Canada is a country of diverse people, with diverse perceptions and diverse financial status

Canadians come in so many sizes, colors, cultural and religious back grounds, levels of intelligence,
ability to reason and yet we get along quite well together comparatively speaking considering all the
wars world wide and those on the verge to erupt.

I consider my self to be mediocre in intelligence with above average ability to reason, somewhat of a
slow thinker due my ignorance however persistent to an endeavor when circumstance warrants.

A couple of years ago circumstance caused me to ponder the actions of certain government personnel
that finds me today frustrated and hopelessly in despair having not been able to find one person in the
government legal system competent to or empowered to ensure their human resources comply with the
laws of the province and the supreme law of Canada, the Constitution Act 1982 which every individual is
obliged to abide by.

On June 30 2005 a former tenant of mine who was the president, director, c.e.o. treasurer and janitor of a
company called Bio Safe Natural Products Inc. proved himself to be a fraud at an Ontario Rental
Housing Tribunal where he denied having ever seen or signed two agreements pertinent to the purchase
of stock by me and a few friends. (purchase value over $100,000). I provided a witness to prove he did.
He had signed both these agreements with a signature other than the one he normally uses. FRAUD.
He also filed false and misleading information which is an offense under s.206 (2) of the Tenant
Protection Act, 1997 ($43,000 value)

I filed a complaint with the ORHT and the Investigations and Enforcement Unit of the Ministry of
Municipal Affairs and Housing which is empowered by the Minister of the said Ministry to investigate
matters of non compliance with the Tenant Protection Act, 1997 but both refused to act.

The story you are about to read is about my efforts to get the ORHT and the Ministry to do their job in
compliance with the Tenant Protection Act, 1997 and the Constitution Act, 1982 which is the supreme
law of Canada which all laws must be consistent with. It is the law which guarantees our Charter rights.
Without giving the ending away which is unknown to me at this time I can state unequivocally that the
Ontario Attorney General is up to his neck in this and in fact is involved in a conspiracy against the
people.

The evidence that I am about to present in this story includes correspondence from the ORHT,
Investigations and Enforcement Unit of the Ministry of Municipal Affairs and Housing, York Regional
Police, the RCMP, the OPP Commissioner’s office, the Civilian Commission on Police Services, the
Ombudsman.
I feel it prudent to mention that I spent 40 years in legal surveying where the objective was to reestablish
property lines in their original position in accordance with the pertinent laws relative to the industry with
out bias so as to ensure the rights of each individual property owner are equally and fairly regarded.

I began my career in April 1964 spending 10 years with the Province of Ontario (Department of
Highways at the time) and ended with 14 years at the City of Toronto, Property Management Surveys.
In between I spent 16 years in the private sector with several companies big and small where I spent the
last

You should also find it interesting that I left my manager position in the private sector where I priced and
took on jobs, searched the Registry and Land Title Offices for documentary evidence and the various
survey and municipal offices and supervised 3 party chiefs and their crews and computed their returns to
be passed on to 3 draftspersons whose drawings I checked for compliance with the various Laws and
Acts in an endeavor to profit from all our efforts. This is quite challenging in an economic down turn and
in May of 1990 I decided to take an offer from the City of Scarborough, now City of Toronto, as party
chief which guaranteed me cash for life which was of significant importance considering the fact the
private sector can not provide such security or benefits.
They made an offer I couldn’t refuse. A better salary with big benefits with security to boot for much less
responsibility and shorter hours. I retired August 2004
This is a very serious matter which I will eventually address regarding the huge burden placed upon the
tax payer and one would be naïve to think it only happens in the survey sector of the government.

The fact is upon reading my writings referenced herein ….THE TRUTH INDEX …..any naivety that
may presently exist will be gone and replaced with confidence to confirm that which we already suspect.

BLACK BOOK

The efforts I made up until the end of August 2006 to have the ORHT and the Investigations and
Enforcement Unit act in a responsible manner regarding the crimes committed by my former tenant at the
ORHT building on June 30 2005 were recorded in a file along with government correspondence which I
sent to the Premier of Ontario Dalton McGuinty dated September 1 2006 for his attention to the issues.
He isn’t as concerned about the individual as his web site would have you believe.
He did not respond. I later named this the BLACK BOOK

I also forwarded a copy of the BLACK BOOK to the government personnel mentioned in the book and
others who declined to act responsibly in a manner consistent with the Constitution Act, 1982.

Probably the most interesting fact is those who responded to my writings stated different reasons not to
act but not one could find a reason to act which is befuddling given the Spirit of the Constitution
demands it which is a very serious matter which concerns every individual of Canada.

The government is corrupt as hell which can be rectified as immediately as the Truth
contained within these writings becomes commonly known.
“Belief is a reasoned substitute in absence of Truth” but in Reality is oft the reason for its absence.

The Truth is beyond belief for reality is the Truth which we endure as a consequence of faith in belief

There are many beliefs founded on and for good reason but no reason can be sounder than one based on
full truth with no blanks to be filled by faith.
People are free to believe what they want to and unfortunately often do to the detriment of society.

Sometimes the most challenging mysteries can best be answered with simple questions.

When one stands firm to a belief when truth is abundantly present do they affirm their faith or ignorance?
Would such rejection of truth clearly demonstrate the intellect of the followers of the faith?

When one considers all that is known about humankind, is there not enough to sanely answer questions?

The history of humankind is all about struggle and so many questions as to why?

There is stuff to be read about the power struggle between State and Church which I found hard to
believe having been taught about Jesus and God in Sunday school and turning the other cheek.
Some of the dastardly deeds I have read about done in behalf of religious beliefs are beyond belief and in
fact true which makes the truth of it insane and I leave it to you to explain the sanity of such believers.

When I was a kid I believed in the Tooth Fairy and Santa Clause in the beginning but soon got wise to
the fact and even wiser not to let the truth be known to my benefactors.
If they want to lie to me in good faith and give presents I saw no logical reason to spoil their fun.
On the other hand I see no reason to give presents to those who would mess with my head for a living.

Belief plays an unbelievable role in reality unbeknownst to the majority of believers and non believers
alike.

The power of Belief goes not to the believer but to those who would have you believe.

The powers that be of State and Church have used their power to cause people to smite each other and
perhaps finally the world.

Believe as you like while the world crumbles around you as it must and does under their leadership.

All it takes to make things right is to grasp hold of your senses and give truth the respect it deserves.

Where truth abounds ……bull shit doesn’t have a prayer.

Truth is everywhere. It is all a matter of how you look at it. There is no better view than your s. Look

Patience is a virtue but when the evidence is clear they will not stop ravishing the earth and its people until
there is nothing to ravage we must rise in mass to voice our displeasures in the Spirit of the Constitution.

There is great irony here in that they have authored the Constitution to have us believe we are in the
Garden of Eden while it is they who intended to pick the fruit but once the deceit is known all that exists is
the Constitution (Document) and a bunch of thieves caught with their pants down exposed to the Spirit and
the letter of the law which provides for punishment duly deserved..

The people have suffered greatly to these Evil Spirits who conspired to ease tensions by appearing to give
the people what they demanded and was rightfully theirs while continuing to administer and enforce the
laws as always in a manner favorable to themselves.

It is quite an ingenious plan which we must give them credit for and more importantly with due regard to
punishment. The conspiracy worked without a hitch because all vital areas were covered by people
appointed by those in on the conspiracy.
Canada is founded upon principles that recognize the supremacy of God and the rule of law
The power of the Constitution is in the Spirit of the Document itself not the Spirit of the authors who must
be of the Spirit of the document if we are to believe there is a Constitution

Obviously a law not enforced is a law not obeyed which brings us to the inclusion of the “Canadian
Charter of Rights and Freedoms” which guarantees each and every individual of Canada equality in all
matters of the law. I highly suspect they want this law enforced to the nines.

Often the powers that be which administer and enforce the law have been referred to as the law but this is a
fallacy drummed into our heads as they take the law into their own hands unchallenged.

Who’s to challenge them? The individual who can not afford to question what happened to his rights?

You will see what I mean as I present the truth documented and provided to me by them selves.

The evidence reveals their arrogance and confidence in the ingenuity of the conspiracy being so great that
they need not concern them selves with the legality of their responses for they have the whole system,
judges and all in their pockets.

They have confidence in the passiveness of the people who have come to terms with the ideology that you
can’t beat City Hall and they know full well the ineptness of the individual who is separated from the herd.

Seeing is believing

Never the less if there is an elephant in your living room you don’t give a damn how he gets it out of there.

In matters of law and our guaranteed rights we don’t give a damn how they do it, just do it. Right?
Well perhaps I’m getting a little too rambunctious for we certainly want it done as cost efficient as possible
which is not a forte of the establishment which is a matter of significant concern which will be addressed.

52. (1) The Constitution of Canada is the supreme law of Canada, and any law that is inconsistent
with the provisions of the Constitution is, to the extent of the inconsistency, of no force or effect.

There lies the Spirit of the law and the letter which clearly treats us all equally as is the
aspirations of God who is recognized as supreme whether or not he exists, ever has or ever
will who I believe most certainly will as the Spirit of the Constitution and God will live in
the Spirit of the people when the law is administered and enforced consistently in the Spirit as
well as the letter as it must to consistently serve and protect the rights and freedoms of each and every
individual as guaranteed and must be as only can be demonstrably justified in a free and democratic
society.
The Attorney General of Ontario is accountable to and responsible for most everything in matters of law
where he is the guardian of the individuals rights which he has not yet demonstrated his accountability but
has in fact demonstrated irrefutably that he is not of the Spirit of the Constitution. Read for yourself.

Reality holds many truths often staring you in the eye which will not be seen unless sought.

Reality is witnessed by a gazillion truths which may be rummaged to prove whatever one may wish.
When one sets out to prove a lie to be true they will require a very shallow basket no deeper than the
shallowness of their minds.

The gazillion truths less one shallow basket remains stacked for others to prove whatever they wish which
may be your incompetence or the truth of your purpose inconsistence with the intended purpose but
ultimately the evidence remains stacked against you.

Having said that I have provided various members of the Constitution (Establishment) a preponderance of
documents which contain evidence which irrefutably proves the modus operandi of the establishment is
inconsistent with the Spirit of the Constitution and in fact is incapable of backing the guarantee of the
Charter in particular the rights of the individual.

The rights of the individual are nothing to be argued as they are clearly stated in the Charter and belong to
each individual as part of their whole being and I draw your attention particularly to
15. (1) Every individual is equal before and under the law and has the right to the equal protection
and equal benefit of the law without discrimination and, in particular, without discrimination based on
race, national or ethnic origin, colour, religion, sex, age or mental or physical disability.

This is fact as are all our Charter rights and must be protected as if they were cast in stone which
requires an establishment structured and staffed by personnel irreproachable in the Spirit of the
Constitution.

The personnel financed for this purpose must be knowledgeable and competent to the task which of
course is the responsibility of the Minister to assure the staff of his or her ministry is up to the
challenge.

The Minister is mandated to perform duties for the benefit of society as a whole which every individual is
an integral part of and each individual’s guaranteed Charter rights is fundamental to society as a whole.

Every staff member in his or her Ministry is of course an individual who is entitled to the same guaranteed
rights, definitely no more and definitely no less.

Staff must be aware of their rights and assuredly must be to be able to perform their duties consistent with
the Spirit of the Constitution for their rights are exactly the same as every other individual.

52. (1) The Constitution of Canada is the supreme law of Canada, and any law that is inconsistent
with the provisions of the Constitution is, to the extent of the inconsistency, of no force or effect.

Clearly personnel who are involved with the administration and enforcement of laws in Ontario must be
competent in the Spirit of the Constitution Act, 1982 to ensure the laws they are acting upon are consistent
with the Act.

The best plans of mice and men

Laws are enacted perhaps with the greatest intentions and adherence to the Spirit of the Constitution but
often in their application they don’t live up to their expectations and who better than the persons applying
the laws would and should recognize this and send it back through channels to the drawing board.

Common sense must prevail which is not the forte of government employees as I have come to know.
Most don’t know what the ultimate goal is and operate within a vacuum of general instruction handed
down and up and from side to side.

Quite often decisions are made based on who was informed by the more respected source or position of
authority but the fact remains it must be coincidental to the ultimate purpose intended and above all
consistent with the fundamentals of the Constitution and the individuals guaranteed Charter rights.

Perhaps if you would picture a huge concrete dam holding back an ocean of water from the populace of
society.

It’s all too easy after awhile to ignore the dam as society goes about its business day after day, week after
week, month after month, year after year and so on and left unattended will surely weaken over time due to
natural or unnatural causes and eventually collapse and allow the waters to flood upon society.

Priority must always be to the wall that protects all the individuals equally even when it has been neglected
due to it becoming common place and taken for granted.

Somebody must be held responsible to take care of the wall and it is not for the purpose of whom to blame
after the fact but who to report to with the endeavor to ensure it does not collapse.

Obviously the ramifications of neglect are too great to be left to chance.

Weakness anywhere at all along the wall will eventually collapse and every individual will suffer equally
which must not be construed so as to be in compliance with

This scenario provides opportunity to clarify other matters of the Constitution (Establishment) where they
must be the wall that protects us all equally, consistently and assuredly.

In this scenario we are all in the same boat or perhaps I should say the wall must be protected so that we
are all not in need of the same boat.

Given the severity of the consequences of neglect it is incumbent on each and every individual to be
responsible in matters of the wall meaning that one individual spotting a small leak must report it not
leaving it to chance that someone else will come along and do the right thing.

Could you imagine what might happen if the person was to report it and nobody wanted to accept
responsibility. No matter what effort he put to doing the right thing nobody cared until finally he decided
not to care.

The word gets around and eventually nobody reports anything and the rubber boot and wader industry
flourishes and the establishment finds new source for taxes.

The establishment insiders invest appropriately and the more affluent invest in large ships and supplies and
so on like that until the rapidly approaching end of time.

Many insiders will quietly relocate their families to higher ground and of course tell nobody of the looming
disaster for they would act in the public interest by not creating a panic.

Wow, what an imagination eh? Perhaps too many movies

I say with a loud “NO” and many of the government personnel responded with a “Why should I give a
damn” attitude which concurs with me and it is incumbent upon us to respond to their attitude.

commence or cause to commence proceedings to correct the situation.
