MEMORANDUM
Council,
As you know, our Community Green Grant application was not supported by a majority of the
Island County Board of Commissioners (BOC) in a workshop earlier this year. The project was
not forwarded to a BOC meeting for official action, which leaves our application in an
unresolved state. I had planned to wait for the spring application cycle to resubmit our grant.
The spring cycle did not happen and it looks like the fall application cycle may also be
postponed while the BOC reevaluate the entire funding process for these 9% funds .
At the Council of Governments meeting in April, the 9% funds and our application were
discussed. I was told I would be allowed to resubmit our Community Green application for a
lesser amount of money and it would be considered a resubmittal of an existing grant. The BOC
has done this before while working with an applicant to fund part of a project. After many
public explanations as to why our application would not be approved, two of the Commissioners
are now saying they do not feel the project showed enough economic development potential for
the amount of money being requested ($606,000).
I would like to resubmit our grant for $255,000, here' s how I arrived at this amount:
I believe the components of our original application that most closely meet the
infrastructure criteria of this grant are; utility installation, increased public parking,
and construction of public restrooms.
I believe the priorities of our business community, residents and visitors is;
increased parking, additional public restrooms and safety lighting in the public
parking lot, in that order.
Certain parts of the overall project must be done in a specific order. Safety lights
and a restroom cannot be constructed without utilities being installed in the current
municipal parking lot. Stonn water drainage must be addressed before additional
parking spaces can be added in the green and before the municipal lot is paved.
The most expensive part of this project is the LID pervious asphalt and the storm water control in the
mun icipal parking lot. While this is important, it is the final step of the project. Paving will increase
capacity by improving parking efficiency with striping, however, it will not add as many new spaces as
the plan for auxiliary spaces in the Green itself. Therefore, I would place this part of the project at a
lower priority and try to find other sources of funding or resubmit at a later date.
Our original application included matching funds, $104,000 in REET money we have been saving for the
construction of a restroom. I would not include a match in the resubmittal. I would hold onto this
money, look for ways to increase it asap, and build a restroom .
I have attached the budget for the entire Community Green Project for your information and for our
discussion. My proposed resubmittal would look something like this: (Phases refer to the Master Plan
