METHOD STATEMENT

1.0 WORK METHOD STATEMENT

The method statement covers the anticipated work to be performed concerning and incidental
to the successful rehabilitation/repair of water storage tanks in SPDC Residential area, Port
Harcourt.

Benkline Nigeria Limited has the resources and experts to carry out this project within
the specified period and in accordance with SPDC requirements.
We shall maintain the completion dates of the project to the best of our ability and
inform SPDC of delays beyond our controls.
The scope of services to be provided in this contract shall include but not limited to the
following activities,
Viz:
a. Deploy suitable alternative temporary water storage facility to minimize water
supply disruption throughout the tank rehabilitation period of each location
b. Erection of scaffolds
c. Dismantling of existing Braithwaite or Hoarsely Bridge tanks
d. Fabrication of internal bracings, cleats and other members of different sizes,
e. Procurement of Braithwaite or Horsley bridge tank plates from manufacturers
representative;
f. Assembly of Braithwaite or Horsley bridge tank in line with SPDC-supplied AFC
drawings;
g. Replacement of internal and external ladders of water storage tanks;
h. Fabrication and assembly tank stands and associated members;
i. Replacement of tank covers
j. Painting of entire tank and it supporting structures.

The Plan shall include the following:

1.1 Pre-mobilization Phase

1.1.0 Pre contract meeting.

1.1.1 Site visit/survey.

1.1.2 Logistics

1.1.3 HSE training and brief for workers.

1.1.4 Material identification/reconciliation

PRE-MOBILIZATION

Benkline Nigeria Limited shall carry out all pre-mob activities under this contract;
comprehensive list of equipment with relevant documentation for the sole purpose of
pre-mobilization inspection(s). BNL shall subject all such procedures to SPDC for review
and approval prior to commencement of site work.

MOBILIZATION TO SITE

Benkline Nigeria Limited shall mobilize all resources including labour (competent hands),
plant/equipment, materials and transportation necessary to perform the work in
accordance with the contract. This is as contract is signed and a kick-off meeting is held
in order to fine-tune all aspects of the work plan.

WORK SCHEDULE

This shall include the full range of SPDC Specific Work plan. The work schedule shall also
include detailed activities of each scope of work with regards to Rehabilitation of water
storage tanks works to be carried out in SPDC.
All inspection, preservation and refurbishment, repairs, modifications to tools,
equipment/facilities services shall be in accordance with sound engineering practice and
shall meet the necessary Clients requirements and specifications. Products that are
persistently toxic to the environment, or that shall be considered potential carcinogens,

shall not be used. Hygroscopic materials should be excluded and materials with high
corrosion resistant should be used.
All our scheduled and unscheduled maintenance in relationship to all equipment, tools,
mechanical, instrument and electrical work shall be carried out in accordance with the
OEMs recommendations and data sheets, Design and Engineering Practice,
ANSI/ASME/API International ISO Standards and compliance to Nigerian Government
Legislation.

The latest edition of all codes and standards shall be applicable though deviations shall
be subject to SPDCs written agreement and MOU.

BNL shall ensure that installation, machining and welding be carried out in line with
SPDCs construction requirements/specifications.
BNL shall carry out cleaning and painting in line with SPDCs standard specifications.

Delivery, handling and packing shall be in accordance with SPDC specification

/requirements

All Upgrades/Modifications shall be reviewed with respect to current and future

operating regimes, failure modes (through root cause analysis) and failure rates of the
equipment. Where appropriate, BNL shall propose to SPDC upgrades/modifications to
the equipment that will add value to the Facility. These proposals shall be substantiated
by a cost/benefit analysis.

BNL shall provide ad-hoc technical supports from time to time.

BNL shall also, provide re-certification services and at the same time perform re-
engineering works for all the corroded parts in SPDC Tanks locations under this contract.

ENVIRONMENTAL REGULATIONS

The facilities shall be inspected and tested to meet all regulations. BNL will assign
qualified specialists to satisfy environmental requirements.

LOSS PREVENTION

BNL shall be responsible for performing loss prevention engineering in line with loss
prevention guides and industry standards

ENGINEERING MONITORING AND CONTROL

BNL shall control and monitor the activities as per the project Co-ordination procedures,
which include among other activities:
Controlling engineering man-hour expenditures progress and forecasts per
discipline

Continuous monitoring of schedule and milestone.

Co-ordinating inspections within all disciplines including cost and scheduling.

QUALITY ASSURANCE/QUALITY CONTROL PROCEDURES

BNL shall develop QA/QC procedures during the inspection survey phase for inclusion
into the remedial actions. These procedures shall include:
Equipment and material storage and preservation instructions (control)
Co-ordination of production inspection and testing
Non-conformance control
Dimensional control
Drawing control procedure
Progress reporting procedure
Project documentation procedure completion reports.

DEMOBILISATION
BNL shall demobilize all resources from SPDC locations. Full re-in statement of work
sites shall be the responsibility of Benkline Nigeria Limited on completion of any
rehabilitation activities of water storage tanks in specified SPDC locations.

Benkline Nigeria Limited shall submit all completed jobs to SPDC after joint inspection
of both parties.
