In 2013, there are a total of 52, 126 registered Labor Organizations with about 3.

2 million
members across the Philippines. 32.3% or 16, 828 of these registered Labor Organizations with
1, 391, 621 members are Private Sector Unions, while 3.4% or 1,776 unions with 462, 835
members are Public Sector Unions. The remaining 64.3% corresponds to the 33, 522 total
Workers Associations with 1, 429, 966 members. Based on the data gathered by the Department
of Labor and Employment from 2007 to 2013, unionization in the private sector increases in an
average of 1.55% per year while unionization in the public sector increases in an average of 4.9%.

The 16,828 registered Private Sector Unions in the Philippines are composed of 10 Labor Centers,
3 Industry Unions, 135 Federations and 16,680 Enterprise Based Unions. Such Enterprise Based
Unions can either be Federated Unions or Independent Unions. In 2013, 9,317 or 56% of the
Enterprise Based Unions are Federated Unions while 44% of it are Independent Unions.

With regard to the employees organizations in the Public Sector, it was reported that 43.2% are
in the Local Government Unit, 37.7% belong to the National Government, 13.9% are in various
State Universities, and the remaining 5.3% are employed in Government Owned and Controlled
Corporations.

Of the 16, 680 Enterprise-Based Unions, there are 1, 375 registered Collective Bargaining
Agreements (CBA) which exist, covering 227, 049 employees in various fields and industries such
as Agriculture, Hunting & Forestry, Manufacturing Industry, Transport, Storage and
Communications. Majority or 58% of these CBAs are negotiated by Affiliated Unions while 42%
were entered into by Independent Unions. Moreover, a total of 118 Collective Negotiation
Agreements were also made which covers 28, 092 workers.
