective communication campaign
aimed at creating the awareness for general people as road user. Furthermore, communication or
campaign for creating road safety awareness does not show immediate results. Therefore,
evaluation of effectiveness is always under question. It has been established that any awareness
campaign targeted for specific target group would have great impact and good results. Human
errors are the main factors causing the Road Traffic Accidents. Besides these, road and vehicle
conditions are equally important for these unavoidable incidents. More than ninety percentages of
the cases are related to the human errors for the road traffic accidents. Behavioral changes and
improvement of personal attitude are ambiguous and positive results can be seen in long run. For
these initiations include the public awareness programs targeted to the vulnerable group of road
users including drivers.

Drivers are directly related to each and every road accidents and their sole role to prevent accident
is very high as they are the control of vehicle and vehicle condition. Driver's driving skill,
knowledge of traffic rules and regulations, responsible, patient, knowledge on the safety in driving
and vehicle condition are basic requirements for the drivers. These qualities could be assured only
from the knowledge, training and regular awareness development programs on road transport
safety.

In such aspiration, road safety campaign by displaying audio-visual materials in a group of targeted
road user i.e. drivers coming to the Transport Management Offices or at the Traffic Police stations
would be a very suitable platform for this activity. Therefore, Department of Transport
Management (DoTM), NIRTTP Sub-project Office developed a scheme for distributing LED TV sets
to those offices.
2. Objectives

The main objective of this activity is to impart road safety knowledge to the drivers who come to
the Transport Management Offices and Traffic Police Stations by displaying audio-video road safety
materials on LED TV sets. A

3. Details of this activity

The proposed activity was discussed and implementation modality was formalized in the several
meetings among DoTM and other Transport Management Offices. DoTM requested to the NIRTTP
for funding of this activity. After getting consent from NIRTTP, DoTM has completed this activity in
the following stages:

Procurement of LED TV screen: The Nepal made Smart TV manufacturer CG Electronics


was selected for the purchasing the TV sets. The price and technical requirement for the
smart TV was suitable for this purpose. The size of the TV screen was determined as: 43
and 55.
Preparation of audio-video road safety material: DoTM has made several video and audio
materials in the past. Compilation of these material was performed and copied to the USB
memory cards for displaying through the TV screen
Preparation of Directives (Departmental Guidelines) for the use of LED TV sets for the
purpose of creating road safety awareness. This Directives was signed between the DoTM
and the respective Transport Management Office.
Signing the MoU with Traffic Police Directorate on this activity and handing over the LED TV
sets to them.
Issuing the directives to the respective Transport Management Office and handing over the
LED TV Sets to the each Offices.
Installation of LED TV screens at the proper locations for at Transport Management Offices
and Traffic Police Station. Fixing the TV sets on the wall of the respective office building was
found suitable for this purpose. The TV screen was fixed in such a way that it would be
visible to the service seekers.
4. Salient features of the Activity

This activity was implemented by NIRTTP, Sub-project Office DoTM. Salient features of this activity
are as below:

o 43" Smart LED TV: model CG43D2102S- 40 nos.

5. Distribution of LED TV Screen

LED TV Screen distribution for the purpose of creating road-user awareness on road safety was
arranged for all Transport Management Office in Nepal and some selected Traffic Police Stations.
The offices for the distribution of these LED TV sets are grouped as:

5.1 Transport Management Offices


Department of Transport Management and its subsidiary offices are major place of drivers
concentration or gathering. Drivers as well as vehicle owners come to those offices for renewal of
vehicle registration, driving license registration. Further, candidate drivers also come to these
offices for attending formal processing and driving examination. Therefore, LED TV were installed
at the places of queueing or waiting hall. It was found very effective media for creating road safety
awareness campaign. LED TV sets were distributed for the following offices.

Department of Transport Management


Drivers are main target group for displaying TV sets at DoTM. Presently driving license
(smart card) are printed at the DoTM premises. Some drivers come to collect their license
cards at DoTM. Secondly, registration of Driving Institutes, Transport Service, workshop
and other assembling factories are carried out at DoTM. Therefore, LED TV set was fixed at
the entrance lobby of the DoTM Office. It has been taken as effective way of creating
awareness for these target audience group.

Transport Management Offices


These offices carry out all the functions of transport management and are established in
each Zones (fourteen zones). Depending on the vehicle fleet and work volume, other sub-
ordinate offices have been established within these Zonal level Offices. Driving licensing,
vehicle registration, transport management and other functions as per the Motor Vehicle
and Transport Management Act, 1993. Therefore, these offices are very suitable for fixing
the LED TV sets for displaying the road safety audio-video materials for the service seeker
at those offices.

Transport Management Offices (Vehicles)


Transport Management Office (Vehicles): These type of offices are responsible for vehicle
registration, renewal, ownership transfer, route permits and etc. Most of the persons
coming to this office are drivers and operators of the transport service. It would be
adequate place to aware them on the possible road accident and consequences of it.
Transport Management Office (Driving License)
These offices are responsible for conducting written examinations for driving license,
issuing driving license, and renewal of the driving licenses. These offices considered as
mostly crowded offices for public service. Road safety concern for the drivers is important
for any aspect.

Transport Management Office (Two wheelers: Motorcycle)


In Kathmandu Valley, there are huge number of motorcycles (two wheelers) in the vehicle
fleet. Therefore, registration, ownership transfer, renewal and other operation related to
the two-wheeler (Motorcycle) is carried out in this office. Most of the motorcycle-owners
are drivers for their own two-wheeler. It was also selected for the place of creating road
safety awareness especially for two-wheeler drivers.
Transport Management Office (Service center)
Transport Management Offices are spread over the zones (fourteen only). Depending on the
volume of the work for Transport Management Offices, some of the functions have been
delegated to the Service Centers in the district headquarters or in the relatively big cities
within the Zone. The general functions such as vehicle registration, ownership transfer,
temporary route permits are performed by the service centers. Therefore, these centers
have been taken for the distribution of LED TV sets for creating awareness.
Vehicle Fitness Testing Center, Teku
Vehicle fitness testing center has been established in Kathmandu for the purpose of
conducting specialized vehicle fitness testing. Public transport vehicles shall be tested twice
a year as per the rules. Each motor vehicles operated in the public transport service shall
come there for getting the certification of fitness. Therefore, this place is also a good
platform for conducting awareness campaign.

5.2 Traffic Police stations


Traffic Police stations are major places of drivers concern. Most of the driver coming to these
stations are related to the violation of traffic rules. It would be very effective to communicate
critical messages of road safety to them. Audio-visual materials on road safety and road rules will
have great impression to the drivers. In the first stage of this activity major traffic police station
with its own office building will be selected to fix LED TV screens. DoTM has handed over the LED
TV sets to the following Traffic Police offices through the Traffic Police Directorate.

6. Directives for the use of LED TV Sets

Transport Management Offices and other subordinate offices has been issued a directives for the
use of LED TV and signed by the both parties during the handing over the LED TV sets.

7. MoU signed with Traffic Police Directorate
Memorandum of Understanding between the DOTM and Nepal Police, Traffic Police Directorate:
The Memorandum of Understanding was signed on 2 February, 2017 to confirm the collaboration
and cooperation between DOTM and Nepal Police, Traffic Police Directorate for making alliance to
assign suitable roles and shared responsibility for each alliance partner for promoting road safety
by displaying road transport safety materials for the concerned stakeholder.
