if ammeter has non-negligible resistance Rtotal increases so current in r and R


is same so no affect on r and emf is unchanged.
Voltmeter with low resistance means that since voltmeter is connected in paralle
l current divides and there will be a voltage drop so affects volts lost at r an
d hence emf.

For the ammeter: the actual load connected to the cell doesn't matter. All you'r
e measuring is the current through the cell and the p.d. across the terminals. S
ince you're changing the load anyway, an ammeter with non-negligible resistance
would just give you slightly shifted values on the V / I graph. The magnitude of
the gradient (which gives you internal resistance) would be the same, as well a
s the intercept on the y axis (e.m.f.).
For the voltmeter: a voltmeter with low resistance would draw current from the c
ell. The measurement of current through the cell wouldn't be accurate (because c
urrent splits in parallel) so you'd get the wrong results.
