Meaning, if the Constitution does not
explicitly grant authority to the government over
the people, then it is understood that the "PEOPLE"
(YOU) retain all rights not defined by the Consti-
tution or the Bill of Rights.
Absolutely NO authority was granted to the
government, any agency or Society, by the constitu-
tion to interfere in the right of the "PEOPLE"
(YOU) to travel across the land of this earth.
Now et's ponder a few more questions:
• If a government agency, or corporate
office (Police force, City Treasurer, Judges,
etc...) imposes a fine or fee upon the "PEOPLE"
(YOU) under the pretense of a traffic or parking
violation, is this considered interference in your
RIGHT to free and unmolested travel?
• Who has granted the police force, or
equivalent ticketing agency, the authority to
enforce a penalty upon the "PEOPLE" (YOU) for your
manner of parking or traveling?

The answer to the first question is a resound-
ing YES. Any form of restriction on our right to
travel unmolested is invalid, illegitimate, impotent,
and unlawful. The answer to the second question,
"who granted their authority", is the "PEOPLE" (YOU).
This means that you voluntarily allow your
right to free and unmolested travel to be interfered
with and infringed upon. However, this also means
that you have the right to say no.
Any form of traffic or parking ticket is
nothing more than an offer to contract with the
agency issuing the ticket. The reason they need you
to sign and date the ticket is a clear signal that we
are granting the ticketing agency the authority to

There are always three (3) stages to any
contract. Offer, Negotiation, and Acceptance. The
offer is established when the police officer, or
ticketing agent, issues the ticket. Immediately, the
negotiation phase begins.
The negotiation phase is simply to clearly
define, understand, and arrange the content and force
of the contract. The acceptance phase begins and
ends when you sign and date the contract, or ticket.
Once you have signed and dated the contract,
then the force of the contract goes into effect.
Unfortunately, there is nothing within the contract
of a parking or traffic ticket that benefits the
"PEOPLE" (YOU). The only party that benefits is the
