Dear Hon. Marco:

This refers to your letter dated 10 March 2017 requesting for the issuance of geohazard
certifications for the construction of fourteen (14) new classrooms and school buildings in the
Municipality of Baco, Oriental Mindoro. As per review of our geologic hazard database in the
municipality, please be informed of the following susceptibility of the sites to landslide and
flood hazards based on the results of the 1:10,000 scale geohazard mapping activities
conducted by the Mines and Geosciences Bureau-MIMAROPA in 2012.

1. Construction of New Eight-Classroom Two-Storey Building at Asiko Barrio


School, Barangay Bangkalan

The site is outside any of the identified flooding zones in the municipality. It is
located near two creeks (220 meters southeast and 360 meters northwest) that
cause inundation of adjacent flat-lying areas during intense and heavy rainfall.
The relatively higher elevation and distance of the site from both creeks make its
susceptibility to riverine flooding nil.

The site has topographic elevation of approximately 38 meters above mean sea
level and its immediate vicinity is characterized by a nearly flat terrain (2.4).
The relatively low relief of the site and its surrounding area suggests that it is not
susceptible to landslide hazards and other forms of mass movements.

2. Construction of New Eight-Classroom Two-Storey Building at Anastacio Dela


Chica National High School, Barangay Dulangan II

The site was identified to have a moderate susceptibility to flooding which


indicates that the area may experience flood heights of 0.5 to 1 kilometers during
intense and heavy rainfall. This is attributed to the sites proximity to the
Karayrayan River which is located 40 meters north-northwest of the site. The
Karayrayan River has a meandering system with notable abandoned channels that
cause extensive flooding during periods of heavy precipitation.

The site has topographic elevation of approximately 13.9 meters above mean sea
level and its immediate vicinity is characterized by a flat terrain (0.3). It was
noted that the slope gradient increases towards the direction of the channel of
Karayrayan River. The relatively low relief of the site and its surrounding area
suggests that it is not susceptible to landslide hazards and other forms of mass
movements.

3. Construction of New Sixteen-Classroom Four-Storey Building at Baco


National High School Tabontabon Annex, Barangay Tabontabon

The site is located within the extensive floodplain of the Baco River with its
closest trunk segment to the site located 540 meters northwest. A tributary of this
river is also located 65 meters southeast of the site. The sites proximity to these
rivers/streams makes it moderately susceptible to riverine flooding.

The site has topographic elevation of 0.6 meters above mean sea level and its
immediate vicinity is characterized by a flat terrain (2). The relatively low relief
of the site and its surrounding area suggests that it is not susceptible to landslide
hazards and other forms of mass movements.

4. Construction of New Eight-Classroom Two-Storey Building at Burbuli


Elementary School, Barangay Burbuli

The site is located within the floodplain of the meandering Alag River which is
located 200 meters southwest of the site. The low relief and close proximity of the
site to major rivers give it a high susceptibility rating to riverine flooding.

The site has topographic elevation of approximately 5 meters above mean sea
level and its immediate vicinity is characterized by a flat terrain (0.6). The
relatively low relief of the site and its surrounding area suggests that it is not
susceptible to landslide hazards and other forms of mass movements.

5. Construction of New Eight-Classroom Two-Storey Building at Casillon Barrio


School, Barangay San Ignacio

The site is located outside any of the identified flooding zones within the
municipality. The nearest river to the site is the Dulangan River which is
approximately 200 meters to the east. The sites relatively high relief puts it
outside the areas affected by floodwaters overflowing from Dulangan River
during intense and heavy rainfall.
The site has topographic elevation of approximately 27 meters above mean sea
level and its immediate vicinity is characterized by a nearly flat terrain (2.4). It is
position near the basal portion of a hill which makes it susceptible to various
types of landslides and mass movements such as rock/debris fall, rock/debris
slides, and earthflow. The site is also near the exit point of a stream from a
mountainous area into an alluvial plain which is delineated by an abrupt change in
slope gradient. This makes the site also susceptible to debris flows.

6. Construction of New Eight-Classroom Two-Storey Building at Julio R.


Hernandez Memorial School, Barangay Sta Rosa I

The site is located near the outer bend of the deeply incised segment of the
meandering Alag River. It is approximately situated 200 meters away north-
northeast from the nearest riverbank. The proximity of the site to streams and its
moderate relief relative to the river channel give it a low susceptibility rating for
riverine flooding.

The site has topographic elevation of 6.4 meters above mean sea level and its
immediate vicinity is characterized by a flat terrain (0.23). The relatively low
relief of the site and its surrounding area suggests that it is not susceptible to
landslide hazards and other forms of mass movements.

7. Construction of New Sixteen-Classroom Four-Storey Building at Jose Udasco


National High School, Barangay Mangangan I

The site is located outside any of the identified flooding zones within the
municipality. The nearest streams to the site are tributaries of Alag River located
600 meters northwest and 700 meters east of the site. These tributaries have a
limited flooding range which extends a few hundreds of meters from the stream
channel.

The site has topographic elevation of 14.1 meters above mean sea level and its
immediate vicinity is characterized by a flat terrain (0.7). The relatively low
relief of the site and its surrounding area suggests that it is not susceptible to
landslide hazards and other forms of mass movements.

8. Construction of New Eight-Classroom Two-Storey Building at Lantuyang


Elementary School, Barangay Lantuyang

The site is located 95 meters from the midstream section of the Karayrayan River
to the west. The far distance of the site from streams and its moderate relief
relative to the river channel give it a low susceptibility rating for riverine
flooding.
The site has topographic elevation of approximately 74 meters above mean sea
level and its immediate vicinity is characterized by a nearly flat terrain (4). It has
high susceptibility to debris flows which is attributed to its position near the exit
point of a stream from a mountainous area into an alluvial plain which is
delineated by an abrupt change in slope gradient.

9. Construction of New Sixteen-Classroom Four-Storey Building at


Lumangbayan National High School, Barangay Lumangbayan

The site is located outside any of the identified flooding zones within the
municipality. The main trunk of the Alag River is situated 550 meters east-
northeast from the site, but the high local relief of the area makes it susceptibility
to flooding nil.

The site has topographic elevation of 33.6 meters above mean sea level and its
immediate vicinity is characterized by a slightly sloping terrain. (6-8). It is
located near the basal portion of an east-west trending ridge west of Alag River.
The high local relief of the area and its morphology make the site susceptible to
various types of landslides and mass movements such as rock/debris fall and
slides.

10. Construction of New Eight-Classroom Two-Storey Building at Malmis


Mangyan School, Barangay Baras

The site is located outside any of the identified flooding zones within the
municipality. The nearest river to the site is the Tiboy River which is located 200
meters to the north. This river is characterized by its deep bedrock incision and
poor flooding range due to the absence of a floodplain.

The site has topographic elevation of approximately 130 meters above mean sea
level and its immediate vicinity is characterized by a steeply sloping terrain (25-
30). The high local relief of the area and its morphology make the site
susceptible to various types of landslides and mass movements such as
rock/debris fall and slides.

11. Construction of New Eight-Classroom Two-Storey Building at Mangangan II


Elementary School, Barangay Mangangan II

The site is located outside any of the identified flooding zones within the
municipality. The midstream section of the Alag River is situated 450 meters to
the southwest, but the high local relief of the area makes it susceptibility to
flooding nil.

The site has topographic elevation of 23.7 meters above mean sea level and its
immediate vicinity is characterized by a flat terrain (1.6). The relatively low
relief of the site and its surrounding area suggests that it is not susceptible to
landslide hazards and other forms of mass movements.

12. Construction of New Eight-Classroom Two-Storey Building at Modesto Acob


Memorial School, Barangay Bangkatan

The site is located near the confluence of tributaries of the Alag River System.
The surrounding area of the site has high drainage density associated with the
abundance of streams draining into the trunk of the Alag River. During intense
and heavy rainfall events, these streams might overflow and inundate a wide area
with floodwaters. This gives the site a moderate susceptibility to riverine
flooding.

The site has topographic elevation of 7.56 meters above mean sea level and its
immediate vicinity is characterized by a flat terrain (0.17). The relatively low
relief of the site and its surrounding area suggests that it is not susceptible to
landslide hazards and other forms of mass movements.

13. Construction of New Eight-Classroom Two-Storey Building at Pulantubig


Elementary School, Barangay Pulantubig

The site is within a critical flooding zone attributed to the delta portion of the
Baco River where the river drains into the sea. Flooding is exacerbated in delta
areas during combinations of high tides and heavy rainfall events. This gives the
site a high susceptibility rating to flooding which indicates flood heights of
greater than 1 meter.

The site has topographic elevation of 0.02 meters above mean sea level and its
immediate vicinity is characterized by a flat terrain (0.1). The relatively low
relief of the site and its surrounding area suggests that it is not susceptible to
landslide hazards and other forms of mass movements.

14. Construction of New Twenty-Classroom Four-Storey Building at Pulantubig


National High School, Barangay Pulantubig

Similar to Site No. 13 which is located near this site, it also has a high
susceptibility rating to flooding for reasons explained above.

The site has topographic elevation of 0.24 meters above mean sea level and its
immediate vicinity is characterized by a flat terrain (0.35). The relatively low
relief of the site and its surrounding area suggests that it is not susceptible to
landslide hazards and other forms of mass movements.

To address the potential foundation and ground stability problems at the proposed sites, site-
specific studies must be conducted by the project engineer and local building officials prior to
the final construction of the building. Other types of geohazards such as earthquake-induced
ground shaking and subsidence should also be considered to determine comprehensively the
suitability of the area for the building construction. The assessment for earthquake-related
hazards may be requested from the Philippine Institute of Volcanology and Seismology
(PHIVOLCS).

For your reference and guidance, attached herewith are the flood and landslide hazard
susceptibility maps of the Municipality of Baco showing the location of the sites.

This serves as the required geohazard certification for the above project sites.
