Dear Mr. Sweikert:

TRC Environmental Corporation (TRC) is pleased to submit this application on behalf of


Algonquin Gas Transmission Company (AGT), a wholly-owned subsidiary of Enbridge, to
operate a new natural gas fired in-line gas heater and associated piping at the Ramapo
Meter Station in Ramapo, NY.

The new heater will be located at the existing Ramapo Meter Station. This existing Meter
Station is owned and operated jointly by Millennium Pipeline Company (Millennium) and
AGT. The AGT portions of Station include two in-line gas heaters with maximum heat
input capacities of 12.5 MMBtu/hour and 18.0 MMBtu/hour, as well as flow control,
regulation and associated piping components.

AGT is proposing to operate one natural gas fired fuel gas heater, with a rated heat output
capacity of 8.08 MMBtu/hr. The rated heat input capacity (HHV) will be less than 9.99
MMBtu/hr based upon a maximum heat input capacity of 9.51 MMBtu/hr and a thermal
efficiency of 85%. Per 6 NYCRR 2013.2(c)(1)(i), stationary combustion installations with
a maximum rated heat input capacity less than 10 MMBtu/hr burning fuels other than
coal or wood are exempt from permitting. As such, the heater is an exempt source.

AGT has provided fugitive emissions calculations for VOC and greenhouse gas (GHG)
emissions from the Facility. Estimates of fugitive emissions are required to be included
for Title V applicability assessments, per 6 NYCRR 2016.2(d)(3)(ii). Similarly, emissions
of exempt equipment (i.e., the new fuel gas heater) cannot be excluded when determining
applicability of Title V, nonattainment NSR, or PSD.

Fugitive Emissions

Typical sources of fugitive emissions at natural gas metering stations include leaks from
piping components (valves, flanges, connectors and openended lines) as well as potential
gas release events.

Natural gas is removed from equipment (blown down) as a safety precaution during
certain maintenance activities. Activation of the emergency shutdown (ESD) system
causes all equipment at the station to be blown down as fast as possible. This ensures
that the risk of the gas in the equipment posing an explosion hazard is minimized when
an emergency situation is sensed. The evacuated gas is released with sufficient upward
velocity to minimize the risk of the evacuated gas posing an explosion hazard. Similarly,
activation of a relief valve causes the affected equipment to be blown down as fast as
possible when an overpressure situation is sensed in order to minimize the risk of an
explosion.

Attachment 2 provide documentation of emissions estimates for these activities, with


total emissions summarized in attached Table A-3. Documentation for the piping
component fugitives include the number of valves, connectors, flanges, open-ended pipes,
etc. for the natural gas and pipeline liquids pipelines and emission factors used to
calculate fugitive emissions in attached Tables B-1. Natural gas releases associated with
pipeline blowdowns and purges are estimated based on calculated release volumes and
expected worst case frequencies for each type of release as documented in attached Tables
C-1 through C-5.

Regulatory Assessment and Requirements

As shown below and based on the emissions calculations provided as Attachment 2, the
potential emissions of both the piping components and gas releases, as well as emissions
from the three heaters, remain below Title V major source thresholds.

The site location for the Ramapo Meter Station and the locations of the heaters on the site
layout are indicated on figures in Attachment 3. Because of the diffuse nature of the
piping component fugitives and gas releases, emission points are not defined for these

emissions, rather they are considered to be area sources with no single discreet emission
point.

The proposed Project will not trigger nonattainment NSR because potential emissions are
less than the applicable major source emissions thresholds as shown in Table 3-1.
Additionally, the facility remains a true minor source with respect to the PSD regulatory
program. This application therefore proposes a minor modification of the existing
NYSDEC State Part 201-5 air permit to incorporate the new heater, and modify the
emission rates for the increases in fugitive emissions from the piping and gas releases that
are considered significant emission sources as discussed below.

With respect to Part 201 applicability for the piping component fugitives and gas releases,
relevant regulations from Part 201 include 201-3.3(c)(94) and 201-3.3(c)(95). Emissions
of CO2 and methane are considered trivial per 201-3.3(c)(95). Part 201-3.3(c)(94)
exempts the following emissions:
Emissions of water vapor, oxygen, nitrogen, inert gases such as argon,
helium, neon, krypton and xenon, hydrogen, ethane; and
trace constituents included in raw materials where the constituents are less
than:
o 1% by weight for any regulated air pollutant, or
o 0.1 % by weight for any carcinogen.

The natural gas composition has a potential for total VOC to exceed 1% by weight (most
notably propane), and thus, the piping component fugitives and gas releases are subject
to Part 201 air permitting as significant sources. Thus, this application proposes to
increase the permitted fugitive VOC and HAP emissions associated with the modified
piping and equipment at the Station. A process flow diagram for the facility significant
and exempt equipment is provided in Attachment 2.

The NYSDEC State Facility Air Permit Application forms provided as Attachment 1
include information for the modified fugitive emissions. The site location for the Ramapo
Meter Station and the locations of the heaters on the site layout are indicated on figures in
Attachment 3.

bushels.
Equipment used exclusively to slaughter animals, but not including other equipment
(9) at slaughterhouses, such as rendering cookers, boilers, heating plants, incinerators,
and electrical power generating equipment.
Commercial - Food Service Industries
Flour silos at bakeries, provided all such silos are exhausted through an appropriate

emission control device.
Emissions from flavorings added to a food product where such flavors are manually

added to the product.
Commercial - Graphic Arts

Screen printing inks/coatings or adhesives which are applied by a hand-held


(12) squeegee. A hand-held squeegee is one that is not propelled though the use of
mechanical conveyance and is not an integral part of the screen printing process.

Graphic arts processes at facilities located outside the New York City metropolitan
area or the Orange County towns of Blooming Grove, Chester, Highlands, Monroe,
