Friday, May 26th, Mayor Bowser Announces Summer Initiatives for DC Youth - Today, Mayor
Muriel Bowser was joined by District officials to highlight programming available to DC families and
youth throughout the summer months. Each year, the DC Government provides a range of resources and
programs to keep youth engaged, active, and safe, and with the end of the school year nearing, the
Bowser Administration is making a push to ensure all families are aware of the resources available.

In order to keep our youngest residents safe, healthy and learning, my Administration has worked to
provide a wide variety of camps, programs, and activities for youth across the city, said Mayor
Bowser. By collaborating across agencies and looking for new ways to engage families and young
residents, we are ensuring that more children and teens have access to engaging and meaningful
activities throughout the summer.

The Mayor also highlighted the Metropolitan Police Departments (MPD) summer crime initiative
which seeks to incorporate strategic prevention and focused enforcement in an effort to reduce the
incidence of violent crimes during the summer months. Summer programming and services highlighted
during the press conference include:

Department of Parks and Recreation Summer Camps and Programs - The Department of Parks and
Recreation (DPR) began registration for their summer camps earlier this year, and registration
opportunities still remain for some summer camps. Information about available camps can be found
HERE. DPR has also opened registration for summer programs, including fitness classes and art lessons,
and a program listing and more information is available HERE.

DC Public Schools Summer Learning Programs - The District of Columbia Public Schools continues
to offer summer learning programs for students in kindergarten through twelfth grade. Summer Learning
Program participants will meet Monday through Friday, June 26 through July 28, 2017. Grades K-8 will
convene from 8:00 a.m. 1:00 p.m., and grades 9-12 will convene from 8:00 a.m. 3:30 p.m. Families

Deputy Mayor for Health & Human Services Office, Safer Stronger DC Community Partnerships
- The mission of the Safer Stronger DC Community Partnerships (SSDCCP) Office is to foster a
community-oriented model to violence prevention and public safety. SSDCCPs violence prevention
strategy is rooted in a public health approach, recognizing that reducing crime is not accomplished
solely through law enforcement. Throughout the summer, SSDCCP emphasizes community outreach
and support, community stabilization, community building, and economic opportunity.

Metropolitan Police Department - Each of the past nine summers, MPD has identified five to six focus
areas that have experienced a high density of violent crime. Throughout the summer months, MPD then
focuses all available resources, utilizes the latest crime-fighting technology, and calls upon partner
agencies and organizations to assist in a coordinated effort to reduce violent crime in these areas. This
year, MPDs Summer Crime Prevention Initiative will focus on reducing violent crime, removing illegal
guns from our neighborhood streets, and holding repeat violent offenders accountable.

In addition, MPD will continue to host events like National Night Out, Beat the Streets, and community
bike rides. For more information about summer camps, programming, and events across the

Monday Thursday - Free Aerobics & Yoga Classes: These classes include Cardio-vascular exercises
from 10am 11am (Aerobics) and 9:30am-10:30am (Yoga) at North Michigan Park Recreation Center,
1333 Emerson St, NE. These physical fitness classes aimed at helping you lose weight; reduce high

blood pressure and cholesterol levels; and prevent or manage diabetes. Do something today that you will
thank yourself for in the future.

Friday, June 23rd, The Deadline for the Districts Extension of the Comprehensive Plan Amendment
Period: - During the Open Call period of the past two months, the DC Office of Planning has received
hundreds of Comprehensive Plan amendment proposals from stakeholders across the city. Based on
conversations with a variety of stakeholders, we expect hundreds more amendments will be submitted
before the original deadline of May 26. In response to requests from Advisory Neighborhood
Commissions and other community groups, the District will extend the Open Call for almost a full month,
through June 23.

The Comprehensive Plan is the 20-year plan the District government uses to guide future development
within Washington, D.C. It contains the maps and policies that influence the neighborhoods in which
residents live, work, shop, and play, as well as the investments the city makes in its services and
infrastructure. Most importantly, it is the primary tool that helps the District to manage change in a way
that embraces progress while protecting the qualities that make DC a special place.

Stakeholders interested in making an amendment to the Comprehensive Plan can find useful materials
under the Propose an Amendment tab on the [PLAN]DC website (https://plandc.dc.gov/), including: an
Amendment Submission Form; a How to Guide for submitting an Amendment; a Roadmap of planning

references; a set of Frequently Asked Questions; an Engagement Calendar; and an Evaluation Framework
which OP will use to screen amendment proposals.

During the extended period, the [PLAN]DC project team (https://plandc.dc.gov/) will be available to
provide assistance in drafting and submitting amendments. OP has also created the meeting in a box, a
kit containing all the materials a community representative would need to lead a conversation with
constituents about the Comp Plan amendment process. Interested parties may contact the [PLAN]DC
(https://plandc.dc.gov/) to ask questions or request resources. Those who do not wish to propose a
specific amendment, but instead would like to share a general idea for consideration may also write the
project team @ plandc@dc.gov.

Voting Items on May 16th:

5E06 Request for DCity Smokehouse to add outdoor seating of up to 45 seats along with overall
aesthetic improvements to public space along with DOEE: CM said BCA and neighbors support the
request. CM made a motion to support the request. The motion passed.

5E01 - Request for Charles Bergen Studio-Rhode Island Avenue Call Box Project: CG made a motion to
approve the request. The motion passed.

5E04 - Request to remove the curb cut at 72 Florida Avenue NE: CP requested that the company return
next month after they meet again with the ECA to clarify issues regarding the rear entrance. 72 Florida
Avenue, NE is the old Herson's Glass site. It is the proposed site of a self-storage establishment. Number
of units: ~1,500; Avg. unit size: 74 SF; Floors: 7 (because of the grade change, it will look like a 7-story
building from the front, a 4-story building from the rear); Parking: 23 spaces; Hours: controlled access
24-hours / day; There will be a security gate at the rear of the site.

5E05 - CT made a motion to accept the ratified revision to the Ambo LLC Settlement Agreement for 301
P Street NW. The motion passed. Due to its residential location, on May 24th, the Order was vacated and
the Retailers Class B License was denied by the ABRA Board.

5E01 - BZA Case #19377-Boundary Companies/St. Pauls College-3025 4th Street NE. CG summarized
the issues and concerns he and many residents in Brookland have about the proposed development
regarding population density, the loss of green space, the need for affordable housing, and the way in
which the Paulist property has been developed over the years in respect to the piece-meal development of
the area. CG and the ANC met several times to discuss the project and CGs conversations with the
developers. CGs final offer for approval was to reduce the number of units from 62 to 60 and to increase
the number of Inclusionary Zoning (IZ)/affordable housing units from 6 to 9 with 3 at 50% AMI, 3 at
60% AMI, and 3 at 80% AMI. Boundary Companies made a presentation. Dave Brown, a zoning lawyer,
made a presentation in opposition to the development. CG made a motion to support the BZA case given
the fact that the developers agreed to the reduced number of overall units and the increase in the number
of affordable housing units. The motion passed.

5E01 - ZC Case #15-02: Public Space Plan-Redemptorist Property-3112 7th Street NE: The Holy
Redeemer building and the remaining green space surrounding it will be part of a PUD covenant to
maintain the structure and green space as is. The application for making the building an official Historic
Building is a condition of the PUD approval. A resident let the commission know that the original
proposal included turning the building into condos. CG made a motion to support the application. The
motion passed.

5E04 - ECA proposal to approve amendments to the citys comprehensive plan regarding the area
encompassing and abutting Eckington: Commissioner Pinkney made a motion to support the ECAs
comprehensive plan amendment contingent upon an ECA member submitting an Office of Planning
application for each amendment and sending each one to Commissioner Pinkney, who will in turn share
them with all ANC 5E commissioners. The motion passed.

Community Concerns:

5E04 - Virtual Circle -- (Dave Thomas Circle): The multi-year study of the virtual circle culminated
with five scenarios. After the final scenario is selected the design phase will kick in. There are three
design phases for review where the community gets an opportunity each time to review and submit their
comments. In addition, the first phase, DDOT will prepare a public presentation for the community and
stakeholder.

5E09 ZC Case No 13-14 The Continuation of the Limited Scope Public Hearing on the Remand
(Adverse Impacts) of the McMillan Project has concluded. The next step is to receive the Zoning
Commissions response and the results of the Mayors Agent Hearing on the Project. ANC 5E hearing
submissions may be viewed at www.anc5e.org (Library).

DDOT provided info. The 311 # is the option for citizens to notify the city about traffic-related
mechanisms that have been implemented & are faulty (warning signs, faded crosswalk lines, etc.). New
traffic-related safety mechanism should be sent to DDOT through their website.

District Residents Provided With Recall Information on DC DMV Inspection Report. Driver and
vehicle safety is critical, and the District of Columbia Department of Motor Vehicles (DC DMV) has
added vehicle recall information to its inspection reports to raise awareness among District residents
about their vehicles. DC DMV began printing open recall data on its vehicle inspection reports, enabling
DC DMV employees to explain to residents what the recall information means and encourage them to
contact a new car dealership to schedule a repair appointment free of charge. By appointment only,
Honda technicians repaired vehicles with outstanding air bag inflator recalls on-site, while DMV
employees performed vehicle inspections on the vehicles. The collaboration between DC DMV & Honda
emphasized the importance of residents following up on air bag inflator and other safety-related recalls.

Department of Consumer and Regulatory Affairs: Construction will not be permitted on Memorial
Day, May 29, 2017. On this day, all construction work, for which a permit is required, is illegal and could
result in a Stop Work Order and may be subject to fines.

Harry Thomas Recreation Center 1743 Lincoln Road, NE: -- The outdoor pool opens this Saturday,
May 27th. Weekend operations only (Sat & Sun) from May 27th to June 18th; Sat 12pm-7:45pm; Sunday
12pm-6:45pm; Normal summer operations (6 days a week) starts Monday, June 19th. The pool is closed
on Tuesdays for cleaning. -- Adult flag football for women 18 and over. The team practices at Harry
Thomas Recreation Center on Thursday's 7pm- 9pm. Games are played on Sunday's at the Deanwood
Recreation Center. -- Softball community coed team now forming. For additional information on the
