However,despitetheexistenceofdifferentclassesinthesocialstructure,practically
everyonehadaccesstothefruitsofthesoil.Moneywasunknown,andriceservedasthe
mediumofexchange.

WhentheSpaniardscametothePhilippines,theconceptofencomienda(RoyalLand
Grants)wasintroduced.ThissystemgrantsthatEncomienderosmustdefendhis
encomiendafromexternalattack,maintainpeaceandorderwithin,andsupportthe
missionaries.Inturn,theencomienderoacquiredtherighttocollecttributefromtheindios
(native).
Thesystem,however,degeneratedintoabuseofpowerbytheencomienderosThetribute
soonbecamelandrentstoafewpowerfullandlords.Andthenativeswhooncecultivated
thelandsinfreedomweretransformedintomeresharetenants.

zonesconsistsofoneormoremunicipalitieswithconcentrationofARCpopulationto
achievegreateragroproductivity.

officerstosupportundermannedadjudicatoryboardsandintroducequotasystemtocompel
