Introduction

Based on the natural disaster last year happen in JB town, which is Segget River overflow and
flooding at surrounding area have impacted. Our group responsible to prepare the report and
recommendation for prevention flooding future at this area. As per we know, the length of the river
is about 3.8km for catchment size 360 hectares. The river also known as 2nd dirtiest river in
Malaysia. After do the observation we found that the cause of the pollution come from untreated
sewage, grey water, surface runoff, garbage thrown into drains and waterways.

Nevertheless, however government come with the rehabilitation which is leads by Iskandar
Regional Development Authority (IRDA) will be incurred cost about RM 260 million. The duration
of the project will take about 3 years, start from June 2013 until June 2016. The project will be
monitored by Majlis Bandaraya Johor Bahru (MBJB) to ensure project completed within the time
given and comply with the authoritys requirement.

The project will be covered 2km section of the river (downstream) to rehabilitate, rejuvenate and
beautify the river. A treatment plant will be built to treat wastewater allowing water quality to reach
Class II for aquatic life to return. Certain section of the river will be transformed and beautify for
recreational purpose.

Before go to the method of the prevention for the future, let us recap the flash flood episodes
happen on 31st July 2015 where affected area are Jalan Wong Ah Fook, Jalan Meldrum, Jalan
Siu Chin, Jalan Siu Nam and Jalan Skudai along Danga Bay. Flood level 0.3 0.7 meters and
effect from that disaster are damages properties, public facilities and vehicles. It also loss of
business and earnings. The causes of the flood are heavy and prolonged raining, high tide,
construction debris blocking waterway, poor project monitoring and management, lack of the
enforcement and compliance issues, risks management issues and professionalism attitude of
contractors.
Roles & Responsibilities

As per we know, IRDA as project initiator must take early plan to avoid any possible to avoid any
disaster during construction period. IRDA need to closely monitor and supervise the construction
activities. They need to comply all requirement from authorities department during get the
approval from Development Order and Infrastructure Plan before, during and after the
construction works. Different with the roles of the Majlis Bandaraya Johor Bahru (MBJB) who is
responsible entity to ensure the enforcement and compliance followed by the regulation and act
by law for construction.

Nevertheless, we dont forget the contractor obligation to ensure the proper planning during
construction work such as provide the logistic plan, provide the silt trap and temporary drain. Make
sure the discharge outlet function with the filter properly to avoid any debris or silt move out from
the construction site. The contractor need to arrange for the removal or collected the construction
and domestic waste by weekly basis. It can prevent the water blockage during raining season.
The contractor also need to engage Environmental Officer for monitoring the construction
activities.

Besides that, general public and the business owner surrounding the area also one of the
contribute the disaster because of the bad attitude during manage the rubbish like plastic bag,
polystyrene food and others domestic waste. Normally they throw garbage into the river without
thinking the future impact although even though there are many signboard and banner show that
how to manage the rubbish.

The NGO's should play the role of awareness in environmental management with the monthly
campaign, advertise in social media like Facebook, Radio, Television, Internet and others. If they
found that the something regards the environment not manage properly, they should report to
those authorities related with the issue like Jabatan Pengairan & Saliran (JPS), Jabatan
Pengurusan Sisa Pepejal Negara (JPSPN), Majlis Bandaraya Johor Bahru (MBJB) and others.

The full cooperation among the parties involved are very important to avoid any disaster which
can controlled in the early stag
Issues, Mitigation Plan and Prevention

A few methods can be used to prevent the flooding such as control of water overflow using various
type of detention pond. Design detention ponds must also ensure that sewage, waste from
residential, industrial and many of the proposed pool are not drained into the detention pond. Rate
this overflow can be controlled using a valve adjustment, also known as penstock. Use of this
valve can be divided into two categories based on the manual and automatic meter reading using
the detector. Door valve can be adjusted according to the level of water flow and there are
manholes which will allow the water overflows into and continue to flow into drains or river nearby.

Excess water flows and increased the need to be channeled properly, so water flows are not
absorbed by the land should be managed better. In addition, waste from a home kitchen sinks
and stalls are an additional burden to the retention pond as they remove waste directly into the
drains.
After the reservoir of collect the excess water was completed, it should be placed under the
maintenance of local authority areas. The abundance of water due to rains and flood shave to be
kept for at Least 48 hours before being routed back into the rivers. This will allow water to silt
deposited metal sand or the toxic wastes so as not to be brought to gather in to a river. Water is
poured from the drains, both large and small in ground pool and not concrete floored for a while.

Conclusion

From the case analysis, we can conclude that, the lack of the project management during handle
the project from the parties involved can contribute the disaster to the environment. Effect from
that, everybody bears the loss of the profit such as damage of the properties, vehicle, struggle to
clean up the silt after flooding, budget given from government for development had to be used to
compensate and others.
