FOREWORD

Safety Rules are provided to ensure that work can be undertaken without hazard from power
station equipment.

The Safety Rules are mandatory. It is the duty of every person who may be concerned with
work on the system to make themselves thoroughly familiar with the Safety Rules and
appropriate support documents. In addition all persons have a general duty to be conversant
with and to observe statutory requirements relating to any activities with which they have an
involvement.

It shall be the duty of every employee to take reasonable care for the health and safety of
his/herself and other persons who may be affected by their acts or omissions at work.

If, whether intentionally or through neglect or carelessness, an employee fails to observe the
Rules, or unnecessarily endangers the personal safety of either themselves or others, that
employee will be liable to disciplinary action and render his/herself liable to prosecution.

These Rules are based upon the Health and Safety policy statement.

GENERAL PROVISIONS

1. INTERPRETATIONS

1.1 When 'shall' is used in these Rules with no qualification, this indicates a
mandatory requirement with no discretion permitted and no judgement to be
made.

1.2 When 'shall, where practicable' is used to qualify a requirement, a slightly less
strict standard is imposed. It means that where it is possible to achieve in the
light of current knowledge and invention, but bearing in mind the hazards
associated with work to be undertaken, then the requirement must be met. One
is not allowed to avoid the requirement on the grounds of difficulty,
inconvenience or cost.

1.3 When 'shall, where reasonably practicable' is used to qualify a requirement then
a judgement must be made as to what is reasonable, taking into account the
magnitude of the risk on the one hand and the cost, time and trouble, or effort
necessary for averting the risk on the other hand.

1.4 When used in these Rules, the term 'work' may include testing.

2. GENERAL REQUIREMENTS

2.1 All persons with responsibilities under these Safety Rules must possess
sufficient knowledge and/or experience to avoid Danger. They must have
received training for the roles they are to perform under the Safety Rules.
2.2 Any person receiving instructions in the application of these Safety Rules shall
report to the person giving those instructions any objections on safety grounds
to carrying them out. Any such objections must be dealt with in an Approved
manner.

2.3 If a hazard arises or is suspected during the course of work which could give
rise to Danger, the work shall cease, the situation shall be reported immediately
and all persons withdrawn from the Plant and Apparatus concerned.

2.4 In addition to these Safety Rules, other associated rules issued by the Company
or other authorities and the requirements of supporting mandatory documents
must be complied with.

3. GENERAL SAFETY

3.1 In addition to the requirements for establishing Safety from the System
specified in these Safety Rules, General Safety must be maintained at all times
at and in the vicinity of the place of work. Supervisors must ensure that General
Safety is established, monitored and maintained. During the course of work,
members of the Working Party must maintain General Safety and ensure that
other work areas are not adversely affected by their activities.

3.2 The discharging of responsibility for General Safety will be achieved as part of
the normal pattern of management delegation and control by ensuring that all
activities are in accordance with appropriate guidance or written
instructions/procedures.

4. EXCEPTIONAL CIRCUMSTANCES

4.1 Work on Plant and Apparatus which is part of the System and to which these
Rules cannot be applied, or for special reasons should not be applied, should
be carried out in accordance with an Approved written procedure.

1. PUTTING INTO SERVICE NEW PLANT AND APPARATUS

1.1 A Safety Rules Clearance Certificate (SRCC) shall be issued on any item of
Plant and Apparatus prior to it being put into service.

The Safety Rules Clearance Certificate shall be issued in accordance with the
Safety Rules Management Instruction - Bringing Plant and Apparatus under
the Safety Rules.

2. APPLICATION OF RULES

2.1 The Safety Rules shall be applied to all electrical and mechanical items of Plant
and Apparatus whose ultimate purpose is to supply energy (the System).

2.2 Any Plant or Apparatus not considered to be part of the System, to which the
Rules therefore do not apply, shall be identified locally and an alternative system
of safe working shall be provided.

2.3 Plant and Apparatus shall be added to and removed from the System only in
accordance with an Approved procedure, which will determine the point in time
when the Safety Rules are to be applied to new equipment and cease to apply
to equipment removed.

3. APPROACH TO EXPOSED HIGH VOLTAGE CONDUCTORS/INSULATORS

3.1 Access to any Apparatus containing exposed High Voltage conductors shall
be controlled by a Safety Controller.

3.2 Persons shall not allow any part of their body to approach exposed conductors
designed for and operated at, High Voltage, or insulators supporting such
conductors, within the Safety Distances specified in 3.5, unless the conductors
have been Isolated and Danger has been excluded.

3.3 When exposed High Voltage conductors are not Isolated, the only objects
permitted to approach them, or insulators supporting them, within the Safety
Distances specified in 3.5, shall be Approved insulated devices.

3.4 When exposed conductors are Isolated but could be subject to High Voltage,
the only objects permitted to approach them, or insulators supporting them
within the Safety Distances specified in 3.5, shall be Approved voltage
measuring devices or Earthing Devices.

A distance of 300 mm (12in) shall also be maintain from that portion of the insulators

4. SAFETY PRECAUTIONS FOR WORK ON OR ADJACENT TO PLANT AND HIGH


VOLTAGE APPARATUS

4.1 When work is to be carried out on or adjacent to Plant and/or HV Apparatus


and the means of achieving Safety from the System is by limiting the work or
the work area, instructions clearly defining the limits shall be given. When it is
considered necessary to confirm instructions in writing, an Access Certificate
shall be issued.

4.2 When limiting the work or the work area is insufficient to achieve Safety from
the System, it shall be achieved by the application of the following
requirements:-

i) the Plant and/or HV Apparatus shall be released from service by the


Plant Operator, who shall record its release.

ii) the Plant and/or HV Apparatus shall be Isolated. When Isolating


Devices are used they shall, where practicable, be immobilised and
Locked. All points of isolation shall be Tagged;

iii) for work on HV Apparatus, Primary Earths shall be applied within the
Isolated zone and, where reasonably practicable, immobilised and
Locked. All Primary Earths shall be Tagged, all portable Primary
Earths shall be recorded.

iv) the contents of the Plant and/or HV Apparatus shall be adjusted to a


level which avoids Danger and where drains could give rise to Danger

they shall be Tagged, and where practicable, Locked in the appropriate


position;

v) where Danger could arise from pressurisation, the Plant and/or HV


Apparatus shall be vented to atmospheric pressure and where vents
could give rise to Danger they shall be Tagged and where practicable,
Locked in the appropriate position;

vi) where internal access is required, the Plant and/or HV Apparatus shall
be Purged if the residue of contents could cause Danger;

vii) where Danger could arise from the release of stored energy, action shall
be taken to contain or dissipate this energy safely;

viii) a Permit shall be issued;

ix) when Danger from induced voltages could arise during the course of the
work, Drain Earths shall be applied. Any portable Drain Earths shall be
issued with the Permit together with an Earthing Schedule.

x) any additional precautions required to be taken during the course of


work to maintain Safety from the System shall be specified on the
Permit.

4.3 When work is to be carried out on Plant and/or HV Apparatus, and it is


essential to restore supplies for certain work during the period the Permit is in
force, the following additional precautions shall be applied:

(i) an Approved written procedure specifying the requirements necessary


to maintain Safety from the System whilst supplies are restored, shall
be provided and observed;

(ii) no other Permit shall be in force on the same items of Plant and/or HV
Apparatus.

4.4 When testing is to be carried out on Plant and/or HV Apparatus, supplies may
be restored or Primary Earths removed when necessary to facilitate such
testing and Safety from the System shall be achieved by the application of the
following additional precautions:

(i) the Plant and/or HV Apparatus on which the testing is to take place and
the nature of the testing shall be defined on the Permit;

(ii) no work other than work of a minor nature essential to the completion of
testing may be carried out. Safety from the System shall be maintained
during such work;

(iii) essential supplies which are necessary for the testing to take place and
which may be restored shall be defined on the Permit;

(iv) Primary Earths applied within the Isolated System, which may be
removed to facilitate testing provided Safety from the System is
maintained, shall be identified on the Permit;

(v) no other Permit shall be in force on the same items of Plant and/or HV
Apparatus.

(vi) The Acceptor shall:

(a) personally instruct the removal and re-application of those safety


precautions which may be varied;

(b) be responsible for maintaining Safety from the System when


safety precautions are varied;

(c) provide Personal Supervision during the testing and be


responsible for ensuring safety during the period of test.

5. SAFETY PRECAUTIONS FOR WORK ON LOW VOLTAGE APPARATUS

5.1 The Plant Operator shall be advised prior to commencement of isolation or Live
work on LV Apparatus.

5.2 Wherever reasonably practicable, work on LV Apparatus shall be carried out


with the equipment dead, and the following precautions shall be taken to
achieve Safety from the System:

i) the Plant or LV Apparatus shall be released from service by the Plant


Operator;

ii) the Apparatus shall be Isolated and where reasonably practicable,


Locked off. All points of isolation shall be Tagged;

iii) The work shall be carried out under:

(a) oral instructions given by a category of person specified by a


Safety Controller who considers this to be sufficient, or

(b) Personal Supervision by a category of person specified by a


Safety Controller, or

(c) a Permit.

5.3 When it is unreasonable for the LV Apparatus to be made dead, the


precautions to be taken shall be specified:

(a) in a Management Instruction, or

(b) by oral instructions given by a category of person specified by a Safety


Controller who considers this to be sufficient, or

(c) in a Permit.

6. OPERATION OF PLANT AND APPARATUS

6.1 The operation of Plant and/or Apparatus to achieve Safety from the System
shall never involve pre-arranged signals or the use of time intervals.

7. DEMARCATION OF WORK AREAS

7.1 The work area shall be defined clearly and where necessary, protected
physically to prevent Danger to persons in the work area from System hazards
adjacent to the work area.

8. IDENTIFICATION OF PLANT AND APPARATUS

8.1 Work shall only be permitted on Plant and/or Apparatus which is readily
identifiable or has fixed to it a means of identification which will remain effective
throughout the course of the work. Acceptors must allow work to start only
when they are satisfied that they have identified the correct Plant and/or
Apparatus.

DEFINITIONS

Acceptor - A person who has sufficient technical knowledge or experience to enable him to
avoid Danger and who has been nominated by the Manager to provide Supervision to the
members of a Working Party and to receive and clear specified Safety Documents.

Apparatus - All equipment in which electrical conductors are used, supported, or of which they
may form a part, and for which the Company has responsibility.

Approved - Sanctioned by the Manager.

Danger - A risk to health, or of bodily injury.

Designated Person - A Competent Person possessing technical knowledge who has been
nominated by the Manager to isolate Plant and Apparatus and other duties specified in
writing, relating to Safety from the System.

Earthed - Connected to earth by means of an Earthing Device.

Earthing Device - An Approved means of providing a connection between a conductor and


earth, being one of the following:

i) Primary Earth - A fixed or portable Earthing Device applied at a position defined in a


Safety Document.

ii) Drain Earth - A fixed or portable Earthing Device applied for the purpose of protection
against induced voltages.

General Safety - The provision of safe access to and from the place of work, a safe place of
work, safe methods of work and the use of correct equipment and protective clothing.

High Voltage (HV) - a voltage exceeding 1000V volts.

Isolated - Disconnected from associated Plant and or Apparatus by an Isolating Device(s)


in the isolating position, or by adequate physical separation or sufficient gap.

Isolating Device - A device rendering Plant and Apparatus Isolated.

Issuer - A person who has been nominated by the Manager to issue and transfer specified
Safety Documents.

Live - Electrically charged.

Locked - A condition of Plant and/or Apparatus that cannot be altered without the operation of
a locking device which is of a standard acceptable to the Manager.

Low Voltage (LV) - A voltage not exceeding 1000V volts.

Plant - Fixed and moveable items, other that Apparatus, for which the Company has
responsibility.
Purged - A condition of Plant and/or Apparatus from which any dangerous contents have
been scavenged.

Safety Co-ordinator - A person who has been nominated by the Manager to co-ordinate
safety precautions at Company interconnections with other Companies' Plant and Apparatus.

Safety Controller - A person who has been nominated by the Manager to be responsible for
ensuring that adequate precautions are taken to provide Safety from the System whilst work
is carried out. This will include, where appropriate, the preparation and cancellation of specified
Safety Documents.

Safety Distance - The distance from the nearest High Voltage exposed conductor not
Earthed or from an insulator supporting a High Voltage conductor which must be maintained
to avoid Danger.

Safety Document, being one of the following:

i) Access Certificate - Safety Document of a format indicated in these Rules which


defines the limits of work and/or access to ensure Safety from the System.

ii) Permit - A Safety Document of a format indicated in these Rules specifying the Plant
and/or Apparatus to be worked on, the work to be carried out and the precautions to
achieve Safety from the System.

Safety from the System - That condition which safeguards persons working on the Plant
and/or Apparatus from the Dangers which are inherent in the System.

Site - Any place at which work under the Company's Safety Rules is carried out.

Supervision being one of the following:

i) Supervision - Supervision by a person who is continually available at the Site where


work is in progress and who attends the work area as is necessary to ensure that
Safety from the System is maintained.

ii) Personal Supervision - Supervision by a person such that the supervising person is
at all times during the course of the work in the presence of the person being
supervised.

System - Items of Plant and Apparatus which are used separately or in combination in any
process whose ultimate purpose is to supply energy.

Tagged - an Approved means of local identification of the point of application of safety


precautions.

Working Party - the persons under the Supervision of an Acceptor or a Designated Person
and includes an Acceptor or Designated Person when working alone.
