REGULATION ORDINANCE NO. 2017-003

AN ORDINANCE PROHIBITING THE CARRYING OF BACKPACKS,
GLASS BOTTLED AND CANNED DRINKS DURING FESTIVALS AND
BIG EVENTS IN ILOILO CITY

WHEREAS, the Locar Government Unit (LGU) may legislate measures for the
go of the greater majority under the general welfare clause of the Local Government

WHEREAS, the lloilo City celebrates Dinagyang, Paraw Regatta, Chinese New
Year, Jaro Fiesta, Charter Day .and District Fiestas;

WHEREAS, backpacks may be used as containers which people could easily

use to conceal items that could cause harm, such as bladed weapons, firearms,
explosives, harmful chemicals and the like;

WHEREAS, canned and glass bottled drinks and beverages abound during the
celebrations and pose dangers to people;

WHEREAS, public safety supercedes convenience during the festivals and big
vents when roads are closed and crowds are densely packed.

NOW, THEREFORE, be it ordained, as it is hereby ordained by the lloilo Cfty

Council, in session assembled, that this ordinance be passed, to wit:

Section 1. - Carrying of backpacks is hereby prohibited during festivals and

celebratlons i.n PNP designated. areas~

Section 2. - All stores and vendors selling soft drinks, beers and other beverages
are hereby required to provide plastic and/or styro cups where they can transfer the
liquid contents of the said bottled drinks;

Section 3. - Violations of this ordinance shall be meted the hereunder penalties:

1) People caught carrying glass bottles, sharp and blunt objects and other
deadly weapons on the street during the Dinagyang shall be brought to the nearest
police station for proper disposition;

2) Confiscated backpacks without harmful contents shall be turned over to the

police for safekeeping and returned to the owner after the event;

3) Stores and vendors selling soft drinks, beers and other beverages not using
plastic and/or styro cups during the Dinagyang cel.ebration shall be fined Five Hundred.
Pesos (Php 500.00) to be paid to the City Treasurer's Office and be issued official
receipts by the said office.

Section 4. - Repealing Clause. All ordinances inconsistent with the provisions of

this ordinance are hereby repealed;

Section 5. - Effectivity Clause. This ordinance shall take effect immediately upon
approval and henceforth be enforced every Festivals and Big Events in lloilo City.
