1. Corruption in the government.

The people are charged with taxes but we end up having

inefficient implementation of road and traffic rules, lack of a flood control system, and "road
constructions" (They destroy some roads then immediately "fix" it, as a tactic for kickback). Even if,
let's say, we have a good president, it would still be difficult for him to implement good governance
practices nationwide because the rest of the politicians would not support something that has nothing
in it for them. This problem is passed from generation to generation, more so considering the fact
that the strongest politicians form dynasties. The problems in the government, collectively, is the
primary reason for the rest of the problems.
2. Poverty. Poverty and Inequality in the Phils. remains a challenge. In the past four decades, the proportion
of households living below the official poverty line has declined slowly and unevenly and poverty
reduction has been much slow.
There is weak local government capacity for implementing poverty reduction programs.
Poverty levels are strongly linked to Educational attainment.
The poor have large members of the families, with six or more members.
3. Inefficiency in processes, particularly when government is involved (e.g., the story here). Because
of this, bribery is a common shortcut to avoiding the hassles of unnecessary waiting. To be fair, some
of these problems are now easily exposed through social media.
4. Education system. What's wrong with the education system of the Philippines?
Compared to other countries, the Philippines may not have the budget to move to a more
research-oriented academic culture (like the US) from just lecture-oriented (like Russia). Of
course, the top universities constantly produce quality research output.
a) While the "Big Four" universities (i.e., University of the Philippines, Ateneo de Manila University,
De La Salle University-Manila, University of Santo Tomas) have world-class academic
standards, there is still a big gap between the top universities and the other
schools (particularly the public schools). What are the best schools in the Philippines?
b) Not attracting enough foreign students. To be fair, some medical programs have attracted
foreigners, particularly from the Middle East, but the Philippines is not yet known
as the destination in Southeast Asia. The Big 4 universities have tried to encourage foreign
exchange by adjusting their academic calendars (starting 2015) to make it compatible for foreign
exchange programs with neighboring countries. I hope that the entire country will eventually
follow this.
c) Potential decline of quality English. Why do Filipinos speak such strange English? This is
not just a problem with the education system, but also a problem with the mass media that wants
to target the majority of the population, who are economically poor. Having said that, the current
fluency level of English of the Filipino population is still competitive compared to other Asian
countries. Who can speak better English: Filipinos, Singaporeans, Malaysians, Hongkongers,
Indonesians or Indians?
d) Absence of industries that support advanced specializations, such as engineering and
manufacturing. The talented graduates of high-end local programs will have to work abroad to
continue in that career path. I studied in a top Computer Science-Computer Engineering program
in the country, which has specializations in robotics and digital signal processing, but it's almost
impossible to find a relevant industry locally.
e) It is good that the K-12 program has been implemented and the Spanish language (a "nice to
have" addition to English) was considered to be eventually re-introduced in the curriculum, but
these might be difficult to implement well considering the fact that we still have to solve the
existing problems:
i. getting competent teachers (Many intelligent people are interested at going to the professional
world than the academe, due to salary)
ii. providing more classrooms for the growing population, and to maintain/uphold fluency in
English.
5. Confusing cultural identity as a nation. Nowadays, it is more difficult to define the stereotypical
"Filipino", considering that our culture has been a combination of asian and western cultures. Can we
say that the Philippines has no culture and identity of its own because it was colonized by different
countries? What do sociologists say about this? As you go up the social ladder, more western values
are prioritized even if they may conflict with the traditional "Asian" values. This can cause significant
cultural conflicts between the rich and the poor.
6. Brain drain and lack of local opportunities to promising graduates. For decades, the
Philippines has always had large populations of migrant workers abroad. From a purely economic
perspective, working elsewhere will always be more financially rewarding. In fact, many doctors go
back to school to study BS Nursing, hoping to work abroad in a lower level. In addition, with the
advent of the call centers that can pay higher than some local managerial positions, many college
graduates (even the board passers in nursing, accountancy, and engineering) choose to take a dead-
end path. Other business processes are outsourced here, particularly software, but they may not be as
promising as the ones in Silicon Valley (e.g., software enhancements/maintenance instead of building
a new and exciting product from scratch).
7. Colonial mentality. Why is Philippine society so classist? the Manifest destiny of the Americans, to
elevate their "little brown monkey brothers"
a) three centuries of Spanish indoctrination that the local practices must be culturally inferior
b) We normally do not discriminate each other based on ethnicity. However:

c) Having white skin and pointed nose are considered beautiful, despite the fact that many
Filipinos are darker and have smaller/flatter noses.
d) Fluency in Spanish (during the previous generations) and English (current generation) is a
sign of elite education and/or cultural exposure.
