MEMORANDUM Date: To: From: Re: Eric, April 14, 2017 Eric Olson, City Administrator Amy Miller, Port Director bd Port Staff Re-Organization In order to better utilize port staff and ensure dedicated, competent coverage of the port’s key areas of responsibility, I would like to pursue reorganization of the port staff as follows ie Eliminate Seaport Security Administrator position at an annual salary of $48,089.60 + benefits valued at $7,853.38. Promote Port Business Development Manager to Assistant Port Director (new title & job description based on Assistant Airport Director classifications) with $10,000 salary increase. a. Assistant Port Director to absorb all Maintenance & Operations division ‘management duties and related responsibilities of Seaport Security Administrator position, Retain Cargo Operations Superintendent with $10,000 salary increase. a. Cargo Operations Superintendent to absorb all Seaport Security related ‘management duties and related responsibilities of Seaport Security Administrator position, Hire 1 permanent part-time Administrative Account Clerk to handle budget planning, grant management, develop revenue estimates, handle bid & quotation solicitations & related PO & contract development in conjunction with Purchasing Department, and other detailed finance-related tasks. Existing finance department personal should advise on total hours per week this position should work and how those hours should be structured, although my guess based on anticipated workload is that it would either be 5 days per week, 4 hour per day or 3 days per week at 8 hours per day. With your approval, I will begin pursuing this with Human Resources & the Budget Office.
