Dear Mr. Wasserman:

On behalf of Severn Trent Environmental Services, Inc. (Severn Trent), I regret to inform you of our intention not to
respond to the solicitation RFQ NO: RFQ-2016-08, NMB Water Operations, Maintenance, and Program Management
Services. To confirm this, attached is the requested No Bid form.

We did not make this decision easily. Following a thorough review by our operational, technical, and commercial
teams, including discussions with several potential engineering partners, the decision not to pursue was unanimous.
Specifically, we were concerned with the prescriptive nature of the document, which appeared to be focused
primarily toward program management, engineering, and capital planning. This was surprising to us considering that
the engineering element represents a small portion of operating the utility, measured in actual dollars and staff
required. The requirement to have undertaken capital improvement programs in Broward, Palm Beach, and Miami
Dade counties, coupled with the requirement for a single point of contact represented, essentially excluded all but
one company, to our knowledge.

It is obvious that the program and capital needs of the utility are significant and, as such, we recommend that the
City conduct two procurements: one for programmatic services and one for operation and maintenance (O&M)
services. That said, we would welcome the opportunity to compete for your O&M services since we have a robust
background providing similar services in Florida.

Severn Trent wishes the City every success in its procurement. However, in the event that the City decides to rethink
its approach and adopt a more traditional one to an O&M public-private partnership, Severn Trent would be
delighted to participate so that we could provide the best-value solution to the City and the citizens it serves.
