1.0 PREAMBLE

Indian Oil Corporation Limited, Gujarat Refinery situated in Vadodara district of Gujarat, India,
is engaged in the business of crude refining since 1964 with an annual capacity of 13.7 MMTPA.
The objective of IOCL- GR is safe and uninterrupted Refinery operations, meeting quality policy,
environmental standards, safety, security of the installation and increased value addition &
optimum energy utilization.

This tender document intends for continuous surveillance viewing/monitoring


/controlling/recording system for Security and discipline administration at Access Control Gates
at Gujarat Refinery. The objective of this proposal is to have robust & uninterrupted close
watch system round the clock for Security and discipline administration at Access Control
Gates. This specification defines the minimum requirements of a CCTV system. The CCTV
monitoring facility will be connected to the common LAN network of Gujarat Refinery allowing
access to minimum 05 nos. of simultaneous users over static IP. The scope of this tender
includes Design, Supply, Installation and commissioning of the CCTV system with all required
accessories as mentioned under detailed scope of supply.

The broad job scope is as

1.1 Provision to monitor the Access Control Gates and to have a continuous and unbroken
view of the location
1.2 Integration with the existing LAN network at Gujarat Refinery for centralized (01 location)
and simultaneous viewing at minimum 04 locations through static IP.

A Control Room, available at Gate will be used to house all the equipments under centralized
monitoring control room from where all the areas will be monitored through CCTV system.

NVR with Software, Monitor & other control equipments will be installed in this control room in
suitable Rack. The scope of complete work would broadly be: Site survey, Design, Engineering,
Supply, testing Installation, Commissioning, Site Acceptance Test, Documentation, and
Warranty.

2.0. GENERAL PHILOSPHY

This system to be designed is such that it follows latest design, technology and high
workmanship & to pursue all types of provision for Security and Discipline Administration at
Access Control Gates. Broadly the main features that outline the job are as follows

2.1 A total of 14 numbers of True IP Digital Cameras to be installed as per the following
details :

Employee ACS Gates/Baggage scanning area: 5 nos.
Contract Workers ACS Gates/Baggage Scanning area: 6 nos.
Officers Gallery and outside : 3 nos.

2.2 02 nos. of 32 channel Network Video Recorders (NVRs), with minimum 30 days storage
capacity with a resolution for full HD 1080 p.

2.3 Requisite CAT-6 cable, Fiber optic cable supply, laying and termination.

2.4 All other hardware and software required for successfully linking the CCTV system to
the existing LAN Network at Gujarat Refinery wherein, the streaming shall be viewed
with the help of a static IP by minimum of 05 nos. of users simultaneously.

3.0 Compliance with CCTV standards / regulations


The related Standards referred to herein and mentioned below shall be of the latest edition
prior to the date of purchasers enquiry. Following standards and codes listed below are
pertaining to CCTV installation and procedural guidelines. Bidder is requested to comply these
wherever these are deemed fit but not restricted with followings:

In the event of any conflict between this specification, data sheets, related standards, codes
etc, the bidder shall refer the matter to the purchaser for clarification and only after obtaining
the same should proceed with the manufacture of the items in question.

4.0 Work and Workmanship

4.1 Workmanship shall be best possible quality. All the work shall be carried out by skilled
workmen except for those, which normally require unskilled persons to complete the
work as per overall project schedule. If by laws, regulations and acts of local
government, municipal or other authorities require employment of licensed or
registered workmen of various trades, vendor shall arrange to have the work done by
such registered or licensed persons. In case of manufactured materials being used in
work, vendor shall arrange to have at its own cost, the services of the supervisors of the
respective manufactures to ensure that work is performed in accordance with
manufacturers specification.

4.2 Vendor shall deploy qualified engineers and supervisors in requisite number to assure
execution of good quality job as per best engineering practices and to the full
satisfaction of IOCL.

5.0. DESIGN PHILOSOPHY & SCOPE OF JOB

5.1 The offered new CCTV systems (camera & software) should be integrated in the existing
LAN network of Gujarat Refinery over a static IP and the stream of the cameras should be
viewed in minimum 05 nos. of PC simultaneously over the common LAN network.

5.2 Bidder has to give special attention to safety aspects and ensure compliance of all safety
while executing job. Any scaffolding requirement for working at height will be in scope of
bidder.

5.3 As part of failsafe strategy one to one redundancy on NVR is required. All the NVRs shall be
placed in the centralized control room or as per site requirement.

5.4 The bidder shall ensure that his specified equipment must withstand specified
environmental conditions without degradation of the quality & performance of any part

and/or overall system.

5.5 The software for the Digital video management should have Software License for 20
Camera & at least 05 Client PCs license. All the clients should have facility of selection of
camera and viewing in multi window/ single screen large view.

5.6 All hardware in control room shall be placed in suitable server rack. All Network switch,
firewall, LIU and all other communication components in main control room shall be placed
in suitable network rack. Network switch, LIU and all other communication components in
individual control room shall be placed in suitable wall mountable network rack. All servers
in individual control room shall be placed in suitable console.

5.10 Recording back up (H.264 or MPEG4, minimum 24 x 7 @ full HD 1080p for 30 days) for
each CCTV camera have been envisaged. On completion of the data storage, the recorded
data will be washed away from storage memory on FIFO basis.

5.11 All materials required for mounting the camera, fabrication and erection to mount
cameras, junction boxes etc complete in all respect are in the scope of bidder only. Supply
of all material like cement etc for civil work of foundation is also in vendor scope.

5.12 Required Interconnecting cables (Power, OFC, Video, Data, LAN , power /signal cables etc)
between Power Distribution Boards (PDB), Cameras, Video Management Systems, etc at
Field and Main Control Room may be properly considered.

5.13 Database server, if applicable, shall keep track of all configurations & events. This will help
in proper system administration etc.

5.14 The new system individually shall use video signals from cameras located at different
locations, process them for viewing on client PCs through LAN and simultaneously record all
the cameras after suitable compression.

5.10 The solutions may be based on Network Video Recorders (NVRs) or may use commercially
available off-the-shelf server PC, storage & networking hardware.

5.11 The system shall offer both video stream management and video stream storage
management. Recording resolution in respect of individual channel shall be
programmable.

5.12 The main power supply feeder to the system shall be protected by a suitably sized circuit
breaker with manual trip lever. The breaker shall be housed in a suitable surface-mount
enclosure. Power distribution to Monitors and cameras and associated circuits shall be via
fused terminals with dedicated switch.

5.13 The system should ensure that once recorded, the video should not be altered/ edited by
unauthorized user. The system shall be able to detect any tempered video by applying
techniques like digital signature on recorded video. The system shall ensure the audit trail
is intact for evidential purposes.

5.14 System shall provide storage of all the cameras recording for full HD 1080p with MPEG4,
H.264 or better compressor technique. The recording resolution and frame rate for each
camera shall be user programmable.

5.15 Bidder has to provide license copy of all supplied software.

5.16 The CCTV system shall operate on 110 V AC/230VAC, 50Hz single-phase power supply. If
any equipment operates on any voltage other than the supply voltage and supply
frequency, necessary conversion/correction device for supply shall be supplied along with
the equipment and shall be in bidders scope.

5.17 In order to optimize the memory, while recording, video shall be compressed using
MPEG-4, H.264 or better and stream over the IP network. Once on the network, video can
be viewed on a control room or in any designated location and shall be recorded on Video
recording server/data base server.

5.18 All the clients should have the facility of selection of cameras and viewing in multi-
window /single screen in large view. Any number of clients can be programmed with the
system without any additional software cost.

5.19 Video stream from individual cameras shall be recorded on NVR or Servers. System shall
automatically over-write the new information after the specified period & necessary
script/algorithm must be available in the applications. The system shall have fail over
facility so that if recorder server is down the standby failover server takes over the
recording automatically without any manual intervention.

5.20 All the workstations/severs in network should be with software to view and control the
cameras and retrieve the recorded video image from the Camera server seamlessly.

5.21 The System should have Hot Stand by recording and storage feature.

6.0 SPECIAL TERMS AND CONDITIONS

6.1 Scope of supply by the bidder should be as per but not restricted to Bill of material given

in this tender. The bidder shall be responsible for the complete compatibility and supply
completeness of the system.

6.2 The items supplied by the bidder should comply with the specification given this tender.
In the event of any conflict between this specification, data sheets, related standards,
codes etc, the bidder shall refer the matter to the purchaser for clarification and only
after obtaining the same should proceed with the manufacture of the items in question.

6.3 All Components shall be of industrial quality. Consumer electronics is not allowed.

6.4 Supply, laying of suitable size of various types of cables inside including supply & laying
of pre-fabricated Auminium tray including its support with dressing and identification
mark will be in the scope of the bidder.

6.5 Mounting of all equipment including supply of racks, supports for fixing NVRs will be in
the scope of bidder.

6.6 Supply, laying and termination of all sorts of cables including any pre-fabricated cables
will be in the scope of the bidder.

6.7 Installation, Field Testing, Commissioning of the CCTV system will be in the scope of
bidder.

6.8 Power supply of 110 V AC/230 V AC, 50 Hz shall be made available at one point in the
main control room/cluster room by IOCL. Further distribution of power as per system
requirement is in the scope of the vendor.

6.9 Before submitting offer, the bidder may, preferably on prior appointment, visit the site
to assess scope of supply and services.

6.10 Vendors to note that the entire job from shifting the material to site till
commissioning as per tender is in the scope of the vendor.

6.11 All necessary jobs including supply, erection /installation & commissioning in
connection with cabling, glanding, termination and further distribution/ conversion
to different power levels including isolation transformers, if required, shall be in the
scope of vendor.

6.12 Bidder shall furnish a list summing up all the deviations, if any, from the purchasers
data sheets. Also vendor should provide reasons for these deviations wherever
possible. Otherwise it will be presumed that the specification and scope is clearly
understood and accepted within the quoted price.

6.13 Supply of all special tools, test & calibration items required for commissioning shall be
in bidders scope of supply including all consumables during & up to warranty period.
Bidder is required to attach a list of tools & test equipments which are considered for
this job.

8.5 Video Loss Alarm


The VMS shall support the video streamer Video Loss Alarm feature. The Video Loss
Alarm feature shall provide VMS operators with a notification when the video signal
from the camera to the video streamer is lost. A video loss alarm shall result in an
alarm being raised, the change of the camera icon in the camera tree to indicate the

alarm condition and an entry in the system audit log for future reference.

8.6 Camera Tamper Detection

The system shall provide the ability to detect attempts to tamper with connected
cameras. The system will at minimum detect the following:

1. Changed field of view: repositioning the camera away from a reference


position shall trigger an alarm
2. Camera blur: any attempt to defocus or blur the camera shall trigger an
alarm
3. Camera blind: any attempt to cover or blind the camera (via abnormally
high light levels) shall trigger an alarm.
8.7 Storage

Online Storage

Online storage capacity of 30 days at a minimum resolution of 1080 p HD shall be provided.

Off-line Storage

The system shall be connected to the client PCs via common LAN network available at
Gujarat Refinery. The system shall be able to manage several off-line media devices for
archiving and restoring video through software installed on client PCs.

9.0 EARTHING REQUIREMENT

9.1 Earthing requirements of the system (if required) including Earth pit preparation,
earthing cable etc. shall be in the scope of the bidder.

10.0 DOCUMENTATION & DRAWINGS SOFTWARE TO BE PROVIDED BY VENDOR

10.1 Bidder is required to furnish One set of complete documents including ,system
configuration, model de-codification, BOM etc. for IOCL approval after award of P.O.

10.2 Similarly Bidder is required to submit three set of following as built documents after
SAT :

(a) Test certificate


(b) Operation procedure including its philosophy of working procedure
(c) All drawings/ documents requiring IOCL approval in hard copy and one soft

copy.
(d) Final as built documents/ instruction manuals in 4 sets hard copy and one soft
copy in CD.
(e) Trouble shooting procedure indicating name of test equipment required and
level of check/test points and its magnitude for daily preventive / quarterly
maintenance

11.0 INSPECTION & TESTING

11.1 Site Acceptance Test (SAT) shall be conducted at site. The system shall be kept under
observation for 15 days after SAT. If any failure is observed within 15 days, the SAT
shall be re-conducted upto the satisfaction of the Engineer-in charge.

12.0 COMPLETION SCHEDULE

12.1 Delivery time for supply is 4 months from the date of LOA. Vendor to indicate their
best delivery.
12.2 Completion time for services (i.e. erection, installation, commissioning, SAT &
handing over of the functional system to IOCL) is 5 months from the date of LOA.
Vendor to indicate their best completion time.

13.0 PAYMENT TERMS

13.1 Supply
85% payment within 30 days of receipt & acceptance of material at site.
15% after installation, commissioning, SAT & handing over of the functional system to
IOCL.

13.2 Services
100% within 30 days of erection, installation, commissioning, SAT & handing over of the
functional system to IOCL, completion of job, submission of invoice by the bidder &
certification from Engineer-in charge.

14.0 WARRANTY

14.1 12 months from date of successful Site Acceptance Test (SAT), OR, 18 months from
date of supply whichever is earlier with total support of maintenance, spares and
service without any cost implication.

14.2 Any changes in equipment, manuals and other material shall be informed to the
owner during the warranty period

a) Vendor shall be fully responsible for the manufacture in respect of proper
design, quality workmanship and operation of all the equipment, accessories
etc supplied by vendor during warranty period.

b) It shall be obligatory on the part of vendor to modify and/or replace any


hardware and modify the operating, application and diagnostic software free
of cost, in case any malfunctions is revealed even during on line operation
after taking over within the warranty period.
c) Supply of consumables during time of warranty is in vendors scope.

15.1 The scope of supply indicated above is a minimum quantity requirement. Bidders are
advised to visit Gujarat Refinery site for any other clarifications /measurements for
finalization of scope of supply before submission of their offer. Any Material
quantity/service requirement above minimum quantity for completing the job in totality will
be in bidder scope and bidder has to fulfill that requirement for completing the in totality
without any price implication.

15.2 The scope of supply indicated above does not necessarily incorporate all items required to
commission the entire system in line with our requirement. The items missing or not
indicated in about scope of supply but needed to complete the job should be properly

quoted by us for Gujarat Refinery against tender no. shall continue to be supported by us.
The quoted system shall not be withdrawn from Indian market as a matter of our corporate policy as
supported by attached certificate form.

I further confirm that in case of placement of order by IOCL we will provide back-up Engineering, maintenance
and spare part support for a period of 10 years from the date of placement of order.

I further assure you on behalf of M/s that required up gradation of hardware
