SECTION 1

1.0 SCOPE OF THE SPECIFICATION

1.1 The Indian Railways employ 220/25 kV or 132/25 kV or 110/25 kV or 66/25 kV


traction substation (TSS) for supplying power to the 25kV overhead lines for electric
traction.

1.2 This specification covers the technical requirements for Gas Insulated Switchgear
(Indoor/Outdoor) for 220/25 kV or 132/25 kV or 110/25 kV or 66/25 kV traction
substation (TSS) complete with all accessories for trouble free and efficient
performance including supply, design, manufacture, testing and installation &
commissioning of SF6 gas-insulated switchgear and associated equipment for use in
Unattended / attended Railway Traction Sub- Stations in any part of India for
controlling Power Supply to the 25kV a.c. 50 Hz Single Phase System for Traction
Overhead Equipment (OHE).

1.3 The Gas Insulated Indoor switchgear shall be complete with all parts, fittings,
Vacuum Bottle and accessories necessary for its efficient operation, including
mounting frame work. All such parts, fittings and accessories shall be deemed to be
within the scope of this specification, whether specifically Mentioned or not. The Gas
Insulated Indoor switchgear shall be of proven design.

1.4 The Gas Insulated Indoor switchgear shall be installed by the Purchaser / Indian
Railways. However, in case a defect / deficiency are noticed, the manufacturer /
successful tenderer will have to depute his Engineer for necessary remedial action
without any cost to the Railways. In all the cases in which an order is placed either
on new Manufacturer or for a new type/ design of the Gas Insulated Indoor
switchgear, the services of Manufactures Engineer shall be made available free of
cost during the installation and proving / pre-commissioning test. For this purpose,
prior intimation regarding the date and the location shall be given by the purchaser
to the successful tenderer / manufacturer.

SECTION 2

GOVERNING SPECIFICATIONS

2.1 The Gas Insulated switchgear (Indoor / Outdoor) shall, unless otherwise specified
herein, conform to the latest revision of specifications/IEC as indicated below and the
Indian Electricity Rules, wherever applicable.

2.2 Any deviation from this specification, proposed by the tenderer for improving the
performance, utility and efficiency of the equipment, will be given due consideration
provided full particulars of the deviation with justification are furnished. In such case,
the tenderer shall quote according to this specification and the deviations, if any,
proposed by him shall be quoted as alternate/alternatives.

2.3 In case of any overlapping or conflict between the contents of the above standards
and this specification, the stipulation of this specification shall prevail.

DESIGN CRITERIA /CONSIDERATION

The following aspects shall be kept in mind while designing the equipment for its
better and efficient performance in field.

3.1 VIBRATIONS

The equipment are expected to be installed on foundation in the ground or on steel


structures located by the side of Railway tracks and be subjected to vibrations due to
the passage of trains. The amplitude of these vibrations lies in the range of 30 to
150 microns, with instantaneous peaks going up to 350 microns. These vibrations
occur with rapidly varying time periods in the range of 15 to 70 s.

3.2 CLEARANCE AT SUBSTATIONS:

Normally a minimum clearance of 500 mm & 1300 mm is provided between any live
part at 25 kV & earth and 132kV & earth respectively.

3.3 OPERATING CONDITIONS:

The Equipments, shall be suitable for use in tropical climate and in areas subjected to
heavy rainfall, pollution due to industrial and coastal climates and severe lightening
surges in India.

3.4 RATED NORMAL CURRENT:

The rated normal currents of components shall be 2000A and it should also be
stated in the Technical data and shall be valid for design ambient temperature of
50 C.

3.6 PROTECTION SCHEME

Following functions are available in the Protection Relay Incomer & Outgoing
Feeders.

3.6.1 The faults in the OHE are isolated by the feeder circuit breaker which operates
through either one or more of the following relays:

(i) Distance mho relay


(ii) Instantaneous over- current relay
(iii) Wrong phase coupling relay and
(iv) High speed inter tripping relay

3.6.2 The faults in the traction transformer are isolated by one of the following relays:

(i) Differential relay


(ii) IDMT over current relays for the primary (HV) as well as for the
secondary (LV) side.
(iii) Instantaneous earth leakage relays on the primary (HV) as well as for
the secondary (LV) side.
(iv) Auxiliary relays for transformer faults ie. Buchholz, excessive winding
and oil temperature trip and alarm and low oil level alarm

3.6.3 The faults in the shunt capacitor bank are isolated by one of the following Relays:

(i) Over Current Relay


(ii) Over Voltage Relay
(ii) Under Voltage Relay
(iv) Neutral Current Relay

3.6.4 In the event of the 25kV feeder as well as Transformer Circuit Breakers Failing to
operate under fault conditions, the Circuit Breakers on the Primary side of the
Transformer operates to isolate the fault.

3.7 DUTIES OF THE CIRCUIT BREAKER

3.7.1 The Circuit breaker will be used at the following locations in the 25kV a.c.,
50Hz single phase / two phase Traction System.

(i) As Transformer Circuit Breaker on the secondary side of Traction


Transformer for Voltage of 25kV.
(ii) As Feeder Circuit Breaker for controlling Power Supply to OHE through
Interrupters for Voltage of 25kV.
(iii) As Shunt Capacitor Bank Circuit Breaker for controlling Power Supply to
Shunt Capacitor Bank for Voltage of 25kV.
(iv) For controlling Power Supply to major yard or loco sheds for Voltage of 25kV.

3.7.2 Special Duty to be performed by 25kV Circuit breaker

3.7.2.1 The 25kV Circuit breaker shall be called upon to trip under short- circuit
conditions. On an average, the number of fault tripping seen by the
Feeder Circuit Breaker per month is about 40 Nos, but in exceptional
cases the number of fault tripping per month may go as high as 120
numbers. The magnitude of short circuit current interrupted generally
ranges from 2kA to 8kA. The Circuit breaker shall also be called upon to

clear wrong phase coupling on the OHE when two sections of the OHE fed
by different phases from adjacent Sub-Stations are accidentally shorted.

3.7.2.2 The 25kV Circuit breaker will also required to interrupt the line charging
and magnetizing current of locomotive transformers without re-strike.
Values of line charging current are of the order of 10A and values of
Magnetizing current for locomotive/ EMU are likely to be as under:

(a) Locomotive - 6.38 A

(b) EMU - 6.0 A

3.7.2.3 The 25kV Circuit breaker will normally operated through Remote
Control. A single shot auto re-closing scheme provided the Remote
Control System to facilitate the re-closing of the Circuit breaker automatically once
within the preset dead time after the tripping of the Circuit breaker on an OHE
faults. This feature helps in quick Restoration of Power Supply to the OHE if the
fault is of a transient Nature. The Dead Time is the period taken by the auto re-
close Mechanism to close the Circuit breaker after the same has tripped on fault is
set at 0.5 sec.
3.7.3 The Circuit Breaker of 66kV, 100kV, 110kV, 132kV and 220kV is used on Primary
side of Traction Transformer and also for incoming & Outgoing Transmission line at
Traction Substation.

3.8 DUTIES OF INTERRUPTER

3.8.1 The Interrupter is used at the following locations in the 25kV AC 50 Hz,
Single Phase / two phase Traction Systems

(i) As Sectioning Interrupter at Sub Sectioning and Paralleling Posts (SSP)


(ii) As Paralleling Interrupter at Sectioning Post (SP) and Sub Sectioning and
Paralleling Post (SSP)
(iii) As Bridging Interrupter at Sectioning Post (SP) and
(iv) As Feeding Interrupter at Feeding post (FP)
(v) As Bus Coupler Interrupter at TSS
(vi) For controlling Power Supply to Major Yards / Loco Sheds

3.8.2 The Interrupter is called up on to perform the following duties:-

(i) Making short circuit current


(ii) Making and Breaking Traction load currents from very low
Capacitive or Inductive Current to rated normal current
(iii) Carrying normal rated current continuously and
(iv) Carrying short circuit current until the fault is cleared by the Circuit
Breaker up-stream

SECTION 5
DESIGN FEATURES OF SF6 GAS INSULATED SWITCHGEAR

5.1 GENERAL DESCRIPTION:

The SF6 insulated switchgear shall be of pre-fabricated metal construction.

The Indoor GIS shall have VCB, Three Position Disconnecting Switch and Bus Bars
shall be enclosed in SF6 Gas Single panels, each built up from a modular range of
separate functional units, can be combined to produce the specified switchgear
configuration. The modular units comprise:

a) Standard basic module: Incorporating the vacuum circuit-breaker


b) Floor-pan module, flange-mounted to the lower part of the basic module,
with:
A wide range of cable connection options, appliance couplers for outer
cone-type cable connection systems
Current transformers
c) Cable compartment:
A metal-enclosed, air insulated clad compartment, with:
Cable support for single and multiple cable installation
Sufficient space for installation of current transformers
Circuit-breaker and three-position switch drives are to be designed with mechanical
interrogation interlocks and shall include all necessary auxiliary devices (auxiliary
switches, releases etc.)

The three-position disconnector (ON-OFF-EARTH) is to be designed with separate


manual and/or motorized drives for the disconnector and earth switch functions.

The GIS enclosure shall be sectonalised for each equipment into modular units or
compartments, each separated by gas barriers with an effective sealing system.
Each compartment shall be provided with the necessary piping valves to allow
isolation, evacuation and refilling of SF6 gas without evacuating of any other
section.

All switching device drives shall be located outside of the gas compartments, for
easy access.

Under normal operating conditions for indoor switchgear units in accordance with
IEC-50594 and when complying with the specified number of operations, no
maintenance is required.

5.2 FUNCTIONAL COMPARTMENT:

Circuit-breaker compartment - Gas insulated


Busbar compartment - Gas insulated
Cable connection / transformer clad compartment are to be equipped with
individual pressure relief devices - Air Insulated

5.3 SWITCHGEAR OPERATOR INTERFACES REQUIREMENTS:


A standard mechanical user interface, ergonomically Positioned at a
convenient height. It must be visible directly without opening of doors etc.
The user interface comprises all the mechanical, panel- related interfaces
and continuous interrogating interlocks.
All the basic mechanical ON/OFF of CB, Isolator & earth switch operation,

manual spring charge of CB must be possible without opening the door to


ensure the operator safety.
Mechanical mimic directly linked to mechanism should be provided at the
panel front door.
The basic switchgear unit is to be designed for suitable free- standing
installation within a switch room.
The Interlocking shall be as per IEC.

5.4 FUNCTIONAL INTUITIVE OPERATOR INTERFACE DESIGN

The SF6 Gas insulated switchgear shall be characterized especially by the following
operating features:
Ergonomic operability
Logical operation
Logical function states
Good visual communication of the overall function and operating states
Optimum operator guidance
All operations can be performed optionally via a motor-operated
mechanism

The mechanical control panel is located at an optimum height for operation and
arranged in a recessed position on the switchgear front. Thus, the operating area
is clearly visible while no control elements protrude from the switchgear front.
The position of the individual elements has been selected according to their
function, i.e. according to their allocation to the correspondi ng device functions.
The elements which form part of a switching device, such as position indicators,
crank ports or mechanical push buttons, are visually linked by a specific pattern
and integrated in a mimic diagram. Mechanical operation is performed the same
way as with the habitual operation with stationary switching devices. Separate
control elements and mechanical switch position indicators are available for the
following functions:
Circuit-breaker ON - OFF
Disconnector ON - OFF-EARTH

5.5 BUSBAR / PANEL CONNECTIONS:

The gas-insulated busbar sections of the single panels shall be connected via
single-pole solid-insulated connection elements which allows for easy exchange
of a cubicle without SF6 works. Busbar connection to be designed in such a way
that no adjacent panels must be moved or opened for exchange of a panel.

Busbar couplings between adjacent panels should be designed with a


minimized quantity of electrical sealing joints.

5.6 GAS COMPARTMENT TECHNOLOGY:

A Temperature Compensated Gas Monitoring Device shall be provided on the


GIS to constantly monitor the Gas Pressure inside the Gas Tank.
By design there should be no need for gas works during the whole
time on site, not even for exchanging a center panel or extendi ng the
switchgear at later stage, e.g. no gas handling shall be necessary during

the anticipated service life of the switchgear, under normal operating


conditions. (The gas-filled clad compartments are to be designed to be
maintenance-free and hermetically sealed pressure systems in accordance
with IEC 62271-200).
The switchgear panels shall be filled with gas and checked for leakage in the
factory. For a proper recycling / emergency replacement, a gas valve in gas
compartment has to be provided. In addition, the standard tools for filling the SF6
Gas also have to be provided.

All the live parts including the VCB, Three position Disconnector, and
main busbar shall be encapsulated in stainless steel enclosure filled with
SF6 gas.

5.7 INSULATING GAS:

Insulating gas Type Sulphur hexafluoride (SF6) Design pressure at 20 c For 25 kV


Class - 0.05 MPa

5.8 INSTALLATION FACILITY:

The panels are to be delivered to the Traction Sub-Station (TSS) as


factory assembled and routine tested units. After linking the panels (or panel
assemblies) by the busbar connection system and connection of the power
and control cables the system should be ready for operation. No gas filling is
required at site during bus bar connection & installation.

SECTION 6
CIRCUIT BREAKERS

6.1 The Single-pole vacuum circuit breaker with its maintenance-free vacuum
interrupters is installed horizontally in the gas compartment.
6.2 The CB shall be spring operated, motor charged, and manually released
spring closing mechanism. The speed of closing operation shall be independent
of the hand-operating lever. The indicating device shall be mechanical type
directly linked to the mechanism & shall show the OPEN and CLOSE position of
b r e a k e r visible from front of the cubicle. The spring charging time of the
motor shall not exceed 15sec in case of Vacuum Circuit Breaker. The ''TRIP" and
"CLOSE" coils shall be of reliable design and low consumption.
6.3 The Breakers shall be capable of Making & Breaking the short time current
in accordance with the requirement of IEC 62271-100 and latest amendment
thereof. The continuous current rating of breaker shall not be less than 2 0 0 0 A
for outgoing feeders and incomer feeders.
6.4 Comprehensive interlocking system to prevent any dangerous or inadvertent
operation shall be provided. Two stage gas density alarm and lockout system with
local and remote indication shall be provided.

6.5 Emergency mechanical trip push button on each CB shall be provided on panel
front & shall be accessible. Spring charge indication to be provided. The vacuum
circuit-breakers are to be equipped with
- Spring-stored-energy operating mechanism with motor, auto-reclosing
- Mechanical OPEN and CLOSE buttons
- Closing solenoid
- Shunt release Operating cycle counter
- Auxiliary switch with at least 6NO + 6NC available Auxiliary switch for "spring
charged" signal

6.6 The circuit-breaker has to control at least 20,000 Make-Break cycles (One
operating cycle of making & Breaking) operations at rated current or 100
breaking operations at rated short-circuit breaking current without maintenance.
The mechanical life of the vacuum interrupter has to comprise at least 20,000
operating cycles.

6.7 The operating mechanism must be maintenance-free without time limit up to


10,000 operating cycles. It should be designed so that the CB can be operated from
the operating mechanism cubicle itself as well as remotely from the control panel
in the TSS and also from the remote control centre (RCC) which is situated away
from the CB. For his purpose Local/Remote two way selector switches which shall
be provided in the operating Mechanism cubicle.

6.8 In the event of 110V battery supply voltage dropping below 85V 3V which is the
minimum voltage prescribed for operation of tripping coil to trip the Circuit Breaker,
the Circuit Breaker should trip automatically at 85V 3V by means of a suitable
arrangement like Capacitive trip Device (CTD).
6.9 The Circuit Breakers shall be fitted with an electrical anti-pumping device, to give
priority to tripping command in case of a persisting closing command being
simultaneously present.
6.10 The closing coil and opening coil shall be suitable for operation from 110V dc power
supply from a battery. The closing coil shall be suitable for operating at a voltage
variation of +10% to -15%, while the opening coil shall be suitable for operating at a
voltage variation of +10% to -30%.

SECTION 7

ASSOCIATED EQUIPMENT OF GAS INSULATED SWITCHGEAR

7.1 ISOLATORS AND EARTHING SWITCHES

Isolators or isolators combined with earthing switches (3 position switches) shall be


motor operated. In cases of emergency, manual operation must be possible.

The earthing position must be visible via a mechanical position indicator (MIMIC)
directly connected to the drive shaft on panel front side.

The mechanical operation of isolator / 3 position disconnecter switch must be


possible with door closed condition for operator safety.

7.2 INSTRUMENT TRANSFORMERS:

Only Conventional inductive voltage and current transformers according to IEC


60044-1 and IEC 60044-2 or electronic current and voltage transformers to IEC
60044-7 and IEC60044-8 or a combination of both are acceptable. Current &
voltage Sensors are not acceptable.

a) CURRENT TRANSFORMERS:

The current transformers shall be toroidal-current transformers and shall be


located outside the Gas Compartment.

The transformer ratio, the accuracy class and the performance load to suit
the requirements.

7.3 MECHANICAL SAFETY INTERLOCKING FEATURES:

Internal mechanical interlocks of the panel

With the circuit-breaker closed, the interrogation slide is locked for the
disconnecter and the earthing switch. (Restriction to the insertion of Hand Crank
for Disconnecter-Earth Switch when CB is ON)

The interrogation slide always releases one insertion opening only (disconnecter
or earthing switch), or both of them are locked. (To ensure that either
Disconnecter- or Earth Switch operating at a time)

The crank for the disconnecter and earthing switches can only be removed in
its appropriate end position.
When the crank on the disconnecter or earthing switch is still in place, or
when the interrogation slide is open, the following components are locked:
- ON push button of circuit breaker
- ON pulse is interrupted

PARTS, FITTINGS AND ACCESSORIES

8.1 The following parts, fittings and accessories shall be provided for each Gas insulated
switchgear

(i) Contact wear indication.

(ii) Operating mechanism cubicle door padlocking arrangement with padlock.

(iii) Local operated mechanical opening and closing device.

(iv) Spring loaded local/remote selector switch.

(v) Local operated electrical closing and opening device (push or knob).

(vi) Operation counter.

(vii) Interlocking device (as required).

(viii) Terminal connectors.

(ix) Earthing terminals.

(x) Name/ rating plate.

(xi) Mechanical ON and OFF position indicators.

(xii) Handle/crank for slow closing and slow opening of CB.

(xiii) Supporting frame work.

(xiv) Tripping device in case of 85 V + 3 V, d.c. failure (CTD) for VCB

(xv) Anti-pumping device.

(xvi) Foundation Bolts.

(xvii) Handle/crank for charging the closing spring manually.

8.2 The name/ rating plate shall contain the following particulars:-

Each CB / Interrupter shall be provided with rating plates (Hindi /English) of


weatherproof material fitted in a visible position showing the items indicated
below. The letters/numbers on the plate shall be indelibly marked by etching /
engraving.

(i) Manufacturers name and country of origin.

SECTION 9

TESTING

9.1 General

9.1.1 After all the designs and drawings have been approved and clearance given to
this effect by RDSO, the manufacturer shall take up manufacture of the prototype
for inspection/testing by RDSO. It is to be clearly understood that any changes to
be done on the prototype as required by RDSO, the same shall be done
expeditiously.

9.1.2 Prior to giving a call to the Purchaser/Director General Traction Installations,


Research Designs and Standards Organization, Lucknow
(DG/TI/RDSO, Lucknow) for inspection and testing of the prototype, the
successful tenderer/manufacturer shall submit a detailed test schedule
consisting of test procedures, schematic circuit diagrams,
items/parameters to be checked and values required as per specification
for each of the tests and the number of days required to complete all the
Tests at one stretch. The schedule shall also indicate the venue of each of the
test. Once the schedule is approved, the test shall invariably be done accordingly.
However, during the process of type testing or even later, the purchaser
/DG/TI/RDSO, Lucknow reserves the right to conduct any additional test(s),
besides those specified herein, on any equipment/ item so as to test the
equipment/ item to his satisfaction or for gaining additional information and
knowledge. Incase any dispute or disagreement arises between the successful
tenderer/ manufacturer and the representative of the purchaser/DG/TI/RDSO,
Lucknow during the process of testing as regards the procedure for type tests and
for the interpretation and acceptability of the results of type tests. It shall be
brought to the notice of the purchaser /DG/TI/ RDSO, Lucknow as the case may
be whose decision shall be final and binding. Only after the prototype of the
equipment is manufactured and ready in all respects, shall the successful
tenderer/manufacturer give the actual call for the inspection and
testing with at least 15 days notice for the purpose.

9.1.3 In the event of the test not being carried through to completion at one stretch for
any reason attributable to the successful tenderer /manufacturer and it is required
for the representative of the Purchaser /DG/TI/ RDSO to go again or more
numbers of times to the works of the successful tenderer/manufacturer or to any
reputed testing house/laboratory where tests are being done for continuing and/
or completing the tests on the prototype(s) of the equipment, the successful
tenderer/manufacturer shall reimburse to the Purchaser /DG/TI/ RDSO the cost
for the representative(s) having to visit the works or other place(s) for the tests
more than once. The cost as claimed by the Purchaser /DG/TI/ RDSO, Lucknow
shall be paid thorough a Demand Draft to the concerned accounts officer of the
Purchaser /DG/TI/ RDSO, Lucknow as shall be advised to the successful
tenderer/manufacturer.

9.1.4 The tests shall be conducted on the prototype of the CB / Interrupter at the works
of the successful tenderer/ manufacturer or at any reputed testing house of
laboratory in the presence of Purchaser /DG/TI/ RDSO, Lucknow, authorized
representative. The prototype shall be complete in all respects, including the

terminal connectors as would be supplied if it had passed the tests. The tests shall
be conducted as per relevant governing specification and as modified or amplified
herein. Incase of test being conducted at government test house, the presence of
Purchasers representative for witnessing the test may be waived off subject to
the discretion of the Purchaser /DG/TI/ RDSO, Lucknow.

9.1.5 For the tests which are conducted in the laboratories of Central Power Research
Institute, Bhopal/Bangalore, Electrical Research Development Association,
Vadodara or any government approved testing laboratory a clear certificate to the
effect that the equipment has passed the tests as per the specification shall be
obtained by the manufacturer and submitted to the Purchaser/DG (TI)/RDSO,
Lucknow. Full details of the tests and the test parameters shall be furnished along
with the test reports.

9.2 TYPE TESTS


The metal-enclosed switchgear is to be type tested at well-equipped te st
laboratory. Type test certificates shall be available for verification as
evidence of successful completion of type tests.

The switchgear furnished under this specification shall be fully tested and
documented in accordance with IEC 62271-200.

The type tests and verifications comprise:

(i) Mandatory type tests:

a) Tests to verify the insulation level of the equipment


b) Tests to prove the temperature rise of any part of the equipment and
measurement of the resistance of circuits
c) Tests to prove the capability of the main and earthing circuits to be subjected
to the rated peak and the rated short-time withstand currents
d) Tests to prove the making and breaking capacity of the included switching
devices
e) Tests to prove the satisfactory operation of the included switching devices and
removable parts
f) Tests to verify the IP protection code
g) Tests to verify auxiliary and control circuits

(ii) Mandatory type tests, where applicable:

h) Tests to verify the protection of the equipment against mechanical impact


i) Tests to verify the protection of persons against dangerous electrical effects
j) Tests to verify the strength of gas-filled compartments
k) Tightness tests of gas- or liquid-filled compartments
l) Tests to assess the effects of arcing due to an internal arc fault (for
switchgear and control gear classification IAC)
m) Electromagnetic compatibility tests (EMC)
n) X-radiation test procedures for vacuum interrupters
o) Tests to verify the protection of the equipment against external effects due to
weather
p) Dielectric tests on cable testing circuits

(iii) Optional type tests (subject to agreement between manufacturer and user)

q) Tests to evaluate the insulation of the equipment by the measurement of


partial discharges
r) Artificial pollution tests for outdoor insulators

9.3 ROUTINE TESTS


Tests shall be carried out according to IEC requirements. The following
minimum tests apply:

a) Dielectric test on the main circuit


b) Tests on auxiliary and control circuits
c) Measurement of the resistance of the main circuit
d) Tightness test
e) Design and visual checks
f) Partial discharge measurement
g) Mechanical operation tests
h) Pressure tests of gas-filled compartments
i) Tests of auxiliary electrical, pneumatic and hydraulic devices
j) Measurement of fluid condition after filling on site
k) Wiring and function tests
l) Equipment verification tests
m) Low voltage circuit insulation test
n) High voltage power frequency test

SECTION 10
TECHNICAL DETAILS AND DRAWINGS

Technical data and drawing to be furnished by successful tenderer/ manufacturer

10.1 Details of the important parts and sub-assemblies listed at Annexure B shall be
furnished by the successful tenderer/ manufacturer to RDSO after award of contract.

10.2 The successful tenderer shall submit the following details/ dimensioned drawings as
per Indian Railways Standard in sizes of 210mm x 297mm or any integral multiples
thereof for approval.

i) Name / rating plate.


ii) General assembly showing mounting arrangement and overall dimensions
iii) Schematic and wiring diagram with explanation sheet.
iv) Cross-section of interrupting chamber indicating the arcing /main Contacts
and nozzle (s) or of the vacuum bottle a the case may be.
v) Details of main, fixed and moving contacts and arcing contacts.
vi) Operating and coupling mechanism of complete CB along with schematic
diagram showing the mechanical linkages with explanation sheet.
vii) Detailed drawings for springs for closing and opening.
viii) Full details of all sealing points with details of O rings and gaskets.
ix) Details of Terminal Connector
x) Details of porcelain hollow insulators for support and interrupting chamber
xi) Plain mass concrete foundation, drawing and design calculations
xii) Design calculation for structural safety along with the details of supporting
structure
xiii) Erection, commissioning, operation and maintenance manual
xiv) Details of main parts/ sub assembly
xv) Any other drawing considered necessary by the successful tender/
manufacturer and / or Purchaser

10.3 Numbering of drawings shall be so structured as to give information about total


number of drawings , data sheets/ instructions sheets relating to the contract for
example a drawing designated as D307 [4-12] sheet 2 of 5 denotes that :

(i) D 307 is the drawing number the choice of which is left to the successful
tenderer.
(ii) It is the 4th drawing out of a total set of 12 drawings / datasheet for the
contract.
(iii) It is the 2nd sheet out of total 5 sheets and

10.4 Cross reference of identical drawing if approved for earlier contract shall be given in
the drawing information required during commissioning and maintenance of
equipment shall be shown in greater detail.

10.5 After approval, six copies of approved drawings along with 2(two) set of reproducible
prints shall be supplied to each consignee. Drawings shall be made in Auto CAD R14
/ latest, which is windows based, for approval to RDSO. Two sets of approved
drawings of hard copies, one copy of RTF and one set in pen drive in Auto CAD R14 /
latest shall be sent to RDSO for record.

10.6 Space earmarked for assigning RDSOs drawing number shall be available on the
right hand top side of each drawing. Numbering shall be allotted by RDSO after
approval of drawing.

10.7 Five copies of the approved erection, commissioning, operation and maintenance
manual shall be supplied to each consignee, in case order is more than 10 nos. In
case order is less than 10 nos two copies of manual shall be supplied. Two copies of
manuals shall be supplied to the Purchaser/DG (TI), RDSO, Lucknow (India) for
record.

10.8 Drawings approved by RDSO after prototype approval shall be submitted for the
future contracts also till the validity of prototype approval with a clear certification on
the drawing that design, process and material have not been changed in the design
of the subject equipment from the prototype already approved by RDSO.

SECTION 11
ERECTION, COMMISSIONING AND TRAINING

Erection and Commissioning:

11.1 The GIS installation shall be erected and commissioned by the Purchaser /
manufacturer. However, incase a defect/ deficiency is noticed, the
manufacturer/ successful tenderer will have to depute his engineer for
necessary remedial action without any cost to the Railways. In all the
cases in which an order is placed either on new manufacturer or for a
new type/ design of the GIS, services of manufacturers engineer shall be
made available during the erection and proving/ pre commissioning test
for the first order of their GIS free of cost. For this purpose, prior
intimation regarding the date and location shall be given by the
purchaser to the successful tenderer/ manufacturer.

11.2. Training of Indian Railways Engineers:

The offer shall include the training of two engineers and four technicians of the
Indian Railways free of cost at the manufacturers works in India or abroad and at
the traction substation of a railway system or other public utility where GIS
installation of similar/identical design are in operation. The total duration of training
for each engineer/technician shall be 4 weeks of which approximately 2 weeks will be
at the manufacturers works and 2 weeks on a railway system or public utility. The
cost of travel to the country of manufacture and back will be borne by the Indian
Railways.

11.3 The successful tenderer shall make necessary arrangements for closely monitoring
the performance of the CB through periodical (preferably once in two months during
warranty period) visit to the locations where they are erected for observations and
interactions with operating and maintenance personnel of Indian Railways.
Arrangements shall also be made by the successful tenderer/ manufacturer for
emergency/ stand by spare parts being kept readily available. To meet exigencies
warranting replacements so as to keep the CB in service with listed on time.

Successful tenderer/ manufacturer shall respond promptly and in a work man like
manner to any call given by Indian Railway for any assistance by way of attending to
failures, investigations into the causes of failures including the tests, if any, to be
done and such other items with a view to seeing that the CB serves for the purpose
for which it is procured. Besides, technical guidance to ensure proper operation and
maintenance of the CB shall be constantly rendered.

11.4. PACKING AND DISPATCH:

The various components of each GIS shall be securely packed in wooden crates/
boxes. General packing list, together with weight and overall dimensions of each
packing case shall be furnished for each GIS indicating the following.

As far as possible, the gross weight of a crate/ box shall be so kept that it shall be
possible to manually handle it by two persons.

In case of overseas supplies, packing shall be sea worthy.

Necessary instructions for handling and storage shall also be furnished for use at
receiving end.

Housing/ support insulator shall be supplied securely packed in wooden crates. Not
more than two housing/ support insulators shall be packed in a crate in order to
facilitate manual loading and unloading.

APPENDIX-I

SCHEDULE OF GURANTEED PERFORMANCE

The tenderer shall be required to submit the following detail to the purchaser as also
confirmed point wise deviation to each clause of the tender paper so as to order to help the
purchaser to evaluate the technical capability of the tenderer to carry out the work.
AMBIGUOUS or incomplete information like _Or shall be given later can lead to technical
rejection of the tender. Wherever deviations are quoted they shall be supposed to be
supported with detailed technical benefits and/or financial benefits. In case no comments
are given by the tenderer for this section or a particular item of the section/Appendix, it is
deemed to be considered by the purchaser that the tenderer has understood the detailed
