A certain plant of foods, home care and personal care products packed in small portions i.e. sachets generates 2,000 tons
of laminated non-biodegradable waste that gets piled up in dumping sites annually for the past 3 years in Laguna.

The plant has the following specific operational details:


1. Products produced: foods, homecare and personal products
2. Raw materials are either delivered in boxes, plastics or in solution tanks.
3. Packaging materials include a flexible packaging 2 ply laminates with amalgamations of different or similar films
designed to provide a synergy to optimise the mechanical and functional properties of each film when bonded
together. Different single ply films are bonded together to provide a complete laminate solution tailored to suit the
final product of the customer.
4. Composition of the 2 ply laminates:
a. Polypropylene (OPP) for biscuits, confectionery, snacks and nuts. Reverse printing gives a high gloss
while a matt appearance can be provided via matt film or by surface printed pattern matt lacquer.
b. Polyester/Polythene (PET/PE) are clear or metallised Polyester (PET) laminated to a Low Density
Polythene (LDPE) film in a typical 12/30 or 12/50 combination is extremely common in providing
excellent barrier properties against moisture and light for dried foods, powdered products and baking
c. Paper/Polypropylene (PAP/OPP) combines the traditional feel of paper in harmony with the technical
properties of BOPP which can be tailored to suit end user requirements, used as the secondary film for
beverage packaging to provide excellent moisture and aroma barrier
5. Laminate films can be ranging from as thin as 3.5 microns right up to 500 microns thick.
6. Finished products are delivered in paper boxes for other nearby provinces while delivered locally in plastic cases.
7. Plant will be run using a company owned coal-fired mini power plants to support the entire operations and
administrative offices power consumption. Back-up generators will also be provided in case of emergencies so as
not to disrupt the operations.
8. Due to emissions, the plant has a provision of using a wet scrubber utilizing ammonia as neutralizing agent.
9. The wastewater treatment plant will cater the 3,000 m 3 wastewater from the operations and storm drains. The
WWTP will be utilizing Return Activated Sludge aerobic treatment. Open dry bed is available for dewatering the
sludge.
10. A Material Recovery Facility for solid wastes generated in the production is used along with used fluorescent
lamps, batteries, rejected cartons or boxes, the tanks used to contain raw materials in the production line.

Based from the date given:


1. Determine the environmental impacts on the lithosphere of this plant. HINT: Conduct an inventory analysis and
impact analysis of all the solid wastes and hazardous wastes streams.
2. Propose a Solid Waste and Hazardous Waste Management Plan for the company.
3. Enumerate pertinent permits or certification needed to implement the proposed waste management plans.
