1.

Public transport vehicles are unloading and loading passengers

anywhere even in the middle portion of the carriageway which cuts the
movement of other vehicles behind them.
2. Some areas lack pedestrian lanes. In other areas, pedestrians do not
use the pedestrian utilities provided for them. They tend to just cross
anywhere that impedes traffic flow as well as making themselves
vulnerable to accidents.
3. Implementation of traffic rules and regulations are not being carried
out strictly by traffic enforcers, thus violations are very widespread.
4. Some drivers of both private and public vehicles are intolerably
undisciplined. They do not follow traffic rules and regulations.
5. Parking spaces of establishments near the intersections are not enough
to cater the number of their customers vehicles, hence their
customers tend to park in a way that the back of their cars protrude in
the carriageway which makes the roadways narrow for other road
users.
6. Air pollution has been observed as well as noise pollution wherein
these are brought about by the transportation system which impacts
the environment.
7. There is an insufficiency of traffic signs and pavement markings on
roadways.
8. The presence of transport terminals near the intersections impedes the
flow of traffic every time they enter and go out in their respective
terminals.
9. Road networks are not properly maintained. Potholes on pavements
affect the flow of vehicles along the roadway.
10. Some vehicles are not fit to travel, thus they block the roadway
once their car gets busted while travelling.
Traffic Surveillance Cameras (TSC)

To address the problems on traffic violators, TSC should be installed on

the most congested areas of the city, specifically the Balzain Rizal
and Balzain Tanza Intersections. Through these cameras, authorities
can monitor the traffic flow as well as traffic violators. Visible
surveillance cameras posted at intersections can encourage safe
driving habits and discourage moving violations. Whether they're
recording traffic patterns for future study and observation or
monitoring traffic and issuing tickets for moving violations, traffic
cameras are an explosively popular form of video surveillance.

Vehicle Counting System (VCS)

The wireless vehicle counting system is perfect for automatic vehicle

counting on congested areas of the city for data gathering and analysis
purposes. Places that require detailed reporting of automated vehicle
counts can be easily done through this system. The data gathered from
this scheme can also be uploaded on the local governments website
for real-time traffic updates. Motorists will be able to access it through
their mobile phones to know what specific zones to avoid or what route
will make their travelling faster.

Global Positioning System (GPS) Based Mobile Applications

The use of Global Positioning System (GPS) based applications is not

new in the field of traffic management. Although it is not popularly
used here in Tuguegarao City, it is a very powerful tool in traffic
management. The government should develop GPS-based mobile
application (app) especially designed for Tuguegarao City. The vehicle
owners can register on this app providing their driver information and
other necessary records for vehicle monitoring and real time traffic
updates.
Collision avoidance systems

These are installed sensors on highways to notify motorists that a car

is stalled ahead. The use of these can lessen collision accidents if not
prevent it. No accidents means no likelihood of congestion.

Smart Parking System (SPS)

One of the causes of this excessive amount of time spent on the road
in private road transport is the need to spend time looking for free
parking spaces. With the use of SPS, motorists will immediately be
able to locate vacant parking lots through the help of social
networking and media sharing sites or applications.
