Paris projects

FTTH deployment started in mid 2006 by FREE in Paris and other cities in France.

The other operators (France Telecom, Neuf Cegetel and Noos-Numericable) have been
obliged to follow and to change quickly their strategy

its the war between the operators to maintain their present position in ADSL (around FT
50%, Neuf Cegetel 25%, Free 20%) upgraded in FTTH in the big cities and also Noos
Numericable the CATV operator with triple play offer (FTTLA).

Status end 2007: 15 millions ADSL subscribers, 0,5 million FTTH subscribers and 2
millions for CATV/FTTLA
Status end 2012: minimum 5 millions FTTH subscribers
The Regulation Authority is taking in place rules to maintain the competition between the
operators and reduce the deployment cost mainly for the small cities.

Cities support open networks


Target is to generate competition in services; many
operators will have access to the fiber network
Fiber network operation is supposed to be regulated
Installation and civil works is the main cost: CAPEX is
not a fiber number issue
