1.0 PROCESS DESCRIPTION

1.1 Purpose
The purpose of this procedure is to replace our both satellites Intelsat 801 satellite to
ExpressAM44 satellite, by means of moving all Remotes and Hub antennas to the new
Satellite .

Also ExpressA3 will move to Intelsat 905 .

1.2 Scope
The migration scope will include replacing , TX cables , move the antennas to the new
satellite and do peaking.

1.3 Background
At the beginning of December , Intelsat 801 start going incline, resulting with a severe
service affecting in all remote areas. As time going the service affecting gone a be worse
and worse .
Also ExpressA3 start going incline at the beginning of November , resulting with a severe
service affecting on our international calls and Internet , the problem was solve temporary by
tracking system installation both side (Israel and Guinea ) . Permanent solution will be
migration to Intelsat 905 .

2.0 JUSTIFICATION

Resulting of poor satellite performance, our customers in remote areas start feel a severe
system outage.

DVB carrier signal transmitted is very low ,between 20:00 06:00 ,sometimes at different
hours , in those cases the Eb/No values received very low on the sites and the HUB as well ,
around 3 dB when the normal values are suppose to be around 8 dB .

2.1 Explanation
Intelsat 801 and ExpressA3 were reaching end of life (EoL), and could be feel on a daily
basis.

2.2 Alternatives
Basically, tracking system can be installed in both directions (Hub & Remote) 20 systems on
our case , however this solution requires a huge investment as well not proved as fit GSM
backhauling service.

NO OTHER ALTERNATIVE!

2.3 Best Alternative


This is the best Alternative and recommendation as per our satellite providers.

The risk in the procedure is issue of time , This section will descried impacted sites and
devices in examination of best case and worst case scenarios .

Guinea Israel link will be affected , notwithstanding we will start with this link only after
finishing with rural sites , and then the international calls will work on the other link during the
work .

3.3 Best Case Scenario


The migration procedure will be finish successfully in 3 days

3.4 Intermediate Scenario


The upgrade procedure will be finish but we will have features problems or failures in some
sites.

3.5 Worst Case Scenario


The upgrade procedure will be fail and we will have long outage of more than a week.

3.6 Expected Results


We are confidence that all VSATs sites , international link and Internet will be ON-AIR in a
week time frame.

4.0 REQUIREMENTS

4.1 equipment and manpower


Execution Team:

Sub contractors from Israel with reinforcing of our technicians.

Satellite space segment :

Netvision Barak will provide us two deferent Satellite space segment :


AM-44 would provide the following services:
Guinea Domestic connectivity-IS-801replacment and upgrade - 41Mbps .
Guinea International and Internet connectivity-Express 3A replacement and
upgrade - 9Mbps
IS-905 would provide the following services:
Guinea International and Internet connectivity-IS-801 replacement 4Mbps

Missions :

There will be five teams with one person each from Linkcom , each team will be reinforced
with one technician from Cellcom .
Lodging and food :

The hotels and food responsibility will be taken by the Regional managers and logistic
department.
Driving in the night will consider accordingly to the distance / significance / risks.

No need to replace feeders , BUCs and LNBs


TX RF cables will replace for all the sites , already arrived.
Attenuators will add if required.
Test equipment :

We ordered a field spectrum analyzer for sites test ( including GSM and L-band
satellite range ) already arrived .
Compass and digital elevation level also already arrived.

Splitters , cables and DC block already arrived .

Spare part :

1. We ordered 3 IRG modems as a spare unit .

4.2 Civil work


in order to prevent any obstacle or Interferences in line of sight we did a site survey for all
satellite network .- already done by Finney
findings : on Bissikrima the dish is close to the wall with the new azimuth there is possibility
that the dish will collide with the well .
action : lifting the dish with 1 meter device . already arrived from Probecom
Since the new satellite is located on the east (around 170 degrees) and the current satellite
is located on the west (around 250 degrees) , probably we will need to move some cogs on
the base on the Hub and remotes as well .
We will need around 12 people on sites in order to change the polarity of the dishes.
6.2 meter dish can reach AM44 position without problem .
4.5 meter dish can reach IS905 position without problem.

4.3 Installation
All the installation and civil work will be done by Cellcom, and Linkcom .

4.4 Operation
We will divide the work to 5 teams in order to shorten migration period , like the table below .
We will start in the big cities Kankan and Nzerequri . , the downtime will start at the night
between first and the second day.

5.0 ACTION PLAN

5.1 Executing this Procedure

Procedures will be divided for five days:

The First day planed to Monday 25/5/09. - All Teams at HUB for departure arrangements
and Test Case RX only (3.7m antenna) and Travel no downtime !.

The second day planed to Tuesday 26/5/09. Hub side and The first 8 sites

The Third day planed to Wednesday 27/5/09. - Hub side and Second 7 sites

The fourth day planed to Thursday 28/5/09. - Hub side and The last 4 sites

The fifth day planed to Friday 29/5/09. - Finishing and optimization starting work on
new satellites.

We might succeed to do it faster and then will finish with max of 3 days.

1. On 25/5 at 08:00AM , Guinea will start migrate Express A3 to IS-905 , we will


move existing 2MbpsUP /2Mbps Down from IS-801 to IS-905 .

Dishes alignment required on Guinea and Israel sides , according to beacon


frequency on central of the box time .
Israel side (transmission, IP and switch) should work together with Guinea team till
reaching stable link and passing traffic.

2. On the night between 25/5 and 26/5 Guinea will start migrate IS-801 to AM44
, we will move all domestic traffic , International and Internet .

4+1 teams will migrate remote dishes during the next 3 days according to beacon
frequency on central of the box time .
Israel side (transmission, IP and switch) will work together with Guinea team till
reaching stable link and passing traffic .

6.0 COMMUNICATIONS
This section has the purpose to insuring that all parties involved are previously notified and
have agreed to support the actions of this procedure.

1. Receive the inputs from the customers' side.


2. Prepare customers service with relevant action items in case of malfunction
3. Prepare alternatives for response in case of malfunctions (FAQ act.)

- Need to consider Media announcement .
