 Since the World Commission on Environment and Development published Our common
future in 1987 and the Earth Summit in Rio de Janeiro, Brazil, the view of Sustainable
Development and Agenda 21 has been discussed extensively. With the rising awareness of
environmental protection, global warming and sustainable development has become the top
international topic. Around 90 percent of foreign trading goods are carried by shipping,
seaborne transportation has been an important role in trading. Shipping industry not only brings
the prosperity of economy, but also cause the pollution, it could not be avoided to make the
residues and air pollution in the activities of transportation. In view of this situation, green
shipping policy is the most important issue now.

The main purpose of this study is to discuss the factor to influence the green shipping
operation. First, this study develop four main aspects and thirteen factors which are affecting the
green shipping by researching the related studies or papers of green shipping. After that, it
collects the suggestions from ship transporters via Experts Investigation Method, then uses
Analytic Hierarchy Process to find out the ranking of the importance for the shipping industry in
every criteria layer to decide the key factors for shipping company implementing the green
shipping policies to improve the performance of green shipping. The result shows that the top
three key factors of the implementation of green shipping measures are pollution controlling
and obeying the law, preventing the pollution and ecological benefits.
