Being an aggrieved candidate for the post of Director in Drug Regulatory Authority of

Pakistan (DRAP) during the course of selection through NTS system, I have qualified
all the criteria laid down in the DRAP Act 2012 and rules framed there under.
1. Qualifications:
a. I am PhD in Pharmacy
b. I have 28 years of regulatory experience; I am ancestor of defunct
Ministry of Health
c. I have joined again, the new scenario of DRAP after the devolution of
defunct Ministry of Health under section of DRAP Act 2012
d. In 2013, as per Establishment Divisions Management Services Wing
letter dated 17th September 2013, I was absorbed as a Civil Servant of the
devolved Ministry of Health hence my seniority-cum-fitness is intact (F/A).
2. Fortunately, as per my Civil Petition under Article 199 of Constitution of Islamic
Republic of Pakistan, I have succeeded in the open autonomous body i.e.
DRAP competition exam conducted through NTS dated 12 July 2015
3. I have secured . marks and on open merit short listing result placed at Sr No.
05 as per Establishment Divisions criteria said forth the purpose (F/B).
4. Luckily, the shortlisted candidates from Sr No 1 to 4 were declared as
unqualified due to lack of experience and other qualifications set for the post of
Director (PE&R), (Licensing), (QA&LT) in RO-15 under the DRAP Service
Regulations 2015
5. In present scenario, I am the only remaining candidate amongst the five
shortlisted candidates.
6. Due to personal grudge, liking and disliking, with malafide intentions and
nefarious design, my juniors namely
a. Dr. Amir
b. Dr. Obaid Ullah
were promoted as Additional Directors (RO-14) and one defecto Director
(Biologicals) was illegaly regularized by the sleuth of DRAP therefore the whole
system of DRAP is deteriorating day by day. I am here for my right being a
competent qualified and present employee of DRAP who was deprived from
the vacant post since 20th October 2016
7. My Lord! As per the Supreme court orders, DRAPs management infrastructure
is still incomplete. At present only three regular directors are working which are:
a. Director (Budget & Accounts)
b. Director (Costing & Pricing)
c. Director (Pharmacy Services)
 10 posts of Directors (RO-15)/BS-20 are still lying vacant, though I am qualified
through the procedure of DRAP which was adopted for the open merit
recruitment for the new directors, only one Director (B&A) was recruited on
regular basis from the process of selection in which I was successful, suitable
and qualified candidate for the post of Director PE&R/Licensing/QA&LT
8. I have also served the DRAP as Project Director Federal Drug Surveillance
Laboratory Islamabad for a period of 7 years from November 2008 to April 2015
and presently serving as Deputy Director (Pharmacy Services Division) in
Pharmacovigilance. Previously also served in Pharmaceutical Evaluation &
Registration Division of DRAP.

PRAYER
My only prayer is that when the shortlisted candidates were rejected due to the legal
reasons, why the appellant is deprived till date inspite of the fact that only
candidate available amongst the shortlisted candidates on the basis of merit-
cum-fitness, I may be appointed as Director PE&R/Licensing/QA in DRAP in
the best public interest. fulfilling all the eligibility criteria for the said post and
suffering from financial losses and discrimination under Article 25 of
Constitution of Islamic Republic of Pakistan
