About Kensington & Chelsea TMO

The TMO was formed in 1996 when the Royal Borough's tenants and leaseholders
voted to take over the management and improvement of their own homes. We were
the first borough-wide tenant management organisation in the UK and the only
tenant led ALMO - a not for profit company providing landlord services to almost
10,000 homes in Kensington and Chelsea.

We employ about 200 staff in offices situated around the Borough and were awarded
three stars excellent prospects by the Audit Commission in 2006.

Over the last few years the TMO has undergone change in relation to its Constitution
and Board, and more recently, in relation to the Executive Team. A new Chief
Executive, Robert Black, joined the TMO in May 2009. Robert is committed to
developing and continuously improving the TMO, in partnership with the TMO Board,
residents, staff, the Royal Borough of Kensington and Chelsea (RBKC) and a range
of external stakeholders to ensure that the TMO makes a real difference by providing
excellent services and value for money.

Job Purpose
To calculate tenants rent heating and water charges annually in
accordance with government guidelines. Contribute to the reporting of
those budget lines and statutory annual returns.

Responsibilities
Set tenant rents on an annual basis (and when necessary) in line with
government guidelines and legislation using the rent model. Maintain the
rent model to ensure that all updates due to right to buys, bedroom
changes and disposals are correctly reflected.

Ensure the integrity of the data in the rent model. Ensure the correct
rents, service charges and other charges to tenants are set up on the
Housing Management System, within the required timescales and the
annual tenants notification period for any increases or otherwise are met.

To be responsible for all adjustments required to the rent and service


charge figures. To provide rent figures for new stock added to the register
and maintain a database of target rents.

To work closely with Royal Borough of Kensington and Chelsea (RBKC)


to produce rent information as required during the year for internal RBKC
working groups and statutory government returns.

Calculate charges for all garages in a timely fashion so that statutory


notification periods are met and upload into the housing system.

Calculate the water charges for tenant properties in accordance with rates
and charges supplied by the utility provider along with adhoc charges
throughout the year. Ensure that the charges are in line with the expected
levels of consumption and in accordance with contracts held with the gas
and electricity suppliers.

Calculate tenants heating charges on an annual basis for estates with


communal boiler systems.

Participate in the monthly budgeting process by providing commentary on


the causes of variances arising in the budgets and in the year end
accounts closing process.

Process all adjustments to tenants rent accounts as requested by income


and housing officers.

Respond to tenants enquiries or complaints regarding their rent and


service charges calculations.

Produce reports annually to the TMO and RBKC on the impact to tenants
of the increase in rent and heating charges.

Responsibility for writing Key Decision Reports (KDR) to be presented to


stakeholders such as RBKC and the TMOs Executive Team on changes in
charges to tenants communal heating services.

Prepare statutory returns for example CIPFA homelessness, rent arrears


and housing benefit returns and for review by the Principal Accountant.

Provide information to internal and external stakeholders in a timely


manner when requested.

To review and update all policies and procedures relating to the rent
setting and all other tasks undertaken annually.

Assist in any systems or process reforms being carried out within any
aspect of the finance service.

Undertake any other duties in line with the general level of responsibility
of the post.

These responsibilities are likely to change over time as the TMO evolves.
Gradual changes may result in the substitution of one function for another.

Salary

You will be paid monthly - on the 15th of the month - and your pay is to be credited to
your bank or building society.

Hours

A 36 hour week is worked, Monday Friday, but you will be expected to work the hours
necessary to discharge the duties of the position.

Annual leave

Your annual leave is dependent upon your conditions of service and length of
continuous service. The annual leave for this position is 28 days per annum and 31
days after 5 years service.

Probation

All employees have a standard probationary period of six months.

Season Ticket Loan

Interest-free season ticket loans are offered from six months service, which are paid
back in monthly instalments through the payroll.

Pension Scheme

The TMO is an admitted member of the Local Government Pension Care Scheme. The
scheme provides for an employee contribution of either 5.5% on annual salaries
up to 13,500, 5.8% on annual salaries from 13,501 - 21,000, 6.5% on annual
salaries from 21,001 - 34,000 or 6.8% on annual salaries from 34,001 - 43,000.
An additional contribution is payable by the employer.

Rent Services Officer


Salary: 26,700 - 36,100 per annum plus PRP
Location: Network Hub, W11

Working as part of the TMOs Finance team, you will be responsible for setting
tenant rents and service charges on an annual basis, in line with government
guidelines as well as making any necessary adjustments as required. In addition to
responding to tenants enquiries regarding rents and service charges, you will also
produce annual reports on the impact of rent and service charge increases.

Experienced in similar roles, you will have experience of using the rent model to set
tenants rents and a robust knowledge of current legislation relating to landlords. As
well as excellent IT skills which enable you to create design and analyse complex
spreadsheets, you will possess strong communication skills, enabling you to
construct effective relationships with internal and external stakeholders. Other
strengths include your ability to work well under pressure and meet deadlines and
targets within defined timescales with a high level of accuracy.
