Overview
Public Demonstrations, also known as civil unrest, civil disorder or protest, is a broad term that is typically used by
law enforcement to describe one or more forms of disturbance caused by a group of people including, but is not
limited to: labor unrest; strikes; civil disobedience; illegal parades; sit-ins and other forms of obstructions; riots;
prison riots; or rebellion leading to revolution; sabotage; and other forms of crime.

These acts may involve criminal activity by a group that comprises a threat to the lives and property of others.
Public demonstrations may be precipitated by a specific event, or result from longstanding grievances.

Preparation and Response


Initial response
Monitor the local media (radio & printed material) for news of reports/
warnings
Connect with trusted, informed sources and avoid rumors!
Where possible, try to meet with local authorities to determine what
protection / controls would or could be provided
Work with other hotels in the local area to determine level of activity and if
they will be / have been affected
Check CCTV cameras and service if necessary
Maintain heightened vigilance of external areas using patrols and CCTV
Monitor CCTV ensuring that external areas and most likely approaches
are viewed at all times of day / night
Lower the hotels profile to avoid attracting adverse attention (neon signs,
lowered flags)
Brief staff about their personal security while travelling around the city.
They should avoid demonstrations, large gatherings and not use cell
phones or cameras to film events, groups, or convoys of police / soldiers,
etc.

Crisis Management
Review Crisis Plans with CMT and ERT
Check serviceability of Crisis Room and associated equipment
Check hotel communication channels & systems
Check and update useful relevant numbers
Prepare Guest Room Lists detailing room allocations; relocate guests to
less vulnerable rooms if appropriate
Ensure that all staff contact details are up to date and accurate,
availability of required travel documents & passports

Charge satellite phone & cell phones


Identify and prepare 'Shelter-in-Place' location (water, food, medical
supplies, blankets, flash lights, tables and chairs, communications, and
floor plans
Test and exercise Emergency Lock Down' procedures including locking
of external doors, shutters and any designated internal doors (e.g. those
leading to Back Office, Server Room, etc. and any doors leading to the
Shelter-in-Place location)
Prepare briefs / letters for guests and inform guests regarding Shelter-in-
Place and Evacuation plans when necessary
Ensure that fire equipment (hose reels, extinguishers, etc) are readily
available to use if needed
Inspect all fire extinguishers for serviceability and make more readily
accessible
Unreel hoses and lay on floor
Assess Cash holdings for purchase of supplies and services, and
payments to hotel staff
Assess food stocks, water supplies, fuel levels for generator, boiler, and
other shelter-in-place supplies

Exterior Security
Reduce and close vehicular and pedestrian access points, prepare an
authorized access list
Board vulnerable windows and enhance the physical security of closed
entrances
Move all cars from the front driveways to basement parking; lower roller
shutters to deny pedestrian access
Ensure all external doors are lockable with working keys kept nearby
Ensure all external doors with exit signs have appropriate locking
hardware to allow persons to exit the building
Supply chains and padlocks where necessary (not overlooking fire risks!)

Interior Security
Reduce pedestrian access points into the building (including from
basement parking, terraces, shops, etc.)
Close restaurants with access to the public
Notify appropriate tenant shops to secure their high value assets
Relocate valuable works of art or artifacts to secure areas
Install makeshift methods to strengthen internal doors
Remove all solid objects that could be used to penetrate glass doors or
walls, such as trash cans, free standing signs, and outdoor furniture
Reduce amount of flammable / combustible materials in the lobby or near
buildings walls

Secure all banquet rooms and other function space not in use
Close and secure as many areas as possible on the ground level
Reduce all banks, lock registers, and secure drop box safe deposit keys
Prepare authorized access list and considered when to use at the single
access point

Emergency Lock Down and


Shelter-in-Place Guidance
Advise guests & associates to immediately move away from ground floor
areas with vulnerable windows (lobbies & restaurants) relocating to guest
floors or the designated Shelter-in-Place location
If directed to rooms, guests should be advised to remain behind double
locked door, close the blackout drapes, and gather necessary documents
including passports, tickets, cash, suitable clothing, & footwear and any
medication in preparation for move to Shelter-in-Place location or
possibly an evacuation
Verify that Emergency communications (charged satellite phone, cell
phones and chargers and land lines) are available in the Shelter-in-Place
location
If tear gas or other chemicals were used outside, shut down Air Handling
Units
Verify that rooms and upper corridors are empty and that all guests and
associates have relocated to the 'Shelter-in-Place' location
Make sure all guests and associates are accounted for
Lock-off elevators to deny travel towards the Shelter-in-Place location
Secure internal doors and fire staircases which lead from lobby towards
Shelter in Place location (except access points for use by the retreating
Emergency/Security Team)
Attempt to secure the lobby level by closing the main guest entrance
Security personnel should continue to man CCTV Control Room providing
updates

Crisis Management Team frequently:


Investigates any missing associate or guests to establish their well-being
Remains in Shelter-in-Place location unless forced to flee due to major
fire or situation deteriorates
If forced to evacuate, the team leaves via the designated evacuation
route; if it is unsafe to do so, use an alternate route
Where possible, leads guests to a place of safety which, depending on
circumstances, could be a number of options

Evacuation
Team Functions
General Manager:
Responsible for the content and timely implementation of the evacuation plan; determine primary and
alternate evacuation routes
Selects evacuation team leaders and allocates tasks
Maintains liaisons with owning company and Continent Crisis Management Team
Maintains liaison with U.S. or other appropriate embassies.
Appoints rear party team after departure of appropriate associates
Acts as liaison with representatives of local government, and other friendly companies, as necessary
Makes provision for emergency catering needs
Reports status to Continent Crisis Management Team frequently
Maintains routine telephone and other communication links
Identifies and confirms alternative means of communication.
Director of Human Resources:
Monitors the feelings and reactions of the local associates and provide counseling if needed
Maintains lists of associate evacuees in the order they are to be evacuated
Maintains records of personal documents of all listed associate evacuees, including medical records
Ensure all listed associate evacuees have required immunization certificates and other medical
documents; coordinate with a medical specialist to maintain adequate medical supplies
Coordinates for adequate levels of food and personal hygiene items
Director of Finance:
With advice from Continent Crisis Management Team, completes detailed planning for disposal of
company and personal property either to be retained for future use or abandoned
Supervises secure transfer or disposal of companys confidential/sensitive material, prior to final
evacuation
Reviews currency requirements and legislation in consultation with Continent Crisis Management
Team
Determines sea and air requirements, assesses need for advance reservations
Identifies vehicle and driver requirements for ground transportation of evacuees and baggage, and for
additional ground transportation, if required; assesses need for advance reservations
Director of Security
Maintains liaison with local authorities, law enforcement, Regional Security Officer at the U.S.
embassy/consulate, or other appropriate embassies
Maintains continuous threat assessment and reporting security situation to Continent Director of
Global Safety & Security
Determines available evacuation routes (road, sea, and air) for evacuees to reach final destination
points
Briefs all drivers and evacuation team leaders; prepares and issues maps, obtains and issues tickets
and accommodation details
Secure the facility for remaining associates
Reviews security measures protecting persons and property, and advises on introduction of further
security measures as necessary
Representative Spouse:
Represents to the Evacuation Team the feelings and reactions of expatriate spouses toward a
possible evacuation, both with and without heads of families, and tries to ease their anxieties
Briefs spouses on family aspects of the Plan with particular reference towards children; obtains
answers to their questions from the Team

Transportation
Use commercial carriers, if possible
Make reservations early and move reservation back day-by-day
Assemble evacuees at a secure location prior to movement to
embarkation point.
Protect assembly details, times, and schedules from unauthorized
disclosure.

Methods of Transportation Commercial Airlines


In most cases, it is preferable to use a recognized international airline
Develop airline contacts beforehand who can aid the evacuees in
arrangements
Through the U.S. Embassy, identify international carriers that have
existing contracts to perform evacuations during periods of emergency or
civil unrest
Chartered Airlines
Identify reliable charter airlines that can provide transportation for
evacuees
Identify local airfields that chartered aircraft may fly from.
Sea Transportation
Identify shipping companies that serve the area
Describe ship to include response time, capacity, and time required to
reach safe haven
Consider chartering ocean-going yachts for essential personnel after local
airports and other routes have been closed
Land Transportation
(Transportation by road should be considered only as a last resort)
Identify available vehicles - private, company, or rental
Have compasses and maps available with primary and alternate routes;
do not write on maps - they may be inspected
Have local nationals available to drive and translate at roadblocks,
checkpoints, etc.
Ensure adequate supplies of fuel, food, water, tools, first aid, and comfort
supplies
If traveling in convoy, provide communications capabilities for lead and
rear vehicle
Reconnoiter route in advance by sending advance vehicle with means to
communicate
