Dear Cluster Friends,
On behalf of the Cluster House I have pleasure to invite you to join the Balkan & Black Sea Cluster
Network.
Mission of the network is cluster synergy in the BBS Region in order to develop transnational
projects, approach development funds and appear on new markets. The membership is free. The
Cluster House, as the initiator and coordinator of the BBS Cluster Network, developed the model for
development of the SMEs and clusters in transitional countries that encourages synergetic effects of
the cross-border cluster cooperation in the region. The models includes information, tailor made
trainings and business learning trips, conferences, fairs, R&D and business projects preparation,
implementation, monitoring and evaluation, mentoring and coaching, promotion and networking.
Since November 2012, 56 clusters organizations and supporting institutions officially joined to The
BBS Cluster Network. The Cluster House Business Network consists of over 3000 contacts with
economic development experts, institutions, business organizations, clusters and SMEs in the region.
Partnership with European Cluster Collaboration Platfrom and other European netwroks and with
global business networks such the Global TCI Network in Barcelona, Spain www.tci-network.org
helps us to ACT LOCALLY AND THINK GLOBALLY.
The BBS Cluster Network contributes:
Improvement of Cluster Development in the region primarly through boosting
internationalization of the clusters cooperation;
Efficient access of cluster organizations to development funds;
Logistic-informational centre of the BBS Cluster Network, located at the Cluster House,
makes possible support in order to encourage networking, capacitz building, promotion and
internationalization;
The Balkan Black Sea Conference DAYS OF CLUSTERS organization;
Similar business and development inter-cluster connecting events with the aim of a better
positioning and more successful development of cluster organizations in the region.

OHRID THE CITY OF CLUSTERS IN THE BBS REGION IN 2016

At the 7th Balkan and Black Sea Conference Days of Clusters from September 22-24 in Ohrid,
cluster family and friends had the great opportunity to exchange knowledge and experience, meet
each other, create new partnerships and all of those together with enjoying in Macedonian
hospitality, delicious food, wine, history, nature, music

This years conference gathered 150 cluster-based economic development experts, academicians
and cluster experts from the 5 continents: Asia, Australia with Oceania, North America, Africa and
Europe; 27 countries had been involved in the practitioners and academic tracks preparation and
implementation: New Zealand, South Korea, USA, Malawi, Australia, France, Italy, Netherlands,
United Kingdom, Tunisia, Montenegro, Denmark, Germany, Austria, Check Republic, Poland,
Slovenia, Hungary, Croatia, Romania, Bulgaria, BiH, Albania, Greece, Turkey, Macedonia and Serbia.

The conference DofC 2016 is organised under the patronage of the President of the Republic of
Macedonia H.E. Prof. Dr. Gjorgje Ivanov, supported by the Macedonian Academy of Sciences and
Arts, Prof. Dr. Taki Fiti, President and the Governance of the Cyril and Methodius University, Skopje,
Macedonia. The Cluster House www.clusterhouse.rs is a founder and was a co-organizer of the
conference. The National Centre for Development of Innovation and Entrepreneurial Learning
NCDIEL Skopje Macedonia was a host of this years conference www.ncdiel.mk. Conference co-
organizers were the Ministry of Economy of the Republic of Macedonia and the Faculty of
Mechanical Engineering, Ss. Cyril and Methodius University Skopje.

The key supporting institutions of this years conference were The Global TCI Network Barcelona,
inno TSD, the European Cluster Collaboration platform, Black Sea Horizon project, Hungarian
International and Cluster Unit of the Ministry for National Economy; Romanian ClusteRo, Czech NCA,
France Clusters and the Balkan & Black Sea Cluster Network.
The DofC conference became a leading cluster event in the Southeast Europe, which had been
held in Nis/Serbia 2010 2012; Sofia/Bulgaria 2013, Tekirdag/Turkey 2014 and Brasov/Romania
2015. This years conference had been initiated by Doc. Dr. Nikolina Trajanoska, co-chairman of the

conference, head of Unit for Industrial policy, MofE of the Republic of Macedonia and realised in one
year's dedicated enthusiastic partnership between Dr. Danka Milojkovic, co-chairman of the
conference, general director of the Cluster House, Nis, Serbia and director of the Global TCI Board of
Directors, Barcelona, Spain and Prof. Dr. Radmil Polenakovik, co-chairman of the conference,
president of the National Center for Development of Innovation and Entrepreneurial Learning

The DofC 2016 mission was achieved the cross cluster collaboration between countries in the
Balkan and Black Sea Region, with the aim to maximize the cluster concept capitalization in their
economies, successfully strengthened. The conference contributed to socially balanced economic
development and employment creation in the BBS region; enabling business environment for SME
development based on collaboration between public sector, academia, financial organizations,
media and business community; establishment of the public-private dialogue for advocating for the
needs of SMEs; exchange of knowledge and experiences in the cluster based economic development
in developed countries, countries in transition and developing countries; transnational cross clusters
networking and efficient approach to EU and other development funds.
This years conference consisted of three main tracks:
Practitioners track for cluster managers, managements and companies
Academic track with focus on academics and researchers, reviewed by Scientific Committee
members from 16 countries, 2 continents, and
Macedonian clusters track.

Cluster development is a unique concept that pro-actively includes the human side of management
emotions, humour, fun we were playing the cluster-based economic development game in our
region and jointly enjoying in making the successful Balkan and Black Sea cluster story, and the
region of proud people.

Clusters and their members from the Balkan and Black Sea Region, as drivers for economic
development, presented their successful stories and good practices. Special focus this year was
devoted to tourism, wine and textile.
We attended two specially created cluster development workshops facilitated by Mr. Vedat KUNT,
VEGO Consulting Izmir Turkey, a member of the Global TCI Network and Mr. Ifor FFOWCS-WILLIAMS,
Cluster Navigators New Zealand, a member of the TCI Advisorys Board. After two-days conference
we continued our learning on the Wine Cluster Study Trip to Tikves Region, the oldest wine
production region in the Balkans.

University from Daegu South Korea, we had an opportunity to
hear how associative models, such as network, clusters, hubs,
parks, can foster innovation in Korea, specifically the experience
of KICOX, Mini-clusters in Mega Regional Economic Areas in the
Republic of South Korea.

One of the most important conference achievements is the


signing of the GRAND TRANSNATIONAL AGREEMENT ON
CLUSTER-BASED COOPERATION BETWEEN THE SOUTH KOREA
AND THE BALKAN BLACK SEA CLUSTER FAMILY WITH FRIENDS,

The specific objective of the Agreement is developing of all forms of activities in the field of
education, science and economy, for the purpose of protecting and ensuring the common interests
of significance for the development and growth of the economy of South Korea and the Balkan Black
Sea Region, as well as the education of staff for the needs of the economy as a whole.

The general objectives of the Agreement are bridging the transnational regions closer based on the
development of cluster-based socio-economic, R&D and twinning programmes.

The Agreement will be an additional bridge (a tool) in connecting the BBS region with the Global TCI
Asia and Oceania Chapter with the aims to support cluster-based P2P, B2B, B2C, C2C connecting;
transfer of know-how; boosting of the R&D and innovations; exchange of students; better bridging
the social-cultural and language differences; investment promotion based on building trust, respect
and mutual understanding; all this due to jointly contribution to protecting peace in the world
through the support to the transnational sustainable socio-economic development and growth
programmes and projects.

HARBOR ON THE EUROPEAN CLUSTER MAP

Under the motto Clusters. Danube Strategy. Bioeconomy, over 200 participants from Germany,
Austria, Italy, the Czech Republic, Slovakia, Hungary, Serbia, Bulgaria, Romania and the Republic of
Molodva have debated along the 2 days of the 5th Romanian National Cluster Conference over the
role of clusters in the definition of innovation ecosystems at European Level with focus on
bioecoomy Strategic cluster planning, the transfer of best practices, innovative solutions for SME
development, international bilateral B2B and C2C meetings organized under the auspices of the
Enterprise Europe Network have been the main topics of the conference alongside the meetings of
the Danube Startegy experts of the Priority Axis 8 Competitiveness.

The national cluster conference is the main annual event of the Romanian Cluster Association
CLUSTERO, a representative community of practice of Romanian clusters at national and
international level. The 2016 conference has been organised in Galati by the SE Cluster Consortium
of CLUSTERO led by Mr. Daniel Cosnita and the Industrial Park Galati having as main co-organisers
the Romanian Ministry of Foreign Affairs, Clusteragentur Baden Wuerttemberg led by Dr. Gerd
Meier zu Kcker, a Global TCI Network member and the Romanian Association for Knowledge
Economy Promotion.

In Romania there are 88 cluster initiatives recorded by the Romenian Ministry of Economy. There are
27 winners of the structural funds cluster financing programmes. There are 28 ESCA Bronze Labeled
Clusters and 8 ESCA Silver Labeled Clusters. Romanian Association of Clusters ClusteRo has 33
members. Since the cluster organizations for accessing to EU funds have to be registered in PADOR
and has the ESCA certification, the Romanian cluster accreditation system based on ESCA is one of
excellent examples for strategical approach of the cluster-based economic development and growth
in country and boosting internationalization of the clusters cooperation.

THE FIRST CZECH-SERBIAN CLUSTER-BASED SME FORUM IN NIS, SERBIA

The first CZ-RS Cluster Forum was held in Nis, Serbia from 13 -
14 October 2016
Within the accompanying business matchmaking event
between Czech Republic and Serbia in Novi Sad in September
2015, under the patronage of the Czech Prime Minister Mr.
Bohuslav Sobotka and Serbian Prime Minister Mr. Aleksandar
Vui, supported by the Czech and Serbian Chambers of
Economy, the MoU between the Czech National Cluster
Association and the Serbian Cluster House had been

The six-month project CZ-RS CrossClustersNETworking SME Trade Bridge, based on the setting up of
trade cooperation between export oriented SMEs in Czech and Serbia using the clusters as an
efficient tool for transnational connections, started in May 2016. The mission of the project is to
encourage cross-border cooperation between small and medium-sized enterprises - members of the
export-oriented clusters through trade cooperation, joint ventures and investments, exchange of
knowledge, transfer of know-how and access to new markets.

The project is implementing in the framework of Aid for Trade Programme Serbia, co-funded by
the Ministry of Industry and Trade of the Czech Republic, the Check Development Agency, the
Serbian Cluster House and non-financially supported by the Ministry of Trade, Tourism and
Telecommunications of the Republic of Serbia and the Czech Embassy in Belgrade.

The Forum gathered 12 representatives of the Czech clusters and companies in the following areas:
EU funded projects. Food processing. Wellness and Health Tourism. Metal sector. Machinery
industry. Packaging, chemical industry, bio medicine, recycle industry/waste collection and
treatment. Energetics, ecology, oil and gas processing. Wood-processing, Furniture production.
Nanotechnology - Agriculture and Food Industry , Chemical Industry (Plastic Material Production) ,
Textile industry functionalized membranes, application of special composite Nano fibrous yarns.
After four monthsinformation, promotion and identification SMEs and clusters who are interested
in cooperation with Czech business partners in Nis, the center for setting up business cooperation
between the both countries, the Cluster House hosted almost 100 SMEs and clusters in Ni, Serbia
and contribute to over 60 B2B, C2B and C2C matchmaking meetings.

From 1-3 November 2016 the Serbian Cluster Family will visit Prague with the aim to further develop
business cooperation which started in Serbia and to support transfer of lessons learnt and the best
practices in the filed of cluster-based economic development.
The following project outputs will be achieved:
- export-oriented clusters and SMEs in the CZ & RS is mapped and business cooperation is
initiated
- interactive web platform/forum for direct business cooperation between the CZ & RS
developed
- case studies of the successful internationalisation of SMEs in clusters in CZ & RS are created
- Internationalisation strategies of two clusters in CZ & RS are prepared.
