AnnexSL
The introduction of Annex SL (previously ISO Guide 83), which describes the framework for a generic
managementsystem,willestablishanewcommonhighlevelstructure,identicalcoretext,commontermsand
coredefinitionsacrosstheISOManagementSystemStandards(MSS).AllnewMSSwilladheretothisframework
andallcurrentMSSwillmigratetotheframeworkattheirnextrevision.
TheframeworkcontinuestobebaseduponthePlan,Do,Check,Act(PDCA)model,butusesarevisedtenclause
layout:

Thisnewconsistentandcompatiblestructureshouldbenefitthoseorganisationswishingtohaveanintegrated
managementsystemthatconformstomorethanoneMSS.
RevisionofISOStandards
AllISOMSSareperiodicallyreviewed,generallyeveryfiveyears,toestablishifarevisionisrequiredtokeepit
currentandrelevantforthemarketplace.BothISO9001(QualityManagement)andISO14001(Environmental
Management)arecurrentlyintheprocessofbeingrevisedand,assuch,willshortlybecomealignedwiththe
requirementsofAnnexSL.

ISO9001iscurrentlyattheFinalDraftInternationalStage(FDIS),thefifthstageofasixstageprocess,withthe
newversionduetobepublishedinSeptember2015.ISO14001iscurrentlyattheDraftInternationalStage
(DIS),thefourthstageintheprocess,withthenewversionduetobepublishedbytheendof2015.Afterthe
revisionshavebeenpublished,organisationswillhaveathreeyeartransitionperiodwithinwhichtomigrate
theirmanagementsystemstotheneweditionofthestandard.

AhighlevelsummaryofthekeychangestoISO19001andISO14001isprovidedbelow.

ISO9001:2015(QualityManagement)
AlignedwithAnnexSLstructure.
Emphasis on leadership: top management will need to make sure that the requirements of the
managementsystemareintegratedintotheorganizationsprocessesandthatthepolicyandobjectives
arecompatiblewiththestrategicdirectionoftheorganization.
Focusonriskmanagement:organizationsmustbeabletodemonstrateanunderstandingofbusiness
risks,planactionstoaddresstheserisksandopportunities,integrateandimplementtheactionsinto
theirmanagementsystemprocessesandevaluatetheeffectivenessoftheseactions.
Emphasis on objectives and measurement: objectives must be consistent with the quality policy,
measurable(ifpracticable),monitored,communicated,andupdatedasappropriate.Objectivesshould
includeplansonhowtoachievethemaswellashowtheresultswillbeevaluate.
Communicationandawareness:thereisanincreasedemphasisonawarenesstoensurethateveryone
knows the implications of not conforming to the management system requirements. Organizations
mustalsodevelopacommunicationplanaddressingbothinternalandexternalcommunications.
Fewerprescriptiverequirements:thereisamovementfromdocumentsandrecordstodocument
information which appears to be more accepting of electronic documents and document control

approaches.Theorganizationwillretaintheflexibilitytodeterminewhenproceduresareneededto
ensureeffectiveprocesscontrol.

ISO14001:2015(EnvironmentalManagement)
AlignedwithAnnexSLstructure;
Newtermsanddefinitions:topmanagement,complianceobligation,environmentalcondition,risk,
environmentalperformanceandlifecycle.
Leadershipandtopmanagement:newcompetenceandawarenessrequirements.Topmanagement
willneedtomakesurethattherequirementsoftheenvironmentalmanagementsystemareintegrated
intotheorganizationscorebusinessprocessesandthattheenvironmentalpolicyandobjectivesare
compatiblewiththestrategicdirectionoftheorganization.
Risks associated with threats and opportunities: there is a new requirement to understand the
organizationscontextinordertobettermanagerisksassociatedwiththethreatsandopportunities.
Theidentificationandevaluationofenvironmentalaspectsmusttakealifecycleperspective.Focusis
alsoplacedonidentifyingissuesorchangingcircumstancesrelatedtotheneedsandexpectationsof
interested parties (including regulatory requirements) and local, regional or global environmental
conditionsthatcanaffect,orbeaffectedby,theorganization.Onceidentifiedasapriority,actionsto
mitigateadverserisksorexploitbeneficialopportunitiesmustbeintegratedintheoperationalplanning
oftheenvironmentalmanagementsystem.
Protectingtheenvironment:theenvironmentalpolicywillneedtocommittotheprotectionofthe
environment,includingpreventionofpollutionandothersspecifictothecontextoftheorganization
(forexamplesustainableresourceuse,climatechangemitigationandadaptation,andprotectionof
biodiversityandecosystems).
Compliance obligations: there is a requirement to maintain knowledge and understanding of
compliancestatusanddeterminefrequencyofcomplianceevaluation.
Valuechainplanningandcontrol:consistentwithalifecycleperspective,thereisarequirementto
control or influence upstream and downstream processes, including outsourced activities (e.g.
transport,endoflifetreatment/disposaletc.)andtheprocessesgoverningprocurementofgoodsand
services.
Communication: there are enhanced requirements related to communication to ensure that
environmental information communicated is consistent with information generated within the
environmentalmanagementsystem,andisreliable.
Continualimprovement:thereisashiftinemphasistowardsimprovingenvironmentalperformance
ratherthanimprovingthemanagementsystem.
Fewer prescriptive requirements: There is a movement from documents and records to
documentinformationwhichappearstobemoreacceptingofelectronicdocumentsanddocument
controlapproaches.Theorganizationwillretaintheflexibilitytodeterminewhenproceduresare
neededtoensureeffectiveprocesscontrol.

OHSAS18001(OccupationalHealthandSafetyManagement)
For health and safety management, the most recognised standard currently available is BS OHSAS 18001
(Occupational Health and Safety Management). Although not an ISO standard, OHSAS 18001 has been
developedtobecompatiblewithISO9001andISO14001,allowingtheintegrationofquality,environmental
andoccupationalhealthandsafetymanagementsystems.

In2013,ISOapprovedthecreationofanewprojectcommitteetotransformOHSAS18001intoanISOstandard,
ISO 45001. The stated purpose of ISO 45001 is to enable an organisation to proactively improve its OH&S
performanceinpreventinginjuryandillhealth.

ThecommitteedraftofISO45001waspublishedinJuly2014forcomment.Followingfeedback,thetimelinefor
futurerevisionsisasfollows(althoughdatesaresubjecttochange):DISpublishedinApril2015,FDISpublished
inJune2016,followedbythefinalISO45001standardpublishedinOctober2016.
