1. SCOPE
This specification defines the minimum requirements for pipe, manual valves, fittings flanges, gaskets, bolting
material and piping specialties on process and utility piping systems for power plants. This specification includes
materials, fabrication, welding, inspection and testing and shall apply to all piping installed by or prefabricated for
installation by CONTRACTOR.
This specification is in compliance with ASME B31.1, Power Piping, but may be used with other sections of the
ASME B31 code provided that the piping is designed, fabricated, erected, tested, and inspected in accordance
with the specified B31 code.
2.1 Steel Piping shall be designed, constructed and tested in accordance with the latest edition of ASME B31.1
"Power Piping" edition 2012
2.2 The following standards shall apply during preparation of all piping drawings for ANSI Classes 150-1500
2.3 PVC Piping shall be designed, constructed and tested in accordance with the latest edition of: ASTM-D1785
Specifications for Plastic Pipe, Schedules 40, 80 and 120 and ANSI/AWWA C900-86 PVC Pressure Pipe
for Water Distribution
2.4 Materials shall fully comply with the requirements of the latest editions of the following codes and standards,
as applicable
3. GENERAL REQUIREMENTS
3.1 Engineering drawings, where provided, indicate the minimum line size, design working pressure or piping
class, valves required, etc
The maximum design conditions specified on each Piping specifications are separate requirements and
neither shall be exceeded.
Unless otherwise specifically authorized by MSU, the materials specified in these General Specifications
shall be strictly adhered to in the design, purchasing and fabrication of each piping system. When the
specified pipe, valves and fittings or other materials cannot be obtained, substitution may be permitted with
the written approval of MSU.
3.2 Pipe
3.2.1 Pipe wall thickness shall conform to Piping System Specifications. If there are not wall thickness
specify for any steel pipe, the code ASME B31.1 shall be used to calculate it.
All materials furnished under this specification shall comply with the attached piping, valve and piping
specialties specifications. All materials and products shall be new, undamaged and unused. Products
that have been discontinued are not acceptable.
3.2.2 Piping classes ANSI 150 through 1500 - Piping 1-1/2 inches NPS and smaller may be threaded,
flanged or socket welded as indicated by the Piping Specifications. Piping 2 inches NPS and larger
shall be butt welded or flanged threaded. When socket weld or threaded piping is used, unions will be
installed at accessible locations to permit removal and replacement of all valves and equipment.
3.2.3 Piping shall be located so as not to present overhead or tripping hazards. Minimum clear headroom
for overhead piping shall be 7 foot 0 inches. Lines which cross shall not touch.
3.2.4 Emergency shutdown valves shall be accessible from deck or floor level and they shall be located in
clear areas.
3.2.6 Temporary start-up cone or Y-type strainers (screens) shall be provided in suction lines to mechanical
equipment, including but not necessarily limited to pumps, compressors and mechanical meters.
These elements shall be located as close as possible to the inlet flange. The strainers shall have a
minimum of 200% of the line flow area with 1/8 inch diameter maximum size perforations.
3.2.7.1 Branch connections shall be made according to Standard Branch Connection Chart for piping
classes ANSI 150 through 1500.
3.2.8 During fabrication, installation, sandblasting and painting, the Contractor shall follow the appropriate
procedure to keep blast sand, dirt and other foreign matter out of all piping systems before to assembly.
Prior to acceptance by MSU, the interior of piping systems shall be thoroughly cleaned by
CONTRACTOR.
3.2.9 Sample, vent and drain valves shall be installed where indicated on the AFC drawings. In addition,
drains and vents shall have plugs or caps, downstream of isolation valves. Vent, drain, test, sample
and instrument connections 3/4 inch and smaller may be installed using 3000# or 6000# (according
with piping class specifications) threadolets, except for gas or other service where sockolets are
specified by the piping class specifications.
3.2.10 Changes in pressure rating of piping systems shall be made at valves or orifice plates/flanges. A block
valve separating two pressure rated systems shall carry the rating of the higher pressure system; e.g.,
a control valve station shall take the pressure rating change at the outlet of the block valve down
stream of the control valve.
3.2.11 Laterals (sub-headers) for instrument gas or air systems shall have block valves at the primary header
and branch off from the top of the primary header.
3.2.12 Insulating gaskets or inserts shall be installed when joining piping components or dissimilar metals to
prevent galvanic corrosion.
3.3.1 Flanges ANSI Class 900 and above can be RF or RTJ. Flanges ANSI Class 600 and lower can be FF
or RF, with serrated spiral finish.
3.3.2 For piping flanged from 2 and above, threaded, weld neck or slip-on flanges are required, according
to piping specification.
3.3.3 Steel flanges used to mate with equipment having cast or ductile iron flanges shall have the faces
machined flat.
3.3.4 Flange bolt holes shall straddle the piping horizontal and vertical center lines.
3.3.5 All 90 weld elbows shall be long radius, unless restricted by available space. If short radius weld
elbows are used, they shall be derated to 80% of the calculated allowable working pressure if subject
to pulsations.
3.3.6 Threaded bushings shall not be used in pressure piping systems for other than the installation of 1/2
inch NPT and smaller instruments with male end connections.
3.3.7 Eccentric reducers installed with the straight (flat) side up shall be used when line size reductions are
required for pump suction connections.
3.4 Valves.
3.4.1 Valves shall be furnished as called out on the Valve Lists. Alternate valves which are equal to the
valve list requirement may be used only after obtaining MSU written approval.
3.4.2 All valves shall be installed in accordance with temperature and pressure ratings recommended by
manufacturer and within limits of the ANSI Code for the applicable service. Flanges and flange facings
on valves shall match that specified by the applicable piping class specification. The wall thickness of
the valves gate, globe and check shall be under API 600 and API 602.
3.4.3 The valves may be steel, bronze, brass, cast iron or ductile iron. Valves 2 and larger shall be flanged
or but welded and 1 inches and smaller may be threaded, flanged or socket welded as indicated
by the Piping Specification. CONTRACTOR shall not add flanges to threaded, socket weld, or butt
weld connections on valves unless specifically approved. Secondary threaded valves must be easily
removable.
3.4.4.1 Valves 2 and smaller: Cast Bronze body and trim. Threaded ends

3.4.5.2 Ball valves shall be trunnion mounted with secondary metal seal, as following:

3.4.5.4 The ball valves for gas service the should be selected with anti-static design for ensures an
electrical continuity (which plays an important role in reducing static electricity which may exist
in the ball or stem of the valve) between valve ball, stem and body
3.4.6 Check valves shall be full open and swing check in all cases except for reciprocating pump or
compressor service where ball or piston type check shall be used or where the piping specification
permits wafer type check valves in utility services.
3.4.6.1 All check valves 2 and larger shall be furnished with bolted bonnets
3.4.6.2 All check valves 4 and larger shall be provided with NPT tap and plug in the body, and
removable seats
3.4.6.3 The check valves shall be constructed to allow the internal parts to be examined and/or
renewed without having to remove the valve from the pipiline
3.4.7 All gate and globe valves shall be OS&Y (outside screw and yoke). Inside screw-rising stem not will
be accepted.
3.4.9 The manual gear operators for the different valves types, they listed bellow
3.4.9.2 Manual gear operators for ball valves shall be furnished on all quarter turn valves in any
application where breakaway torque requirements exceed 50 foot pounds. Generally:
3.4.10 Safety or relief valves. In the case of safety valves for steam or gas those must be installed on top
of the pressure vessel or pipe in the space where there is steam or gas above the liquid. For relief
valves for liquids must also be installed on top of pipes (Example: discharge fire pumps, NFPA 20,
etc.). For all cases to installation of valves always shall be observed the manufacturers'
recommendations. Never install valves check of any kind before a security risk or relief valve.
Always install supports to hold the forces of change of direction and pulling. Reference: API RP
520 Part I and Part II.
4 MATERIALS
4.1 All materials for pipe, valves, fittings, bolts and gaskets shall be in accordance with Piping Specifications.
4.2 All pipe, valves and fittings supplied by CONTRACTOR shall be new and unused, free of mill scale, dents,
cracks, laminations, pits and detrimental rust or oxidation.
4.3 MSU reserves the right to inspect all CONTRACTOR supplied materials and components, and to reject
those deemed unusable for use and not conforming to these specifications.
4.4 Pipe, valves or fittings of bronze, brass, aluminum, malleable iron, steel-iron or semi-steel can be used.
4.5 All new pipe, flanges and fittings shall be marked with mill and material identification. All pipes shall be
accompanied with mill test reports, and flanges and fittings shall be accompanied with mill material
certifications from manufacturer.
4.6 All threaded galvanized pipe and fittings shall be Hot-Dip Galvanized.
5 PIPE SUPPORTS
5.1 Pipe supports shall be designed according to ASME B31 requirements. Also all pipe supports shall be
according with CONTRACTOR standard pipe support.
5.2 Piping shall be supported as necessary to prevent sagging, mechanical stresses and vibration. Piping shall
be adequately supported on racks, stanchions or individual standoffs.
5.3 U-Bolts securing pipe to pipe supports shall be Teflon coated with 1/16 polyethylene sleeve, flat washers
and double nuts. A 1/8 polyethylene pad spacer shall be placed between the pipe support and bottom of
pipe. Minimum U-bolt diameter shall be 3/8".
5.4 Piping 8 inches and larger and any smaller piping subject to excessive mechanical vibration or line pressure
pulsations (e.g., rotating equipment piping) shall be fastened to substantially rigid pipe supports with bolted
pipe clamps in lieu of U-bolts. Pipe clamp bolts shall have double nuts.
5.5 Piping subject to expansion may be either suspended from adjustable or swivel type hangers or supported
from below. If supported from below, steel slip shoes and guides shall be provided (for systems over 150 F).
Anchors and stops shall be provided to maintain movements and forces within acceptable limits.
6 WELDING
6.1 All pipes welding shall be performed in accordance with ASME B31 requirements, using CONTRACTOR
welding procedures submitted to MSU for approval.
5.1 Where applicable, welded joints shall be stress relieved in accordance with ASME B31.
7 INSPECTION
Inspection of all piping shall be performed in accordance with CONTRACTOR Specifications procedures
submitted to MSU for approval.
8 PRESSURE TESTING
All pressure testing of pipe shall be performed in accordance with ASME B31.1 code and CONTRACTOR
Specifications submitted to MSU for approval.
9.1 Surface preparation and painting of pipe, valves and fittings shall be performed in accordance with CLIENT
Specifications: AR16021-M-T610-001 Standard Specifications for Field Coating of Underground Pipe and
AR16021-M-T610-002 Standard Specifications for Aboveground Pipe External Coating, submitted to
MSU for approval.
9.2 All flange surfaces and bolt holes, except for flange facings, shall be coated with primer and intermediate
coats prior to assembly. Pipe fittings and structured steel shall not be primer coated until all shop fabrication
has been completed. Final paint coating shall be performed after piping has been fully assembled and hydro-
tested.
10 THERMAL INSULATION
Piping shall be insulated where indicated on the AFC drawings. Insulation shall be applied as specified in CLIENT
Specifications AR16021-M-T620-001 Standard Specifications for Thermal Insulation, submitted to MSU for
approval.
The following nomenclature is to be used in identifying valves and lines designated on the mechanical flowsheets
and process piping drawings.
Each valve on the mechanical flow-sheets and piping drawings will be identified as shown below to denote
its piping specification, valve type, valve material, valve facing and special valve type. Each identification
valve shall be die stamped and a stainless steel tag that shall be secured to the valve with a heave gauge
steel wire. Such tags shall remain in place upon completion of fabrication.
