VI. Preliminary Approval :

Preliminary approval NO. C 1000004574, dt. 29.10.2009 was obtained to float


Limited enquiry on 10 firms with the following remarks : vendors list was taken from
Web cor pur 1 for similar works. M/s Md. Yakoob earlier attended pipe line works at
GKOCP on R/C for two years and also attended collection of scrap from underground,
VK 7 Inc. Hence, M/s Md. Yakoob name also included.

In the above sanctioned note Manager VK 7 Inc. has informed that there are 5
bunkers of 40T cap. Each in king seam commissioned during 1999. these bunkers
were used as Surge bunkers for the coal produced from BG panels, for the last 10
years. Due to aging, some of the sheets, mouth frame girders and corner angles got
rusted & became weak. Now as we proposed to establish separate coal conveying
circuit in King seam exclusively for CMP coal by using these bunkers, the following
damaged parts of the bunkers are to be replaced.

a. All mouth frame girders ( 250x125) are to be replaced with new ones & Bolting to
vertical columns with cleats.
b. Damaged corner angles and missing bolts are to be replaced.
c. The complete plat form sheeting ( chequred plate) and damaged frame girders to be
replaced.
d. All bunkers are to be painted with two coats of Red Oxide paint.
e. All the required material and hardware will be provided by SCCL.
f. As we dont have facilities to take up the works, it is proposed to get the above
works done by off loading.
g. The approx. cost of the proposal is Rs. 3,00,000.00.

VII. Enquiry No & Date :

Accordingly Limited enquiry No. KG109L0208 , dt. 6.11.2009 was sent to the
following 10 firms. The closing and opening date of enquiry is 25.11.2009.

X. The Details of Evaluation:

The complete file along with quotations was sent to Agent UG Mines
Kgm. Area on 27.11.2009 for technical evaluation and same was received back on
8.12.2009 after technical evaluation.

XI. Recommendations:

Agent UG Mines & SE(UGM) has evaluated the offers submitted by the firms and vide
Lr.No. KGM/Agt/UGM/110B/1032, dt. 5.12.2009 informed that :

1. M/s Southern Engineers, Mancherial has submitted their offer. The firm has
executed order for construction of 6x40T UG Bunkers at VK 7 Inc. during 05-06. As
per the experience letter enclosed, the firm has executed similar and different works
in the other areas of SCCL. The offer is technically acceptable.
2. M/s Md. Yakoob has submitted their offer. The firm has confirmed acceptance for all
the terms and conditions of the NIT. As mentioned in their offer, the firm is
executing the contracts of collecting scrap from under ground of different mines of
Kgm. Area and not submitted any proof of executing similar works in the past. This
may please be confirmed before placement of order.
3. M/s Kumar engg. Works has submitted their offer. The firm has confirmed
acceptance for all terms and conditions of SCCL. The firm at present is fabricating
TISCOSGS from sq. tubes, converting Tor steel into Roof bolts etc. at SCCL premises
and not enclosed any proof of executing similar works in the past. It may please
ensure before placing the order.
4. M/s Sri Sai Engg. Works has submitted their offer. The firm has offered 12 months
guarantee for the workmanship. The firm is presently executing the contract of
conversion of 22mm Tor steel in the Roof Bolts for continuous Miner and not
mentioned any thing about their past experience in similar works execution. It may
be confirmed.

XII. Correspondence/Negotiations made with firms, if any:

1. Vide Lr.No. Kgm/PD/KG109L0208, dt. 01.01.2010 M/s Md. Yakoob was asked to
attend for negotiations on 23.1.2010.
2. Accordingly representative of M/s Md. Yakoob has attended for negotiations. During
negotiations : firms representative has informed that he is having experience in
collection of scrap from UG Mines and laying of pipe lines at GKOCP for two years.
As per SCCL request firms representative has submitted the price breakup for the
quoted prices as follows :

As per the request of firms representative, SCCL has agreed to provide water for
washing the bunkers. And also informed that SCCL will examine in providing
continuous work by providing of material to be replaced will be provided at site as per
the NIT by SCCL. Firms representative has informed that he will undertake the works
only as specified in the scope of work as per NIT by SCCL. As per SCCL request
regarding price reduction, firm has informed that labour, paint, electrodes, gas etc.
charges are increased. And also firm has to provide shoes, helmets, belt etc. to the
workmen and also firm has to pay Minimum wages, group Insurance, Medical checkup
and VTC charges hence, it is not possible to reduce the quoted prices. After prolonged
discussions firms representative has reduced the quoted prices to Rs. 36,000.00 from
Rs. 47,700.00.

XIII. In View of the above, it is proposed to place order on :

XIV. Price Comparison: Firms offer is Rs. 47,700.00 and during negotiations firm has
reduced the quoted price to Rs. 36,000.00. There is no previous order for same work.
Agent UG Mines has submitted the departmental estimation for 5 bunkers is Rs.
2,80,000.00 and for one bunker is Rs. 56,000.00 with company manpower, same was
worked out with minimum wages. Hence firms offer is reasonable.

Price justification as per the Musters given in the Departmental Estimation :

1. Welder Skilled : 60 Musters : 231.28 x 60 = Rs. 13876.80


2. Un-skilled 365 Musters : 365 x 170.97 = Rs. 62404.05
Total = Rs. 76280.85
3. U/G allowance 15% ( on Rs. 76280.85 ) = Rs. 11442.12
4. Group Insurance 10% = Rs. 7628.08
5. Painting, Electrodes & gas cost for 5 Bunkers = Rs. 25000.00
As given in the departmental estimation

with contractors profit )

12. Hence, quoted prices are found to be reasonable.

XVI. Terms and Conditions:

A. FIRM SCOPE OF WORK:-

1. All mouth frame girders (250 x 125) are to be replaced with new ones and bolting to
vertical columns with cleats, the approx. Tonnage of all the repairing works is 5T.
2. Damaged corner angles and missing bolts are to be replaced.
3. The complete platform sheating (chequered plate) and damaged frame girders are to
be replaced.
4. All bunkers are to be painted with two coats of red oxide paint.
5. Welding consumables including gas and standard make electrodes.
6. Required tool tackles, safety belts.
7. Required skilled and unskilled man power.
8. The Contractor employees must be provided with ID cards by the Contractor and
submit list of all persons employment including replacements on this job with two
photographs

B. SCCL SCOPE OF WORK:-

1. Transportation of material from surface to underground up to erection site.


2. All the required material, hardware will be provided by S.C.C.L
3. Providing welding plant, power connection and electrical power at free of cost by
SCCL.
4. Water Point will be arranged by SCCL near to the bunkers.
5. Continuity of the repair works as per practicable as possible at the discretion of
Manager VK 7 Inc.

GENERAL TERMS AND CONDITIONS:-

1. The repair works are to be carried out at VK-7Inc Underground king seam 26L/4D.
2. Special Training will be provided by S.C.C.L at our MVTC on cost basis as applicable.
3. Only trained workers will be allowed in underground.
4. Identification cards will be provided by VTC for the trained workmen to work in
underground.
5 While on duty of workman, supervisory staff etc., will be governed by Coal Mines act
(un-authorized persons are not allowed) and they should obey the mines act and
function accordingly.
6 Any defective workmanship should be re-done at free of cost.
7 Damages to supplier equipments/accidents to supplier workmen while on the above
job, no compensation will be paid by SCCL, suppliers has make arrangements for
group insurance for the same before commencement of works and are to be
submitted before commencement of the above work.
8 Before commencement of works, the list of workmen who will be engaged for this job
is to be submitted to Manager VK-7Incline.
9. General arrangement drawing of the bunkers and their detailed specification and
bill of material used should be submitted by the supplier.

SAFETY GUIDELINES:- The skilled/unskilled persons and supervisors deployed by the


supplier has to undergo training at VTC for 15 days as per the regulations. These
persons working below ground are strictly to follow the guidelines/safety instruction
framed by the Manager, VK-7 Incline.

Note: The firm has to start the work within 4 to 6 weeks from the date of
receipt of the order.
i) All the workmen, so employed by the contractor shall be vocationally trained and
medically examined by SCCL. The SCCL will charge Rs.500 per head for medical
examination. And for vocational training Rs. 25 per head will be charged. And the
same will be deducted from CONTRACTORs bills.
ii) Contractor has to submit an undertaking requesting the management to extend the
medical facilities to the workmen engaged by him stating that he will pay the
medical expenses as prescribed by The SCCL medical authorities and the charges
thereof can be recovered from his monthly bills as per Lr.No.s CRP/PER/IR/I/304/854
DATED 28.04.08 and CRP/PER/IR/I/304/1079 Dated 30.05.2008 received from Chief
GM(PERSONNEL) and also recovery of CMPF contribution in respect of Contract Labor
employed by him.
iii) The contractor and the workmen so employed by him shall follow statutory rules of
CMR and other
iv) Applicable rules and acts in force from time to time.
v) The contractor should hold contract license under Labor Act and shall submit it a
copy of the same at the time of commencing of work.
vi) The workmen shall at all time wear protective Shoes, Helmets, Gloves etc. which if
supplied by SCCL will be on chargeable basis at the prevailing rates and the cost of
the same will be deducted from the bills subject to availability.
vii) The Contractor shall take Group Accident Insurance Policy for the workmen
engaged by him as per workmen compensation act and shall submit a copy of the
same to the General Manager, Kothagudem Area after award of the contract but
before commencement of work.
viii) Any compensation to be paid to the workmen employed shall be paid by the
contractor only and SCCL remains absolved of the responsibility to pay any
compensation.
ix) In case of any worker found responsible for damage to the material or found
indulging in theft /pilferage of the material, the value of the material so damaged /
lost will be recovered from the contractor.
x) In case of any insubordination or riotous behavior of engaged workmen, the
contractor on receipt of information from the stores in charge shall replace him(the
workmen) immediately.
xi) 100% payment will be made once in 30 days on certification of the bills by AGENT
UGM / MANAGER.VK.7 Incline for the quantum of work done.
xii) Income-tax will be deducted at source as per act.
xiii) E.M.D; The firm has to submit E.M.D. for Rs.3,000/-(rupees three thousand only)
by D.D payable at SBH/Andhra Bank/Vijaya Bank/Kothagudem or Andhra Bank,
Rudrampur only. DDs payable at outstation banks will not be accepted. The offers
without EMDs will not be accepted.
xiv) If the Contractor fails to fulfil the contract conditions and services, contract will be
terminated without any prior notice.
xv) The contract is liable for termination in case- a)If there is continued default by the
contractor for 3 days. b) If the contractors performance is unsatisfactory.
The Contractor shall possess a license as required under Contract Labor (Regulation
and abolition) Act 1970 and Contract labor (Regulation and Abolition) Central Rules
1971 and satisfy all the Provisions of the Act.
xvi) FALL CLAUSE: If it is noticed that you have with in a period of 6 months, following
the date of order have contracted for similar works to any other Area of SCCL or to
our Corporate Purchase Department or to any Public or Private concern at lower
prices than those contained in this order, the SCCL reserves the right to apply those
prices for this order also.
xvii) RISK PURCHASE CLAUSE:
In case the contractor fails to do the work within the Delivery schedule prescribed in
the order and the SCCL is forced to get the work from any other contractor at a
higher price, and the contractor should pay the difference amount to the SCCL.
xviii) Any changes in the taxes and levies imposed by the State Govt.,. or Central Govt.
shall be borne by the contractor only. If the contractor has not specified about any
taxes, it will be construed as prices quoted are inclusive of all taxes.

The contractor has to bear all expenses involved in this work. The contractor
should pay Minimum Wages, Allowances, including other benefits such as
Workmen Compensation, PF, Bonus and any other claims arising out of
employment under law and award to his workers employed by him from time
to time and company in no way will be responsible for any payment of any
wages or remuneration or any compensation arising out of any claim by any
outside agency.
xix) The SCCL shall not in any way be liable to pay any compensation in case the
contractor incurs loss as a consequence of strike, lockout, shortage of labor, fire,
breakdowns or accidents to labor/machinery, riots, war insurrection or restraints
imposed by the govt.act of legislature or any authority or by any reasons
whatsoever.
xx) Any compensation to be paid for accidents to contractors employees would be paid
by the contractor and the SCCL remain absolved of the responsibility of payment of
such compensation.
xxi) THE FIRM HAS TO SUBMIT THE LATEST ORDER COPIES OF ENQUIRED/SIMILAR
WORK ATTENDED TO ANY GOVT.ORGANISATIONS PREFERABLY TO SCCL/CIL
ALONG WITH THEIR OFFER.
xxii) Firm must indicate their VAT, TIN & TOT numbers on their offer
xxiv) SCCL has the right to increase or decrease the quantities given in the enquiry.
xxv) DELIVERY SCHEDULE : As per the delivery schedule given by Manager VK 7 Inc.
xxvi) VALIDITY OF THE ORDER : ONE YEAR FROM THE DATE OF RECEIPT OF THE
ORDER.

XVII. Value of Purchase :

(i) The total value of the Proposal on basic Price is Rs. 1,80,000.00 ( Rupees One lakh
eighty thousand only ) and approximate landed cost is Rs. 1,80,000.00 subject to other
terms and conditions.

(ii) Till Date Progressive value of the orders released from area purchase cell during the
current year Rs.
(iii) The cumulative value of the orders including the present proposal order with current
year Rs.

(iv) Progressive value against clause No. 6.1 & 6.2 is Rs.

(v) Cumulative value including this proposal is Rs.
