At the outset, I wish you and your family a very Happy Diwali.
May this festival of lights brings all happiness, good health
and wealth in your life!
We had submitted a lot of representations to the Ministry of Health & Family Welfare, Govt.
of India, but nothing has come out till now. From time to time the Ministry of Health & Family
Welfare, Govt. of India constituted expert committees on its own and all meetings were
held and gave their inputs but they kept on lingering and no firm decisions were taken. IRIA
has been helping and cooperating Govt. at all levels however, its representations on various
issues of the PC & PNDT Act are still unresolved. It appears that either Government is
unable to do anything or does not actually want to do anything on this matter. In
such a scenario our innocent members are suffering from this injustice. With extreme
pain and in all consciousness, we have been forced to give Ministry of Health &
Family Welfare, Government of India 4 weeks time to come out with solutions to our
problems (at no point of time we neither want the PC & PNDT Act to be soft to
culprits nor we want to run away from it), we shall be constrained to go on indefinite
stoppage of all Sonographies and all Obstetrics and Gynaec works including IPD
and OPD and wherever Sonography is used in practice till the solution of our
problems. There shall be no consulting as well and no diagnostic centre or Radiology

Dept. of Hospitals shall be working and for which we shall not be responsible. We
do understand our duties and responsibilities but not at the cost of lives of our
colleagues who continue to suffer. So IRIA is gearing for show down, so start sensitizing
other members about the same for the big day. Members are requested to get ready for the
same and support this movement and strike.
As already informed that the Honble High Court at Aurangabad has directed the Appropriate
Authorities to consider renewal and new registration on merit and not to give reference of
new amendment which denied renewal of registration of issuing fresh registration against
whom cases are pending in court of law. Members are requested to kindly inform the IRIA
HQ if any Appropriate Authority is not following the said court order.
All the state chapters and its members are once again requested to give names of the
culprits whoever are indulging in heinous act of sex determination and sex selective abortions.
Members are requested to make list of such culprits and give it to state Appropriate
Authorities. If the state chapters do not want to give it to their Appropriate Authorities, they
can send the same to IRIA HQ and office shall send the same to the concerned Appropriate
Authorities and Health Ministry. It is high time for everyone to start becoming pro active on
these issues. Every state chapter and members will have to work on this matter and get
results.
As already informed that Indian Radiological & Imaging Association does not approve or
support the practice of giving or taking cuts or commissions. I hereby call upon all our
members not to indulge in any such unethical and illegal practices. This is also against the
ethical code of conduct as per rules of Medical Council of India. IRIA strongly condemn
such practices.
I appreciate Dr. Sanjay Jain, Editor-in-Chief, IJRI for excellent job of bringing the Journal in
time. I also appreciate Dr. Deepak Patkar, Chaiman and Dr. M.P. Goyal, Secretary ICRI for
their good work. I appreciate the Building Committee under the Chairmanship of Dr. R.K.
Mathur for striving hard to further improve upon the facilities at our IRIA House, New Delhi.

IDoR 2015: The Indian Radiological & Imaging Association is now a proud participant of the
4th International Day of Radiology 2015 (IDoR-2015), which was celebrated on 8th November,
2015(The120th anniversary of the X-rays). This is a global initiative from European Society
of Radiology (ESR), American College of Radiology (ACR) and the Radiological Society of
North America (RSNA), which was initiated in 2012. The theme for IDoR 2015 is Pediatric
Radiology. On this occasion, IRIA HQ organizd an academic programme on Pediatric
Radiology for Radiology Residents (PGs and SRs) on 8th November, 2015 at IRIA House,
New Delhi. The purpose of celebrating this day is to create awareness about the increasing
role and relevance of Radiology and the Radiologists in the current healthcare system.
The day marks the recognition of Radiologys impact on modern Medicine.
PC & PNDT and Strike: The PC PNDT act was enacted by the parliament in the year
1994 with the noble intent of arresting the alarming decline in the sex ratio in the country.
The emphasis was to nab the wrong doers who participate in this heinous crime. Even
after 21 years of being in force, the expected outcome has not been realized. The
implementing authorities however wield extra ordinary powers under the act. The doctors,
particularly the Radiologists have been at the receiving end due to arbitrary and unjustified
manner in which the authorities have chosen to enforce the provisions of the act. A glaring
example has been stringent punishment for even the minor clerical errors in the Form F.
The Form F has become a tool of harassment and humiliation being heaped upon the
radiologists to the extent of stopping them from practicing and causing loss of social and
professional reputation. Whereas the radiologists are being selectively targeted for
punishment despite being in the knowledge of the fact that there are other stakeholders
involved in this heinous crime.
There is need to have a relook at PC & PNDT Act in toto and suitable amendments are
needed to address the draconian provisions and arbitrary implementation by the appropriate

authorities. The role, responsibilities and accountability of various stakeholders need to be
formulated unambiguously after a thorough consultation process. We at IRIA are willing to
extend our expertise and services in pursuing the noble goal. The arbitrary implementation
and lack of focus on other stake holders is causing considerable unrest among the radiologist
as we are being portrayed as the sole perpetrators of the inhuman act. If suitable and
urgent corrective measures are not taken by the authorities at various levels, then we may
be constrained to give up the practice of obstetric ultrasound in the long run and go on
indefinite strike. We have requested Ministry of Helath & Family Welfare, Govt. of India to
take immediate action to address legitimate issues of radiologists and prevent suffering
patients.
Also there are lot of problems in newly introduced ART Bill 2014 which is totally against the
rights of Women for health who want to avail infertility treatment, Gynaecologists and
Radiologists and it also needs consideration by the Ministry of Health & Family Welfare,
Govt. of India.
CME Programmes: Dr. Gyan P. Lal CME was held on 15th and 16th August, 2015 at KREST
Auditorium, Hyderabad. AOSOR-IRIA Conjoint session was also held during this CME. The
theme of the CME was Chest Imaging.
Dr. Harnam Singh CME was held on 11-12 July, 2015 at Guwahati. The theme of the CME
was Women Imaging.
I congratulate the organizers of these CMEs for providing excellent educational programme
to the residents and young radiologists.
Dr. Rajendra Rao CME will be held on 21-22 November, 2015 at J S S Auditorium, (JSS
Hospital Campus) Mysore. The theme of the CME is Abdomen Imaging. I wish the CME a
great success.
IREP: The second IREP was held on 26-27 September, 2015 at Hotel Residency,
Coimbatore, which was very succesful. I congratulate the organizers for the same.
Guidelines for CME & IREP: The guidelines for organizing the IRIA funded CME and
IREP have been reviewed as decided in the CCM and published in this issue for your
inputs.
Fellowship Grants: Members can apply for the IRIA International Travel Fellowship Grant
for ECR, ICR, AOCR, KCR, CCR, RSSC and RSNA. All the state chapter office bearers
are requested to inform all members in their respective state chapters about it so that
maximum members can take benefit of these fellowships.
I am pleased to inform you that 50 annual conference travelling fellowships have been
started from Agra conference for the delegates attending the annual conference of IRIA.
Members are requested to apply for these fellowships.

Progress of AOCR 2018: The proposed dates for AOCR 2018 are 18th to 21st January
2018. The venue has been finalized as Renaissance Mumbai Convention Centre Hotel-
Marriott. Mumbai is the bustling metropolis, the commercial hub of India, a cosmopolitan
city which has privilege to host many international conferences. We assure at least 3500 to
4500 radiology participants during AOCR 2018. We have already deposited a total of USD
20,000 to AOSR as per constitution and bid process of AOSR.
Save the Girl Child Campaign during CMEs/Conferences: As already intimated, all the
state chapters are requested to kindly arrange to have a parallel session on Female Feticide
& Save the Girl Child for the awareness of the delegates and local public in particular to
sensitize and bring awareness about the Female Feticide and Save the Girl Child.
Information on Website and News Bulletin: All the state chapter office bearers are
requested to kindly inform about their state chapter programmes, activities, and state
conferences including CME programmes so that it may be published in the News Bulletin
and uploaded on the IRIA Website www.iria.infortheinformationofmembers.
IJRI: As decided, from January 2015, our Journal has become e-Journal. The limited printed
copies are published as per requirement from members on a nominal cost.
ICRI: It is good to note that ICRI is conducting the IRIA funded CME programmes successfully.
ICRI has also made Speaker Bank. If any member feels that his/her name should also be
added to the Speaker Bank, he/she should send application along with Bio data, specialty
and area of interest to ICRI for consideration. This National Speaker Bank shall be used by
the Scientific Committee of National Annual Conference, CME/IREP of IRIA.
IRIA House: IRIA House at New Delhi is our valued asset, where we have our Central
Office, Conference Hall and six Guest Rooms for use by our members. As you are aware
that the entire 3rd Floor has been given on rent to an NGO called M/s Inspire Network for
Environment. The Building Committee under the chairmanship of Dr. R.K. Mathur and his
team is striving hard to further improve upon the building.

Nominations for Shree K.R. Gupta Memorial Life Time Achievement Award for the year
2017 are hereby invited from all the state chapters of IRIA and nominated Central Council
Members representing Direct Category. The recipient, as selected by the award committee,
shall be awarded in the inaugural ceremony of 70h Annual Conference of IRIA to be held at
Jaipur after ratification by the GBM of IRIA to be held in Bhubaneswar in January 2016. I am
enclosing herewith eligibility criteria guidelines for this award for your kind information and
needful. This award would be decided by the Award Committee.
1. No more than one nomination can be proposed from every state chapter.
3. The decision of the Award Committee shall be based on the following things:-
i. Contribution to IRIA.

iii. Contribution to the medical fraternity and members welfare.

The Shree K. R. Gupta Memorial Life Time Achievement Award is designed to honor a
senior radiologist in recognition to his contribution to the IRIA fraternity as well to the society.
ELIGIBILITY
1. The recipient should be a regular and active Life Member of IRIA of at least 35 years
duration, age above 60 years and a bona-fide resident of India.
2. Should have served/practiced in India for more than 30 years.
3. Should have a reasonable record of interest in IRIA with reasonable participation in
IRIA activities. Preference is to be given to those who have held office at State and or
Head Quarter level.
4. Should have an outstanding record of professional service and professionally he/she
must have a state/national level status.
5. Should possess a status and image of a respected person with high sense of profound
dedication and moral integrity. There should be no doubt about his/her professional
and personal integrity.
6. The recipient of any prestigious awards of IRIA namely
(123.and) shall be considered as an additional qualification.
PROCEDURE
1. The award will be awarded each year during the Annual Conference of IRIA at the
Inaugural Ceremony.
2. The name shall be recommended by the State chapters of IRIA. Direct Members can
be recommended directly by Direct members.
3. This award will be decided by the Award Committee as constituted in the Bye Laws of
the Association.
4. The Award shall be in the form of a Medal, a Scroll, a Shawl and a Shriphal with a
flower bouquet given by the IRIA Office from the interest earned on the corpus fund.
5. The recipient of the award will be given economy class air fare by the IRIA office and
the hospitality will be provided by the Organizing committee of the national conference.

KCR- 2015 and Asian Radiology Foundation (ARF) Meet 2015
The Asia Radiology Foundation (ARF) Meeting was held on 11-09-2015 at Seuol
Korea during KCR 2015. Representative from all Asian Countries participated in first
ARF and gave presentation regarding activities and background of their association.
The session was chaired by Dr. O.P. Bansal, President Elect IRIA and Dr. Sheung
Hyup Kim, President of KSR. It was decided that ARF meeting will be held annually.
Dr. O.P. Bansal proposed that one meeting should be held during AOCR which is held
biannually and for second meeting different Asian Countries can bid to host it during
their annual conference and it was unanimously approved. It was also decided to have
close interaction between different societies and invite faculty and office bearers on
reciprocal basis. It was also discussed the possibilities of offering fellowship for
residents Dr. O.P.Bansal and other office bearers of different Asian Societies thanked
KCR for initiating this unique concept of ARF. Dr. O.P. Bansal, President Elect, IRIA
thanked KCR for giving an opportunity to President Elect IRIA to Chair the session.

Report of International Day of Radiology 2015
(IDoR 2015)
November 8 is the International Day of Radiology and this year it marked the 120th
anniversary of Wilhelm Conrad Rntgens discovery of x-rays. This day is celebrated
globally as an integrated initiative from several apex Radiology societies. This year
the theme was Pediatric Imaging and the important role that radiology plays in the
detection, diagnosis and management of a wide variety of diseases affecting children,
and the special treatment younger patients need.
Indian Radiological & Imaging Association celebrated this day at IRIA House, New
Delhi by organizing a scientific programme on Paediatric Imaging in Competitive
Paper presentations and Quiz. The celebration was meant to provide a platform for
residents to present their Radiology research and to improve their scientific
presentation skills.
Dr. O.P. Bansal, President Elect, IRIA presided over the programme on behalf of
President and Secretary General IRIA. Dr. Lalendra Upreti and Dr. Atin Kumar were
the co-ordinators. Dr. Akshay Kumar Saxena, the Super Specialty Head for Paediatric
Imaging evaluated the abstracts for various presentations and judged the competitive
papers. 45 Radiology residents from various parts of India, including Hyderabad and
Aurangabad attended the programme along with faculty which included Dr. Lalendra
Upreti, Dr. Akshay Saxena, Dr. Atin Kumar, Dr. Manisha Jana and Dr. Natasha Gupta.
The programme ended with prize distribution to the winners for Competitive paper
and Quiz categories.

It is for the second time that IRIA organizing such type of Symposium in collaboration with
KSR. Six eminent speakers each from Korea and India delivered their talks. There was
panel discussion and eminent speakers from KSR and IRIA took part in the panel discussion.
I am thankful to Dr. O.P. Bansal who was the Chief Coordinator along with Dr. Raju Sharma,
Dr. Lalendra Upreti, Scientific Coordinators and Dr. Atin Kumar, Dr. Raghav Aggarwal, &
Dr. Pankaj Sharma- Coordinators for their active support to make this Symposium very

& Oceanian Society of Radiology (AOSR) and IRIA. Dr. T. Mandapal, Dr. Ashu Seith Bhalla
and Dr. N. Eshwar Chandra from India were the faculty from IRIA and Dr. William Yung
Liang Wan from Taiwan, Dr. Chang Hyun Lee from Korea and Dr. Tadashi Watabe from
Japan were the faculty from AOSR.
In addition, Guest Lectures by eminent faculty across the country, Exhibition of Scientific
posters were included in the two days Scientific Program. The Image interpretation session
by Dr. Ashu Seith Bhalla, Professor of Radiology from AIIMS was well appreciated.

Report of academic activities conducted by Delhi state chapter
Delhi IRIA has been very active in organising academic events this year. Please find below
the details of the events organised since april 2015 onwards.
1. The IRIA Resident Education Program was conducted on 27-29th April 2015 and was
attended by more than 300 people including 262 registered resident delegates.
2. CME on Spine Imaging was conducted on 30th May 2015 at IRIA House, New Delhi. It
was attended by 130 delegates. It had 5 lectures, a spotters session and a film reading
session. There was also case presentations from the residents. Dr. Raju Sharma and Dr.
Lalendra Upreti were among the prominent faculty for the CME.
3. CME on Temporal Bone Imaging was held at AIIMS, New Delhi on 13th June 2015. It was
attended by 150 delegates. It had 6 lectures including film reading sessions. Dr. Rajesh
Gothi and Dr. Ashu Seith Bhalla were among the prominent faculty. The residents also had
a long session on case presentations wherein prizes were given for best presentations.
4. Musculoskeletal Ultrasound Workshop was conducted on 12th July 2015 at IRIA House,
New Delhi. It was attended by a total of 120 delegates. Dr. Raghav Aggarwal, Dr. Mahesh
Prakash and Dr. JP Singh were among the prominent faculty members. There were didactic
lectures, video presentations and hands-on training for the delegates.
5. Oncology Imaging and Interventions Update was held on 30th Aug 2015 at Delhi State
Cancer Institute (East). It was attended by 150 delegates. Dr. Supreeta Arya and Dr. Suyash
Kulkarni from Mumbai were among the prominent speakers besides faculty from Delhi.
6. Obstetric Ultrasound CME was held on 20th Sep 2015 at Army Hospital R&R, New Delhi.
It was attended by 325 delegates. Dr. BS Ramamurthy from Bangaluru and Dr. Ashok
Khurana were the prominent speakers besides Dr. Bhupendra Ahuja from Agra and Dr. Anju
Garg from Delhi. The CME had live demonstrations of obstetric cases as well as didactic
lectures.
7. A CME on Head and Neck Imaging was conducted on 27th Sep 2015 at India Habitat
Centre in collaboration with Bayer Zydus Pharma (STAR Program). It was attended by 150
delegates.
8. As an endeavour to fulfil our social responsibility, a breast cancer awareness public
health program was organised by Delhi IRIA in collaboration with BLK Super speciality
Hospital on the 18th October 2015 at BLK Hospital, New Delhi. Ms. Meenakshi Lekhi, Member
of Parliament from New Delhi, was the chief guest for the program. In this initiative, health
talks were delivered for general public for the importance of screening for breast cancer
and its treatment options available. A health camp was organised wherein the general public
was provided facilities for free registration, free health check up for breast examination and
free subsequent mammography if indicated. A total of about 400 people were present for
the event with more than 200 registrations for the breast cancer screening health camp.
Besides these events, Delhi IRIA was also involved in organisational help for National IRIA
events - the KSR-IRIA Friendship symposium held on 27th July 2015 at India Habitat Centre
and the International Day of Radiology 2015 commemorative session on pediatric imaging
held on 8th November 2015 at the IRIA House.

As it has been decided that ICRI shall conduct four IRIA funded CME Programmes in a
year in different zones of the country, therefore, the ICRI is inviting applications from all the
state chapters of IRIA for organizing four IRIA funded CME programmes conducted by ICRI
to be held in the year 2016-17. The four CME programmes shall be held on any four themes
as mentioned below.

3. Genito Urinary Imaging
4. MSK Imaging
5. Head & Neck Imaging
6. Chest Imaging
7. Small Part Imaging

Proposed Amendment in the Eligibility and Guidelines for
Life Time Achievement Award of IRIA
As decided in the July CCM, necessary amendments has been proposed to the existing
eligibility and Guidelines for awarding the Shri K.R. Gupta Life Time Achievement Award.
Members are requested to kindly go through the same and give their valuable inputs
which would be put up in the CCM for further discussion and forwarding to the GBM for
ratification.
The Shree K. R. Gupta Memorial Life Time Achievement Award is designed to honor a
senior and eminent radiologist in recognition to his/her contribution to the IRIA fraternity as
well to the society.
ELIGIBILITY

THE DECISION OF THE AWARD COMMITTEE SHALL BE BASED ON THE
FOLLOWING CRITERIA:-
PROCEDURE
1. The award will be awarded each year during the Annual Conference of IRIA at the
Inaugural Ceremony.
2. The name shall be recommended by the State chapters of IRIA. Direct Members
can be recommended directly by Direct Members.
3. This award will be decided by the Award Committee as constituted by the President
IRIA. The decision of the Award Committee shall be final and binding. If any of the
eminent members whose nomination is received for this award and or his/her
colleague in the association tries to influence or put blame/pressure on the Award
Committee, his/her nomination shall be considered as invalid.
4. The Award shall be in the form of a Medal, a Scroll, a Shawl and a Shriphal with a
flower bouquet given by the IRIA Office from the interest earned on the corpus fund.
5. The recipient of the award will be given economy class air fare by the IRIA HQ and
the local hospitality will be provided by the Organizing Committee of the national
conference.

IRIA sponsored and ICRI conducted CME programmes
As decided in the July CCM, necessary amendments has been proposed to the existing
guidelines for IRIA sponsored and ICRI condcted CME programmes. Members are
requested to kindly go through the same and give their valuable inputs which would be
put up in the CCM for further discussion and forwarding to the GBM for ratification.
A. Organizing Committee:
*Note: The member(s) from State Chapter authorized by IRIA Hd. Qtrs. to
coordinate for organizing IRIA CME Programme conducted by ICRI shall
not use their designation in state in any of the stationery, banners,
brochures, certificates etc. of the IRIA CME Programme.
Schedule of CMEs:

1. The ICRI shall invite bid applications from all the state chapters/UT of IRIA through
email and October issue of the News Bulletin. The last date of receipt of bids in the
ICRI Office shall be 31st December.
2. The bidding state chapter would ensure adequate attendance of delegates including
faculty.
3. If there is less attendance during the CME and organizing state chapter could not
ensure good attendance, then that state chapter would not be considered for
organizing CME for next five years.
4. The Bid from the state chapter shall clearly mention the Dates, Theme and Venue
of the proposed CME.
5. The bidding application should be accompanied by a resolution from the state chapter
for organizing the CME which should be signed by President, Secretary, Hon.
Treasurer and 5 other office bearers of the state chapter.
6. The bids received by the ICRI shall be put up for approval in the Governing Body
meeting of ICRI and Annual Central Council Meeting of IRIA held during the Annual
Conference of IRIA.
7. If there are more than four bids, preference to organize the IRIA CME shall be given
to the state chapter who have either never hosted IRIA CME or have hosted IRIA
CME earlier than the other bidders of the IRIA CME.
2. Local Organizers: The state chapter who has been allotted the CME is the local
organizer of the CME and office bearers of the state chapter authorized at the time

of allotment of CME and State Chapter hosting the CME shall be responsible for
successfully organizing the CME.
4. Duration of CME Programme: The duration of the any IRIA Sponsored CME
program conducted by ICRI shall be for two days preferably on Saturday and Sunday.
5. Delegates: For each CME, approx. 150 to 250 members are expected. No non-

6. Venue of CME: The local organizers shall not have any authority to change the
venue of the CME. If there is any issue of certain protocols, then medical college/
institution should be avoided as venue of the CME.
8. Scientific Coordinator: The SSH (as per theme of the CME) shall be the Scientific
Coordinator of the CME. He/she shall be responsible for finalizing the Scientific
Programme along with local Coordinators and Chairman & Secretary of ICRI. If
there is no SSH, then Secretary ICRI shall act as Scientific Coordinator.
9. Faculty: The faculty from outside the state chapter organizing the CME should not
be more than five. TA and Accommodation shall be paid only for this faculty. The
local faculty from organizing state chapter should not be paid TA. If any foreign
faculty has to be invited, it shall be the responsibility of the organizing state chapter.
10. Scientific Programme: The Scientific Coordinator shall finalize the faculty in
consultation and approval from Chairman and Secretary, ICRI under intimation to
Secretary General, IRIA. Few copies of brochure of IRIA CME Programme have to
be sent to the Central Office, IRIA & ICRI for records. Central Office, IRIA will publish
the information of IRIA CME program in the Website and News Bulletin for information
to all the members of IRIA. There cannot be any Oration of the state chapter during
the IRIA Sponsored CME.

11. Budget: The total budget for the IRIA CME Programme is Rs 2.5 lakhs per CME. If
the expenses exceed Rs 2.5 lakhs, the same can be borne by the State chapter
where the CME programmes is being organized or the state can raise the funds
from the Healthcare Industry.
12. Payment of Bills: IRIA HQ shall directly pay the bills to the vendors as per heads
as mentioned below, and the same should be signed by the organizing Secretary
(Secretary General, IRIA) of CME Programme and Treasurer of IRIA for payment
from the Central Office, IRIA.
15. Brochure/Certificate: The joint messages from the President, IRIA and Chairman,
ICRI has to be published in the Brochure. The Brochure should carry the names of
the office bearers of IRIA, ICRI and Organizing Committee as specified in Rule A.
The Certificate should carry the names of all the Organizing Chairmen, Organizing
Secretaries and Scientific Coordinator. IRIA HQ shall provide model brochure and
certificate to the local organizers.
16. Progress of CME: The authorized member(s) in the state shall keep Secretary
General, IRIA and Secretary, ICRI informed about the progress of IRIA sponsored
CME from time to time.

Proposed Amendment in the Eligibility and Guidelines for
IREP.
As decided in the July CCM, necessary amendments has been proposed to the existing
guidelines for IREP. Members are requested to kindly go through the same and give
their valuable inputs which would be put up in the CCM for further discussion and for-
warding to the GBM for ratification.
1. Two IRIA Resident Education Programmes (IREP) of 2 days each shall be conducted
in a year.
2. Morning 4-5 hours must be used for lectures on topics relevant for exams and
somehow inputs from residents registering for the programme shall be sought for
that and also for the faculty.
3. Topics like Film Reading Sessions, How to Write Reports, How to write Scientific
Papers, Mock-Exams preferably conducted by people who regularly go for taking
M.D. and D.N.B. exams, can be taken up in the afternoons.
4. IREP is mainly for the Residents who are the Provisional Life Members of the
Association but Life Members can also attend the same if the total number of
delegates does not exceed 150. All delegates must be Provisional Life/Life Members
of IRIA.
1. The Central Office, IRIA shall invite bid applications from all the state chapters/UT
of IRIA through email and October issue of the News Bulletin. The last date of
receipt of bid in the Central Office, IRIA shall be 31st December.
2. The bidding state chapter, venue should have adequate number of Medical Colleges/
Institutions and Residents in the state so that the IREP can have attendance of 150
delegates including faculty.

3. If there is thin attendance during the IREP and organizing state chapter could not
ensure good attendance, then that state chapter would not be considered for
organizing IREP for next five years.
4. The Bid from the state chapter shall clearly mention the Dates and Venue of the
proposed IREP.
5. The bidding application should be accompanied by a resolution from the state chapter
for organizing the IREP which should be signed by President, Secretary, Hon.
Treasurer and 5 other office bearers of the state chapter.
6. The bids received by the Central Office, IRIA shall be put up for approval in the
Annual Central Council Meeting held during the Annual Conference of IRIA.
7. If there are more than two bids, preference to organize the IREP shall be given to
the state chapter who have either never hosted IREP or have hosted IREP earlier
than the other bidders of the IREP with adequate number of PG institutions, and
Medical Colleges.
C. Organizing Committee:
The President/Secretary General, IRIA (any one) and Faculty which should not be more
than five are the official delegates/faculty members for IREP.

The applications are hereby invited for IRIA National Annual Conference Travel Fellowship
Grant for 69th Annual Conference of IRIA, to be held at Hotel Swosti Premium, Bhubaneswar
from 21st to 24th January, 2016 as per guidelines as given below.
GUIDELINES
1. There shall be 50 Travel Fellowship Grants for IRIA National Annual Conference every
year.
2. A grant of Rs 10,000/- per candidate shall be given to the candidates as selected by a
committee consisting of President and Secretary General, IRIA as per guidelines.
3. IRIA Central Office shall communicate clear guidelines and rules and regulations to all
members of IRIA about this information to apply for this grant through IRIA Website &
News Bulletin.
1. ELIGIBILITY
i. This grant is exclusively for residents (post graduate students and senior
residents) who are Provisional Life Members/Life Member of IRIA for minimum
one year duration as of 31st December and practicing in India as per Central
HQs. records.
ii. The members of the state in which the Annual Conference of IRIA is being hosted shall
not be eligible to apply for this Fellowship.
iii. Members should apply through specified form available in IRIA News Bulletin and website
on or before the specified date to the IRIA HQ.
iv. The grant shall be awarded only to those residents whose oral presentation has been
accepted. The Candidate should be the first author and also the presenting author.

v. A copy of the abstract and letter of acceptance should be submitted along with
application. The letter of acceptance should be mailed to the IRIA HQ if it is received
after the last date of submission of applications.
vi. The work presented should be his/her personal work preferably done in India.
vii. A total of 10 grants shall be reserved for residents whose paper has been accepted for
competition category in oral paper presentation. In case there are more than 10
candidates the grant shall be awarded by the draw of lots. Remaining 40 Fellowships
will decided by draw of lots at November CCM, if required.
viii. In case a candidate has more than one accepted presentation only one entry shall be
considered for award and draw of lots.
ix. Once selected, the particular member is not eligible to apply for the same again.
x. The list of selected candidates, after draw of lots (if required during the November
CCM), shall be displayed on the website.
xi. The grant amount shall be reimbursed only after submitting the copy of presentation
certificate of the Annual Conference to the IRIA HQs by the member.

LEAGL OPINION REGARDING ICRI VOTERS AND
ELECTION OF OFFICE BEARERS OF ICRI
Relevant aspect of Clause 43 of the Constitution of Indian Radiological and Imaging
Association (IRIA), having to do with the issue put to me for legal opinion, reads as follows:-
.....Election of the office bearers of ICRI will be conducted by the Secretary General, IRIA
on the pattern of IRIA and only eligible members of ICRI will participate....
It is observed that the above clause creates a slight anomaly in the election method of
Indian College of Radiology and Imaging (ICRI) as well as the relationship of ICRI with the
IRIA and hence needs to be corrected.
Admittedly, ICRI has no independent, standalone status; it being a body created and provided
for under the constitution of IRIA. On the one hand the existing clause relating to the election
of office bearers seems to suggest that members of the IRIA who were not the members of
the ICRI cannot vote to elect members of ICRI; on the other hand ICRI had no independent
existence or status outside IRIA!
To correct this anomaly, resolutions were moved at the Extraordinary Governing Body of
ICRI on 25.05.2014 and by the General Body of ICRI on 29.01.2015. The General Body of
IRIA, which is the supreme body, also approved these decisions of the General Body of
ICRI vide resolution dated 30.01.2015, subject to the opinion as to the legality of the proposed
amendment.
I have gone through the constitution of the IRIA and have noted that ICRI has no independent
existence and is a body created and catered to under the IRIA constitution only (clause 18,
19 and 20 of the constitution of IRIA). At the same time General Body of the IRIA is the
supreme body for making decisions of IRIA (clause 18 of the constitution of IRIA) which
includes provision for ICRI.
Further, under clause 26 of the constitution of IRIA, the General Body of IRIA has the power
to amend any part of the constitution of IRIA, including the provisions relating to every
aspect of the ICRI.
Conjoint reading of the above said clauses of the constitution of IRIA leaves me with no
doubt that the amendments proposed are properly so done and can be given effect to so
as to ensure that all the members of IRIA (as mentioned in clause 11) can vote to elect
office bearers of the ICRI whether or not they are themselves members of the ICRI.
