A few weeks ago, my colleagues on the City Council and I
presented our annual State of the City Address; people:
our community s greatest asset.
We utilized a video presentation to highlight all of our
accomplishments in 2016 and preview our goals for 2017. In
addition, each Council member told stories of the people,
companies, and organizations that personify Redwood Citys
seven Strategic Initiatives. It was an amazing presentation and
I encourage you to watch the video available on our website.
After hearing the inspiring stories of our community, I oer

Lets reflect for a minute how did all that happen and how
will Redwood City continue to thrive in the future?
people: our community s greatest asset. ALL of us
that live, work, serve and/or play in Redwood City. If you
agree, believing that people are our greatest asset, then I
would ask you to consider a few things we need to be doing
for each other; myself included:
slowing down: Raking leaves in my front yard this past
fall, I witnessed a car, using the center turn lane on Alameda
de las Pulgas, to pass another vehicle. Driving is only one
area that is indicative of our need to take a deep breath and
slow down. Imagine all the great things we could be missing
as we hurry on to the next thing.
celebrating our differences: Celebrating the diversity
in our community, without judgment, is essential to our
future success. And, not just ethnic diversity, but the diversity
of our ideas, choices, and hopes for our community. We
shouldnt see the dierences of opinion we all have as divisions
among us, but rather opportunities to learn something new.
Regardless of how long youve been here or how new you are
to our community, your opinions matter.
improving communication: Specifically, I mean more
active listening and less debate in our interpersonal
communication. At our recent Council retreat, former
Assemblyman Rich Gordon was talking about the current
political scene, both locally and nationally, and he said We
spend most of our time in debate mode; listening to people with
the intent to find flaws. We should be spending most of our time
in dialogue mode; listening with the intent to understand.
connecting with one another: How well do you know
the people that live near you? Could you rely on them in an
emergency and more importantly, could they rely on you?
Henri Nouwen once said, We become neighbors when we are
willing to cross the road for one another.
Do you have neighbors, or just people that you live close to?
investing time in each other: ere are many needs in
this community. Housing, aging population, homelessness,
education adults and children, hunger, coaching sports,
and the list goes on...
Neither the government, nor any other single group will be
the solution. WE ALL will be part of the solution and the
solution involves rolling our sleeves up and getting involved
and giving our most precious resource, OUR TIME, to our
greatest asset, OUR PEOPLE.

Silicon Valley Clean Water Regional
Environmental Sewer Conveyance
Upgrade Program Approved!
ursday, April 13e Silicon Valley Clean Water (SVCW)
Commission approved the Regional Environmental Sewer
Conveyance Upgrade (RESCU) Program, which consists of
replacing or rehabilitating nearly all components of the existing
conveyance system, including pipelines and pump stations.
As a prerequisite to project approval, the Commission also:

that could reduce or avoid adverse environmental impacts.
Adopted findings of fact and a mitigation monitoring and
reporting program. Results of the environmental impact
assessment indicate that the RESCU would not result in any
significant and unavoidable impacts, as all significant
impacts are capable of being reduced to less than significant
levels through implementation of mitigation measures
which became part of project approval.
Two key components of RESCU ready for implementation
are the gravity pipeline and the front-of-plant projects. e
$220 million gravity pipeline project is the replacement of
the 48-inch and 54-inch force main segments between Bair
Island and the SVCW treatment plant at 1400 Radio Road
in the Shores. e $93 million front-of-plant project includes
a Receiving Lift Station, a Headworks, an Influent Connector
Pipeline, and other support facilities, all located at the
previous site of the recycled water landscape impoundment.
Both the gravity pipeline project and the front-of-plant project
will use a progressive design-build (PDB) process, with
selection of PDB firms spanning the next five months and sta
making a recommendation for awarding the design-build
contracts to the Commission in October. It is at that time the
monetary expenditures assigned to each project component
will be authorized by the SVCW Commission.
It is anticipated that the schedule for the gravity pipeline
design and construction will take from fall 2017 through
summer 2022. e current schedule for the front-of-plant
facilities design and construction span from fall 2017 to fall
2022. Both projects are anticipated to start construction in
mid-2018 to late 2018, but site preparation construction
activity will occur at the front-of-plant area in summer 2017
to avoid wet weather impacts to this portion of the project.

Redwood Shores Community Invited
to Discussion to Consider Playground
Adjacent to Redwood Shores Library
Since the Redwood Shores Library opened, families who use
it have expressed an interest in an adjacent outdoor play space
to add another recreational component to the experience of
visiting the Library. An opportunity has come about to create
a brand new play space with recreational opportunities for the
public while not using any General Fund money. e
proposed project would be funded through existing Park
Impact Fees along with the use of future developer fees (both
Park and new Commercial Development Art fees).
Recently, the City Council approved acquiring a public art
sculpture known as the Pirate Ship from internationally
renowned artists Ilya and Emelia Kabokov. e sculpture
oers a unique interactive play feature, simulating the
discovery of an ancient pirate ship, unearthing its treasures,
and allowing children to explore the ships features from the
chests and barrels to the deck, and have imaginative play.
e Kabokovs are Russian-born, American-based artists who
collaborate on environments that fuse elements of the
everyday with those of the conceptual, and their work has
been displayed all over the world.
e Pirate Ship sculpture is a new initiative of the Public
Arts Master Plan, a City Council approved plan that works
to recognize public art as a way to promote vibrancy, define
cultural uniqueness, support economic development, build
community, and improve the quality of life for those who
live, work and play here.
e initial consideration for location of the Pirate Ship is
adjacent to the Redwood Shores Library and the childrens
reading room. ere is a large open area in this location that
would be secured by enclosing the play structure for
childrens use. is location has many positive aspects to it

including its proximity to the Bay Trail, its ability to meet
the communitys need for a recreational opportunity, and
the synergy between the pirate ship theme of the playground
and the nautical theme of the Redwood Shores Library. e
artists are also childrens authors and illustrators and have
written a childrens book associated with the Pirate Ship.
City sta has met with representatives from the Redwood
Shores Community Association, Redwood Shores Owners
Association and the Pelican Cove Homeowners Association,
and has reached out to Peninsula Landing HOA to gain
input, discuss concerns, and consider future design options.
e city invites the shores community for an open
house discussion behind the redwood shores library on
saturday, June 3rd, 2017 at 2pm to provide input and ask
questions about the proposed project.

enrollment update For the coming school year, we have
received a modest reprieve from the growing kindergarten cohorts
over the last several years. We had 436 kindergarten registrants
in February 2017, which is 54 fewer than last year, and the
decrease was evenly shared between Belmont and Redwood
Shores. Based on recent trends, we project this to result in
approximately 450 kindergarten students in fall 2017, compared
to 506 in fall 2016. Our enrollment will still increase because
our outgoing 8th grade cohort is smaller than the incoming
kindergarten class. Nevertheless, this is a significant shift for us.
Time will tell if this is a one-year exception to our decade of
enrollment growth, or if we have found our new equilibrium.

assesses all students in our public schools in grades 3 through 8,
10 and 11. Students take English and math assessments in grades
3-8 and 11, and students take a science test in grades 5, 8, and
10. A significant new development is that the tests are computer-
adaptive. Each student takes the tests on a computer, and if he
or she gets a question right, the test gets a little harder. If a student
gets a question wrong, the test gets a little easier. In this way, the
test is able to measure with greater accuracy what students know.
is is a significant benefit of computer-based testing compared
to paper-based testing. Because the writing portion of the test
still takes months to grade, we expect to receive the results of the
assessments in late summer. Ill let you know how we do!

Redwood City Police Volunteer Programs
Since 1992, the Redwood City Police Department has given
high school and college students aged 14-20 years old an
opportunity to explore a career in law enforcement through
its Cadet Program. Cadets volunteer their time each month
at community details/events, as well as attend mandatory
monthly meetings, and mandatory training sessions.
Working with sworn police ocers at public details/events and
assisting in various capacities throughout the department, these
young Cadets develop new leadership skills and explore many
facets of public service. Cadets assist with all of Redwood
Citys major planned activities, including the annual 4th of July
Parade and fireworks display, the annual holiday Toy Drive,
and numerous other community details/events. In addition
to their volunteer eorts, Cadets train year-round for their
annual State Explorer Competition, where the team competes
against groups from all around California in shooting,
scenarios, and various leadership exercises.
e Volunteers In Police Service (V.I.P.S.) Program was
established in 2005. e purpose of the V.I.P.S. Program is
to provide local community members aged 21-years and
older, fulfilling opportunities to use their skills and experience
to assist the RCPD in providing a higher level of service.
V.I.P.S. help the department strengthen its relationships with
all segments of the community through community
organizing eorts, coordinating Neighborhood Watch
meetings, and by assisting during small-scale and large-scale
details/events. While the V.I.P.S. Program supplements the
eorts of paid sta, it also serves as a means for residents to
become familiar with the police department. Most
importantly, the V.I.P.S. Program creates opportunities for
individuals to attain personal satisfaction while performing
a valuable service for the community.
Volunteers are vital to the success of our community outreach
program. ese volunteers collectively put in thousands of
hours each year to supplement community outreach programs
such as the Citizens Police Academy (Spanish and English),
Neighborhood Watch meetings, Coee with the Cops, the
Parent Project, and numerous other events such as festivals,
parades, school presentations and trac control.
All volunteers operate under the supervision of the
Community Policing Unit. We work together to prevent
crime and solve problems. Community policing is at the
heart of the Citys ocial approach to public safety, going
beyond traditional policing to build a cooperative and
mutually beneficial relationship between the police and the
community. e 40-member V.I.P.S. Program is
emblematic of this philosophy.

Presently, the department has not had the benefit of having
significant representation from the Redwood Shores
community through either the Cadet Program or the V.I.P.S.
Program. Perhaps of equal importance, the Redwood Shores
community has not yet come to realize the benefits of
participation in these programs, as such partnerships only

price for March was $1,409,000 which is up 5.5% from

March was $717 which is up from $683 in February and
$690 from March of 2016.
San Mateo County can also now boast the highest median

SUMMER REFRESHMENT RAIN DELAYED
A refreshing and filling drink for the coming summer months!
(Recipe contributed by Teena Arora.)
mango lassi a yogurt based shake with mango pulp.
is delicious mango & yogurt shake is great for extinguishing
the fire in your mouth after eating spicy hot curries!
ingredients
2 cups plain yogurt
1 cup half and half
2 cups mango pulp (this can be purchased
at an Indian or ethnic grocery market)
Pinch of cardamom powder
2 tsp sugar (optional)
8-10 ice cubes
Fresh mint leaves (optional / garnish)
method
In a blender, add yogurt, half and half, mango pulp,
cardamom powder, and sugar. Blend for half a minute.
Pour the beverage into four chilled glasses over ice (or add
ice to the previous step to crush it in with the smoothie).
Garnish with fresh mint twigs. Enjoy!
Note: When in season, adding some fresh mango is nice!

Okay... April showers, May flowers. I get it. But still, dodging
raindrops this time of year?
Out back at our place, Im
gearing up for grilling, a cooking
skill Ive been refining over time.
For me, its a science. In my
wildest imagination, Im a Bobby
Flay. Im in the zone, picturing in
my mind how Im going to grill
steaks or chicken, shaking o the
rust after months of rain delays.
At the market, my wife and I evaluate steaks. Are they marbled
enough for grilling... Do I remember the exact spot on the
grillthat hot spotfor ideal searing... And the cooler areas
where I can grill smaller steaks without turning them into
charcoal... Do I remember after all those months of rain delays?
Ive been checking the weather. eres a slight chance of
rain. But hey! A few sprinkles... no problem. So, out I go,
out back. O goes the cover on our grill. I start it up.
ere ARE some clouds and theyre thickening as Im
waiting for the grill to reach the ideal temperature. Im so
in the zone when my wife says the clouds are getting darker.
Do you think the weather forecast changed, she asks. Not
with all that doppler radar they talk about during the
weather report. Its pretty accurate most of the time, isnt it?
But not tonight. Not when I hear the first drops of rain
sizzling on top of the grill. Not a good sign. What would
Bobby Flay do? Hed grill on, of course! Im not about to
back down. No way! Do I need a rain jacket, asks my wife.
I dont even wear a BBQ apron when I grill. Having one on,
for some reason, takes me out of my grilling zone. ats just
me and Ive messed up lots of shirts being so stubborn.
So I dodge raindrops and its not so bad. Its a peaceful
evening. I get a little wet. But I stay in the zone. And those
first grilled steaks of Spring? Ill keep you in suspense.

I think if I am careful, and continue to conserve as much
water as possible, I can still enjoy a few more flowers and
herbs than in the past, during our drought years. e cheesy breakfast casserole

parents) to WAIT for the start, and to limit to only SIx eggs
each is a monumental task for volunteers. Capturing photos
of excited faces and smiles is priceless. A few photos are
