Abstract
This project evaluates the quality of the geospatial data generated through the OpenStreetMap
program for the cities of Samarinda and Balikpapan in East Kalimantan Province. The evaluation
is conducted by comparing the geospatial data from the OpenStreetMap with the geometrically
corrected very high resolution satellite imagery and the coordinate measurements conducted in
the field using handheld Global Positioning System (GPS) receiver. The point features were
evaluated by their attributes, while the line features were evaluated by their geometric accuracy
against the referenced datasets. The polygon features were evaluated through a set of metrics, i.e.
perimeter, extent, circularity ratio and the precision of their centroids.
In general, the level of accuracy of the OpenStreetMap datasets for Samarinda and Balikpapan
are good. There are some errors here and there, but for most cases, the percentage of point and
line and polygon features with high error state never exceeds 29%. The metrics of the polygon
features also show similar pattern and most of them were not significantly different.
Considering this evaluation result, we encourage the OpenStreetMap program to regularly update
the point and polygon geospatial datasets especially with current information such as business
status and update the geometry of the line features to match with the large scale municipal
topographic maps or very high resolution satellite imagery.

1. Introduction
1.1. Background
OpenStreetMap is an innovative online mapping platform that allows citizens to contribute
toward geographic data and attributes input into the system. Recently, OpenStreetMap Indonesia
held a contest for data collection in three major cities in East Kalimantan Province, i.e.
Samarinda, Balikpapan and Tenggarong. To ensure the quality of the geospatial data generated,
we need to perform a quality check to these datasets through a set of academically proven
approach. Yayasan Bumi, along with the Center of Borneo Environmental Remote Sensing of
the University of Mulawarman has a combined experience and skills to perform this evaluation
task. Therefore, we conduct this geospatial data evaluation project.

1.2. Objectives
The objective of this project is to evaluate the quality of the geospatial data generated through
the OpenStreetMap program. Specifically, we evaluate the geospatial data generated for the
cities of Samarinda and Balikpapan. Among the characteristics of the geospatial data being
evaluated are the geometric and shape accuracy, as well as the accuracy and completeness of the
data attributes.

1.3. Methodology
OpenStreetMap is being built with vector data construction within the Geographic Information
System (GIS). The earths objects or phenomenon are represented through points, lines and
polygons. Essentially, the evaluation is conducted by comparing the geospatial data from the
OpenStreetMap with other geospatial data that assumed to have higher accuracy. Geospatial
datasets used as reference in this project include geometrically corrected, very high resolution
satellite imagery as well as coordinate measurements conducted on site using handheld Global
Positioning System (GPS) receiver. The OpenStreetMap geospatial data targeted in this project
are point, line and polygon features published on the OpenStreetMap geoportal. We completed
both field survey and data analysis in February 2016, and completed the report in March 2016.

1.3.1. Technical Terms
In this project, we used the following terms in conducting the geospatial data quality assessment:

Buffer : An area within a certain radius from one point or line feature
Very Hi-res Imagery : The result of very high-resolution imagery interpretation in the form of line or
Interpretation polygon features representing roads or buildings, respectively
GPS Tracking : The ground projection of GPS continuous data collection (usually performed
to measure the geometry of a road or other linear features)
Centroid : The geometric center of a polygon feature. This point is essentially the center
of gravity of the polygon, or the ultimate average of all points within it.
Students t-test : A statistical test to evaluate whether two sets of data have equal means or
significantly different

1.3.2. Evaluating the OpenStreetMap Geospatial Data


For each of the features generated through OpenStreetMap program, very high resolution
imagery digitized and GPS measurement in the field, we calculated the following metrics to
evaluate the quality of the OpenStreetMap geospatial dataset:

To assess whether the two pairs of datasets (OSM with GPS measured features and OSM with
hi-res imagery features) differ significantly, we performed Students t-test for each pairs of the
datasets. Assuming that the sample sizes and variances for each datasets are the same, we
calculate the for each pairs of the datasets based on the following equations (Cramer, 1946):

Statistics t-value will be compared to t-critical value (t- table) at certain level of confidence i.e.
95% and used to accept or reject null hypothetes (H0), Standard null hypohesis for t-test is that
mean of both datasets are likely to be equal. Null hypothesis would be accepted if Statistics t-
value is lower than t-critical value and vice versa.

2. Project Implementations
2.1. OpenStreetMap Datasets and Geographic Boundaries
In this project, we exported the OpenStreetMap geospatial datasets from the export facility
available at http://www.openstreetmap.org/export.
Since the export facility from the ordinary Export button did not give out the expected results,
we exported the PlanetOSM datasets, which essentially contain the same features. The following
pictures show the screenshots from the OpenStreetMap website before we exported the datasets.

In addition, we extracted the OpenStreetMap geospatial datasets bounded by the following
coordinates:

We believe that these areas of interest (AOI) have properly represented the municipal boundaries
of Samarinda and Balikpapan.

After exporting the OpenStreetMaps Planet OSM geospatial data into .osm format, we used
Quantum GIS to convert these datasets to ESRI Shapefile Format for further processing. Three
different features were extracted, i.e. points, lines and polygons.

2.2. Sample Pre-Screening


In order to ensure the access to each of the sample, we filtered out some of the data according to
the following sets of criteria:
Point samples must have attribute
Polygon samples must be accessible during normal working hours. We avoid to sample
building belong to private parties. As the result, most of the polygon objects we sampled
were public facilities such as school, mosque and government building
No specific criteria given for line objects since most of the features (i.e. roads and path)
are accessible, especially since we were mobilizing our team by motorcycle
Pre-screening process left out some of the objects, thus we only have the following numbers of
objects to evaluate:

For Balikpapan samples, the pre-screening was not performed. Instead, the field enumerator
chose the samples that are accessible during normal working hours.

2.3. Sampling Design
We initiated the sampling design by determining the number of samples for point, line and
polygon features using the following formula:

This formula is implemented in the online Sample Size Calculator available at


http://www.surveysystem.com/sscal.htm#two. We used this website to perform the number of
sample calculator. In this project, we decided to determine the number of sample at the
confidence level of 95% and the confidence interval at 10%.

By applying this approach, we then ended up with the following number of samples:

2.4. Generating Random Sample


To fairly obtain the samples from the population, we randomize the population of each feature
(i.e. points, lines and polygons). We used the ArcGIS Geostatistical Analyst Tools to perform
spatial randomization of all features. This tool essentially chose the samples randomly according
to the predefined number of samples we intended to have.

2.5. Uploading Samples to the GPS Receiver
The chosen samples of the features then input to the handheld GPS used for field measurement.
We used DNR Garmin software to upload these datasets, so that each field enumerator could
have all of their samples saved handy in their GPS receiver.

2.6. The Use of Very High-Resolution Imagery


We were fortunate since we could obtain high-resolution satellite imagery for Samarinda and
Balikpapan for free, therefore we used these datasets as reference along with the other datasets
such as GPS-based field measurement and other maps from government. We used Quickbird
imagery acquired on March 1, 2012 for Balikpapan and WorldView-2 imagery acquired in
September 9, 2014 for Samarinda. To ensure consistency in the data collection process, we only
evaluate features in the field that were existed during the time of the high-resolution imagery
acquisition. The rest of the processes include digitizing features being evaluated in ArcGIS and
store them in shapefile format.

2.7. Validation Process


2.7.1. Point Features
Since most, if not all, point features represent only relative position of a Point of Interest in the
form of building (polygon), we did not evaluate the geometry of each point features. Instead, we
evaluate the quality of information carried on by each point features in their attribute table. We
classified the point features into only two classes, i.e. correct and incorrect attributes.
2.7.2. Line Features
We evaluated the OpenStreetMap geospatial datasets by comparing them with tracks collected in
the field using GPS as well as the centerline of the line features as we digitized from the high-
resolution satellite imagery. We evaluate the error level of the lines by creating three sets of
buffers, i.e. 3, 5 and 8 meters from referenced datasets. If the OpenStreetMaps line features fall
within 0-3 meter of error, we classify them as within error tolerance since we assume the
highest error from GPS receiver is 3 meter. Error between 3 to 5 meters, 5 to 8 meters and more
than 8 meters then classified as low, medium and high error levels, respectively. We also
calculate how long each of the portion of a line features fall within each error classes.
The following flowchart explains how we evaluate the OpenStreetMap line datasets.

2.7.3. Polygon Features
We evaluate the OpenStreetMap polygon geospatial datasets by calculating the following
parameters: (1) circularity ratio, (2) distance between the centroids and (3) area differences of
non-overlapped area. These parameters then analyzed quantitatively to come up with the
conclusion on how accurate are the OpenStreetMap polygon geospatial datasets.

2.8. Decision on the General Level of Accuracy


Upon completion of the error analysis described above, we will classify the error level as
necessary, then decide a general threshold of the percentage of the datasets in error. So far, we
see that the error of all feature types of the OpenStreetMap datasets are under 20%. We hope to
see the same results by the end of our analysis.

3. Project Results
3.1. Samarinda

3.1.1. Point Datasets


In the project methodology section we already explained how we evaluate the points datasets.
Since no measurements of the distance between the points, we only evaluated the accuracy of the
attribute of the points datasets. We classified 84 point features into only two classes, i.e. correct
and incorrect attributes. The following table lists our finding regarding the point datasets.

It is not easy to keep the attributes of point datasets correct along the time. The point datasets
mostly represent public interests and many of the services/stores are changing over time. Not to
mention the changes in name, which usually happens along the changes of the business owners.
Therefore, we would say 71% correct samples is a satisfactory achievement for point dataset
attributes provision, considering the pace of business transfers and changes in Samarinda.

3.1.2. Line Datasets


We evaluated 94 line features from the OpenStreetMap dataset. Upon building three buffers
separated by 3, 5 and 8 meters, we calculate the portion of each line segments that fall within
each of the buffer boundaries. Assuming that the handheld GPS receiver we used introduce a
minimum error of 3 meters, we classify the portions of line segments fall within 0 to 3 meters
buffers as within error tolerance, while errors between 3-5, 5-8 and beyond 8 meters then
classified as low, medium and high error levels, respectively. The following table shows the
error levels along with the length of the segments belong to each buffer ranges.

From Table 7, we can see that 18% of the OpenStreetMap line features still carry low-level
errors, followed by 13% and 12% line features with medium and high-level errors, respectively.
If we consider to include the low-level errors (3-5 meter off compared to the reference line) in
the within tolerance category, we ended up with 25% of errors, which is acceptable
considering the uncertainties in the handheld GPS receiver error levels. We realize that recording
detailed report of error levels for each GPS reading and performing post-processing for handheld
GPS receiver measurement results is not a reliable option to increase the accuracy.

3.1.3. Polygon Datasets


We evaluated 89 polygon datasets from three sources, i.e. OpenStreetMap, very high-resolution
imagery and GPS field measured features for the City of Samarinda. Except for the features with
extraordinary levels or error, we found that most of the polygon features coincide each other
closely. To statistically assess the similarity of the three datasets, we compared the polygons
perimeter, extent, circularity ratio and the position of their centroids in a set of Students t-Test.
If the t-calculated value is lower than the t-table value for the corresponding degrees of freedom,
then the pairs of datasets are considered not significantly different. On the other hand, if the t-
calculated value is higher than the t-table value, then we declare the pair of data as significantly
different.

From Table 8 and Table 9, we can see that the calculated t-Statistics were all below the t-
Critical for the indicated degrees of freedom therefore all null hypotheses were accepted. This
means that there is no significant difference between the polygon extent and perimeter datasets
generated by GPS measurements, remote sensing interpretation and OpenStreetMap survey for
Samarinda City. Further, we can also see that the t-Statistic for the pair of OpenStreetMap and
GPS generated geospatial datasets was the lowest amongst other. This may indicate closer
relationship between polygon extent from GPS and OpenStreetMap, although another test is
required to prove this statement.
The circularity ratio of the polygon datasets is presented in the following figure. In general the
pattern of the magnitude shows similar trends. However, some samples show significantly
different magnitude such as samples #3, 7, 10, 13, 25, 52, 58, and most importantly samples #61-
68.

From Table 10 above, we can see that the calculated t-Statistics for the circularity ratio of GPS
vs OpenStreetMap polygon datasets was above the t-Critical, which indicate that there are
significant differences between the circularity ratio measures of these two sets of samples. This
fact is interesting and need further analysis and evaluation. On the other hand, the t-Statistics for
the for the circularity ratio of the other two pairs (e.g. remote sensing vs GPS and remote sensing
vs OpenStreetMap) were lower than the t-Critical for the indicated degrees of freedom. This
means that there is no significant difference between the circularity ratio measurement pairs of
the remote sensing vs GPS and remote sensing vs OpenStreetMap.
As the last parameter for evaluation, we measured the difference of the centroid positions from
all three datasets. We then calculated the distance from one centroid to the same centroid of the
other dataset. A Students t-test then was conducted to see if there is a siginificant different
between the distance to OpenStreetMap centroids from the other two datasets.

From Table 11 above, we can see that the calculated t-Statistics was below the t-Critical for
the indicated degrees of freedom therefore all null hypotheses were accepted. This means that
there is no significant difference between the distance to the OSM centroids from both remote
sensing interpretation and GPS measurements.

3.1.4. Extraordinary Cases


There were special cases where the error magnitudes were so high for a number of samples.
According to our analysis, this issue was mostly caused by the inconsistencies in defining the
polygon boundaries. The most common case is the polygons from one source were defined
separately for one building complex, while in the datasets generated from the other sources, the
building complex were measured as only polygon since it was based on its parcel outline. The
other common case is when the building complex was defined only as one polygon, but in fact
the parcel polygon contains several different buildings.

From Table 13 we can see that the mean error for the extent is 668.63 m2 or about 35% if we
compare it to the average extent of the polygon, which is 1912.83 m2. As for the perimeter, the
mean error is 31.79 m or about 20% compared to the average perimeter of the polygon, which is
160 m. The mean error for the circularity ratio is 0.07 or about 10% compared to the average
circularity of the polygon. The distance to the OSMs centroid is not comparable since there is
no measurement for the distance to the centroids of the OSM datasets themselves.

3.2. Balikpapan

3.2.1. Point Datasets


For point datasets, we only evaluated the correctness of the attribute since no measurements of
the distance between points took place. We classified 80 point dataset samples into two classes,
i.e. correct and incorrect attributes. The table below lists our finding regarding the point datasets.

The number and percentage of point datasets with correct attributes are much better than those
obtained for Samarinda. There are changes over time on the ownership of business as well, but it
seems like most of the samples we surveyed were remain the same. As a preliminary conclusion,
we would say that 89% correct point dataset samples is a great achievement for point dataset
attributes provision, considering the dynamic of business ownership and changes in the City of
Balikpapan.

3.2.2. Line Datasets


We evaluated 94 line features from the OpenStreetMap dataset. Similar with the approach we did
for the City of Samarinda, we built three buffers with the distance of by 3, 5 and 8 meters then
calculated the portion of each line segments that fall within each of the buffer. The following
table shows the error levels along with the length of the segments belong to each buffer ranges.

From Table 15, we can see that comparing the OpenStreetMap with the GPS surveyed line
datasets introduced considerable errors, i.e. 39% of the samples were in high error, followed
by 14% and 23% of the samples in medium error and low error states, respectively. In
contrast, there are only 17% of the samples in high error states when we compared the
OpenStreetMap with the very high resolution imagery, followed by 21% and 13% of the samples
in medium error and low error states, respectively.

3.2.3. Extraordinary Cases for Line Datasets of Balikpapan
The number of line features with high error states requires us to look closer and perform a
further investigation. In the following table, we present some of the line features with high
error states and describe what was happening.

We do not have specific explanation for these line features that carry high magnitude of errors.
Many factors can play a role in generating errors and bias, including the GPS accuracy,
digitizing accuracy, and even the geometric correction of the very high resolution imagery.
However, for this case we suspect the GPS accuracy was mostly responsible for the high error
states since the comparison between the OpenStreetMap and the very high resolution imagery
just showed 19% of the samples were in the high error state.

3.2.4. Polygon Datasets


We evaluated 94 polygon datasets from three sources, i.e. OpenStreetMap, very high-resolution
imagery and GPS field measured features for Balikpapan. Except for the features with
extraordinary levels or error, we found that most of the polygon features coincide each other
closely. We exclude polygon samples with extraordinary situation such as splitted polygons and

those with extremely high error magnitudes, thus we came up with 82 polygons that are suitable
for evaluation. To statistically assess the similarity of the three datasets, we compared the
polygons perimeter, extent, circularity ratio and the position of their centroids in a set of
Students t-Test. If the t-statistic value is lower than the t-table value for the corresponding
degrees of freedom, then the pairs of datasets are considered not significantly different. If the t-
calculated value is higher than the t-table value, then the pair of data are significantly different.

4. General Level of Accuracy
4.1. Samarinda
In general, the level of accuracy for the OpenStreetMap for Samarinda is good. This is proven by
the low percentage of the point features with attribute errors, i.e. 28.6%. As for the line features,
the level of accuracy is even higher, since only 11.62% of the line features were off for more
than 8 meters (i.e. high error state) and another 12.77% were off for 5 to 8 meters (i.e.
medium error state). We also see no difference between the comparison of OpenStreetMap vs
remote sensing features and OpenStreetMap vs GPS surveyed features. As for the polygon
features, we found a significant difference only between the measurement of circularity ratio of
the GPS surveyed and OpenStreetMap polygon features. Still, the circularity ratio for the other
two pairs (i.e. remote sensing vs OpenStreetMap and GPS surveyed vs remote sensing) were not
significantly different. We also found no significant difference for the rest of the parameters, i.e.
polygon extent, perimeter, and distance to the centroid. The average distance between the
OpenStreetMap polygon centroids to the remote sensing and GPS surveyed polygon centroids
ranges between 11.8 to 12.1 meters. Beyond these metrics, we realized that bias and error exist in
every measurements and in some extraordinary cases, the magnitude of errors were much higher
than the average. Especially for the polygon features in Samarinda, we found some systematic
error caused by the inconsistencies in defining the number of polygons in a building complex.
This causes the high errors in the polygon metrics we evaluated.

4.2. Balikpapan
In general, the level of accuracy for the OpenStreetMap for Balikpapan is good. This is
supported by even lower percentage of the point features with attribute errors, i.e. 11.3%. As for
the line features, the level of accuracy is slightly lower, since there were 17% and 39 % of the
line features were off for more than 8 meters (i.e. high error state) and 14% and 21% of the
line features were off between 5 and 8 meters (i.e. medium error state) when they were
compared with remote sensing and GPS surveyed line features, respectively. As for the polygon
features, we found a significant difference when we compare the polygon extent and perimeter as
measured by the GPS survey and the OpenStreetMap. The other comparisons of the polygon
extent and perimeter shows normal results. The evaluation to the circularity ratio shows different
result, since the comparison between remote sensing and GPS survey was different significantly.
Evaluation to the other pairs of the circularity ratio also shows normal result. The average
distance between the OpenStreetMap polygon centroids to the remote sensing and GPS surveyed
polygon centroids ranges between 14.5 to 20.4 meters. Beyond these metrics, we realized that
bias and error exist in every measurements and in some extraordinary cases, the magnitude of
errors were much higher than the average.

4.3. Recommendation
We encourage the OpenStreetMap program to regularly update the point and polygon geospatial
datasets especially with current information such as business status and update the geometry of
the line features to match with the large scale municipal topographic maps or very high
resolution satellite imagery.
