The fact that suen bets are unrecorded provides 2 ready vehicle for cheating and other forms of corruption. 5. After careful deliberation the Commisio is recommending the cretion ofa specialist ‘team to investigate the criminal att referred to above. The principal targets shouldbe those wh are orchestrating the criminal activity. The Commission has no evidence to date of serious eimina activity within the MTC although possibe offences against the Registration of Associations Act have buen allege.
