UndertheChemicalsManagementPlan(CMP),thepetroleumsectorstreamapproachincludedapproximately160substancesidentifiedas
prioritiesforactionthroughthecategorizationprocessandthatweresetasidetobeaddressedinasectoralapproach.Alargeportionofhigh
prioritypetroleumsubstancesareusedormanufacturedduringpetroleumrefiningorbitumen/heavycrudeoilupgradingactivities.

Initialinformationgatheringhasallowedthetriageofapproximately160petroleumsectorstreamapproachsubstancesinto5streamsbasedon
theirproductionanduses:

Stream0substancesnotproducedbythepetroleumsector
Stream1siterestrictedsubstances,whicharesubstancesthatarenotexpectedtobetransportedoffrefinery,upgraderornaturalgas
processingfacilitysites
Stream2industryrestrictedsubstances,whicharesubstancesthatmayleaveapetroleumsectorfacilityandbetransportedtoother
industrialfacilities(forexample,foruseasafeedstock,fuelorblendingcomponent),butthatdonotreachthepublicmarketintheform
originallyacquired
Stream3substancesthatareprimarilyusedbyindustriesandconsumersasfuels
Stream4substancesthatmaybepresentinproductsavailabletotheconsumer.

Thereareapproximately210remainingprioritypetroleumsubstanceswhichhavebeenidentifiedasprioritysubstancestobeaddressed.

AsapartoftheCMP,theGovernmentofCanadaplanstoassessandmanage,whereappropriate,thepotentialhealthandecologicalrisks

InDecember2006theGovernmentofCanadaannouncedtheCMP.AkeyelementoftheCMPwasthepetroleumsectorstreamapproachwhich
includedapproximately160petroleumsubstancesthatareconsideredhighprioritytobeaddressedunderasectoralapproachbecauseofthe
followingconsiderations:

thegroupconsistsofalargenumberofsubstances
thesubstancesareprimarilyrelatedtothepetroleumsectorand
theyarecomplexmixtures.

EnvironmentCanadaandHealthCanadadevelopedaplanthatincludeddatacollection,assessmentofthesubstances,anddevelopmentofrisk
managementinstruments,ifrequired.

Thisexercisealsoidentifiedthecompaniesthatmanufactureoracquireeachsubstance,andobtainedquantityrangesfortheseactivities,ina
