What?

1. Bharat Parv is a national festival showcasing the countrys diverse culture, cuisines,
handicrafts and catch glimpses of a progressive India
2. Bharat Parv event is being organized by the Government of India at the Red Fort, Delhi
from 26th to 31st January 2017, as part of the Republic Day 2017 Celebrations

Aim:

1. The prime objective of organizing the event is to generate a patriotic mood, promote the
rich cultural diversity of the country
2. It aims to ensure wider participation of the general public and to popularise the idea of
Ek Bharat Shreshta Bharat

2. [pib] What is National Action Plan for Children, 2016?

Context:

1. National Action Plan for Children, 2016 (NPAC) was launched at a special function held
to celebrate the National Girl Child Day in New Delhi today
2. The NPAC has been developed by the Ministry of Women & Child Development

Objectives:

1. The Action Plan has four key priority areas; survival, health and nutrition; education
and development; protection and participation
2. The NPAC defines objectives, sub-objectives, strategies , action points and indicators for
measuring progress under the four key priority areas and also identifies key stakeholders
for the implementation of different strategies
3. The plan also puts focus on new and emerging concerns for children such as online child
abuse, children affected by natural and man-made disasters and climate change, etc.
4. The strategies and action points largely draw upon the existing programmes and schemes
of various Ministries/Departments. However, for new and emerging issues related to
children; it also suggests formulation of new programmes and strategies, as required
5. The plan takes into account the Sustainable Development Goals (SDGs) and provides a
roadmap towards achieving them though co-ordination and convergence with different
stakeholders
6. The National Policy for Children (2013) provides for formation of a National Co-
ordination and Action Group (NCAG) under the Ministry of Women and Child
Development to coordinate and implement the plan and monitor the progress with other
Ministries concerned as its members

3. [pib] Know about the New Scheme for promotion of Rural Housing in the
country

About the scheme:

1. The Union Cabinet approved a new scheme for promotion of Rural Housing in the
country
2. The Government would provide interest subsidy under the scheme
3. Interest subsidy would be available to every rural household who is not covered under the
Pradhan Mantri Aawas Yojana (Grameen), PMAY(G)
4. The scheme would enable people in rural areas to construct new houses or add to their
existing pucca houses to improve their dwelling units
5. The beneficiary who takes a loan under the scheme would be provided interest subsidy
for loan amount upto Rs. 2 Lakhs

Implementing agency:

1. National Housing Bank would implement the scheme


2. National Housing Bank will pass the subsidy to the Primary Lending Institutions
(Scheduled Commercial Banks, NBFCs etc.)

What?

1. Government e-Marketplace (GeM) aims to transform the way in which procurement of


goods and services is done by the Government Ministries/Departments, PSUs,
autonomous bodies etc.
2. GeM is a completely paperless, cashless and system driven e-market place that enables
procurement of common use goods and services with minimal human interface

Benefits of GeM:
1. Transparency: GeM eliminates human interface in vendor registration, order placement
and payment processing, to a great extent
2. Being an open platform, GeM offers no entry barriers to bonafide suppliers who wish to
do business with the Government
3. Efficiency: Direct purchase on GeM can be done in a matter of minutes and the entire
process in online, end to end integrated and with online tools for assessing price
reasonability
4. For procurements of higher value, the bidding/RA facility on GeM is among the most
transparent and efficient
5. Secure and safe: GeM is a completely secure platform and all the documents on GeM
are e-Signed at various stages by the buyers and sellers
6. The antecedents of the suppliers are verified online and automatically through MCA21,
Aadhar and PAN databases
7. Potential to support Make in India: On GeM, the filters for selecting goods which are
Preferential Market Access (PMA) compliant and those manufactured by Small Scale
Industries(SSI), enables the Government buyers to procure Make in India and SSI goods
very easily
8. Savings to the Government: The transparency, efficiency and ease of use of the GeM
portal has resulted in a substantial reduction in prices on GeM, in comparison to the
tender, Rate Contract and direct purchase rates

Growers

What?

1. Rubber Soil Information System (RubSIS) is an online system


2. It will be used for recommending application of appropriate mix of fertilizers to the
specific plantations of rubber growers depending upon their soil nature

Genesis:

1. RubSIS is developed by Rubber Research Institute of India (RRII) under the Rubber
Board in collaboration with three agencies:

Indian Institute of Information Technology and Management, Kerala


National Bureau of Soil Survey and Land Use Planning, ICAR
National Remote Sensing Center, ISRO

Benefits:
1. RubSIS brings soil data to the fingerprints of rubber growers and recommends the
optimum mix and quantities of chemical fertilizers that his holding requires
2. It is a cost effective tool for sustainable &scientific management of rubber growing soils
3. It will prevent indiscriminate use of chemical fertilizers and soil degradation
4. RubSIS will lead to reduction in the cost of production of rubber, increase in productivity
and reduction in environmental pollution

ODISHA

1. The tableau of Odisha depicts Dola Jatra a popular festival celebrated in the state
2. This festival signifies the journey of Goddess Radha & Lord Krishna for ultimate union
in the tradition of Bhakti cult
3. Dola Jatra coincides with the Holi festival that takes place on Falguna Dashami before
full moon day in the midst of February-March
4. The worship of Goddess Radha and Lord Krishna is the pivotal event during this six-day
long festival
5. On Falguna Dashami, the idols of village deities, especially that of Lord Krishna, are
carried on a small decorated wooden temple called Bimana in a procession to all houses
in the village

ARUNACHAL PRADESH

1. The tableau depicts the Yak Dance, one of the most famous pantomimes of the Mahayana
sect of Buddhist Tribes of Arunachal Pradesh
2. The masked dancer represents the members of a family who are said to have discovered
the Yak with the help of a magical bird hundreds of years ago

fighter, Lokmanya Balgangadhar Tilak

first leaders of the Indian Independence movement
3. He committed himself to bring about awakening in the society and nation building so as
to liberate India from the oppressive rule of the British
4. He started publishing his newspapers, the Mahratta and Kesari
5. With a view to bring about social awakening and unity in the fight against the foreign
rule, he initiated the celebrations of Ganeshotsav and also the Shivjayanti Utsav

TAMIL NADU

1. Karakattam, a popular folk dance of Tamil Nadu forms an important event in temple
festival celebrations especially in Amman Temple festivals in the rural areas of Tamil
Nadu
2. Karakattam is one of the old folk dances, in which the dancers hold, balance and dance
with a brass pot decorated in cone shape with colourful flowers and adorned with a parrot
made of light wood on the top of it
3. The Karagam dancers perform entertaining dance movements to the beat of drums
balancing with the Karagam on their head

GOA

1. Musical Heritage of Goa: Sangodd is the larger platform formed by combining two or
more canoes
2. Like the Sangodd, the musical heritage of Goa has different influences from the various
regimes

dance
4. The front tractor carries a peacock fronted Sangodd. On it are fibre figurines of a lady

bamboo-made flute, cymbal and khamb

JAMMU & KASHMIR

1. The tableau of Jammu & Kashmir showcases Winter Sports at Gulmarg, a world famous
tourist destination of the state Jammu & Kashmir
2. During the chilling winter season, the snow-clad hill station of Gulmarg situated at high

ASSAM

1. Goods & Services Tax which aims to subsume a multitude of taxes is the single biggest

7. [pib] Know about Health Ministrys new launch

Context:

1. Non-Communicable diseases (NCDs) which are Cardiovascular Diseases (CVDs) such as


heart attacks and stroke, Diabetes, Chronic Respiratory Diseases (Chronic Obstructive
Pulmonary Diseases and Asthma) and Cancer inter alia account for over 60% of all
mortality in India
2. Of these, nearly 55% are premature mortality
3. This imposes a financial and social cost on families and the country
4. According to the World Economic Forum, India stands to lose $ 4.58 trillion (Rs 311.94
trillion between 2012 and 2030 due to non-communicable diseases

Early detection important:

1. These conditions do not exhibit symptoms until complications set in, it is essential to
detect them early
2. Early detection of NCDs not only enables onset of treatment but prevents high financial
costs and suffering
3. For some cancers, survival rates are good when they are detected and treated in the early
stages
4. Screening for these conditions, which can be undertaken at the level of the sub centre or
Primary health Centres helps early detection and also serves to raise health awareness
among people to lead healthy lifestyles

Launching population based prevention, screening and control programme for five
common NCDs:

1. As part of the National Health Mission, the Ministry of Health and Family Welfare is
launching population based prevention, screening and control programme for five
common non-communicable diseases
2. Diseases include: Hypertension, Diabetes, and Cancers of oral cavity, breast and cervix
3. On World Cancer Day, Union Health and Family Welfare Minster is expected to launch
the programme
4. The training of frontline workers will be initiated and in some sub-centres, population
based screening will also start
5. Detailed protocols for treatment, referrals and follow-up on these disease conditions will
be provided
6. In subsequent phases, Chronic Obstructive Respiratory diseases will be included and the
programme will be scaled up to cover other districts
7. Support to states will also be provided for community health promotion and prevention
efforts, and referral and treatment

8. [pib] India concludes MoU on MSME Cooperation with IORA Member


Countries

1. News: Ministry of MSME, Government of India finalised MoU on MSME Cooperation


with Indian Ocean Rim Association (IORA) member countries
2. Features: To finalise linkages and alliances amongst MSMEs organizations, associations
and various institutions engaged in MSME development in their countries
3. Exchange best practices, policies and programs for MSME development
4. Exchange greater involvement of MSMEs in the global supply chain, increase their
market access
5. Promote youth and womens economic empowerment
6. Encourage synergies with the IORA forum
7. IORA Secretariat at Mauritius will be the coordinating agency for the implementation of
the MoU
8. IORA Special Fund has been created to carry out activities under this MoU

About Lean Manufacturing Competitiveness Scheme (LMCS):

1. It is a part of National Manufacturing Competitiveness Programme (NMCP) under


Ministry of MSME
2. Aim: Improving the overall productivity of MSMEs by reduction of wastes with the help
of lean manufacturing concepts
3. This scheme was started in 2009 as a pilot project in 100 clusters
4. National Productivity Council has been associated with this scheme since inception as
National Monitoring and Implementation Unit (NMIU)
5. Outcomes: Till-date 200 MSME Clusters have been formed encompassing sectors such
as Automobile, Engineering, White Goods, Handicrafts, Diamond Processing, Food
Processing, Readymade Garments & Textile Cluster etc
6. The beneficiary MSMEs have witnessed an average increase in productivity level,
monetary savings, increase in inventory turnout etc.
7. The other intangible benefits that accrued were safer workplace management, improved
quality environment-friendly production capacities, business opportunities and high
morale of workforce
8. The scheme has also been able to build the capacity of the beneficiary units to contribute
to Make in India initiative of Govt
10. [pib] Ministry of AYUSH and ASCI sign MoU on misleading advertisements

1. What? The Ministry of AYUSH has signed a MoU with the Advertising Standards
Council of India (ASCI)
2. Why? To curtail malpractices in the advertisement of AYUSH drugs
3. ASCI will: Address the cases of misleading advertisements with respect to Ayurveda,
Yoga and Naturopathy, Unani, Siddha and Homoeopathy drugs, treatments and related
services
4. Comprehensively monitor these advertisements across print and electronic media
5. ASCI has been given a self-monitoring mandate by the Ministry of AYUSH to identify
potentially misleading advertisement in the AYUSH sector and process complaints
through its Consumer Complaints Council (CCC)
6. The Ministry of AYUSH will also redirect complaints against misleading advertisements
they receive, to the ASCI, which will be reviewed using ASCIs code and guidelines
7. The MoU also requires ASCI to report to the Ministry of AYUSH, all advertisements in
potential violation of:

the Drugs and Magic Remedies (Objectionable Advertisements) Act, 1954 and Rules
thereunder
non-compliance of ASCIs CCC recommendations for the Ministry of AYUSH to take
further action

1. What? Ministry of Water Resources, River Development and Ganga Rejuvenation has
constituted a negotiations committee
2. Why? To assess availability and utilisation of waters of Mahanadi and its tributaries
3. The committee will also examine existing water sharing agreements on river Mahanadi and will
consider claims of Odisha, Chhattisgarh, Madhya Pradesh, Maharashtra and Jharkhand
regarding availability and utilisation of waters of these rivers
4. The committee has been set up with reference to complaint of State of Odisha under section 3
of the ISRWD Act, 1956 regarding utilisation of waters of Mahandi Basin

Railways

1. What? The Competition Commission of India (CCI) has imposed penalties on three firms
2. Why? For bid rigging of tenders floated by Indian Railways for procurement of Brushless DC fans
in the year 2013.
3. A final order has been passed by CCI in a case taken up suo moto under Section 19 of the
Competition Act, 2002

35. [pib] Is it compulsory to pay service charges in restaurants?

1. Context: Complaints from consumers that hotels and restaurants are following the
practice of charging service charge in the range of 5-20%, in lieu of tips
2. Consumer is forced to pay irrespective of the kind of service provided to him
3. Department of Consumer Affairs, Central Government has called for clarification from
the Hotel Association of India
4. It has replied that the service charge is completely discretionary and should a
customer be dissatisfied with the dining experience he/she can have it waived off
5. Therefore, it is deemed to be accepted voluntarily
6. Steps to be taken: The Department of Consumer Affairs has asked the State
Governments to sensitize the companies, hotels and restaurants in the states regarding the
Consumer Protection Act, 1986
7. State governments should advise the Hotels/Restaurants to disseminate information
through display at the appropriate place in the hotels/restaurants that the service charges
are discretionary/ voluntary,
8. And a consumer dissatisfied with the services can have it waived off

A very important information for consumers. The Act says that paying service tax would be
discretionary, which makes service charge subjective in nature. It brings to light that for years
down the line the customers were being deceitfully made to pay service charge. It would be
noteworthy to see the reactions of restaurants and hotel owners.

1. Consumer Protection Act, 1986: provides that a trade practice which, for the purpose of
promoting the sale, use or the supply of any goods or for the provision of any service,
adopts any unfair method or deceptive practice, is to be treated as an unfair trade practice
and that a consumer can make a complaint to the appropriate consumer forum established
under the Act against such unfair trade practices

1. Government has allowed 100% FDI for trading including through e-commerce, in respect
of food products manufactured or produced in India
2. 100% FDI is already permitted in manufacturing of food products through automatic
route

6. Aim: Overall development of food processing sector, for providing enabling
infrastructure, expanding processing and preservation capacities, controlled temperature
logistics and backward and forward linkages
