5.1 Approximate number of entities expected to be actively involved in the development of this project: 5
5.2 Scope: This guide will provide testing methods for impedance measurement of alternating current (AC) transmission line and calculating
methods for the RLC (Resistance, Inductance, and Capacitance) distribution parameters of the tested line. It will also provide testing and
calculating methods to obtain mutual inductance and coupling capacitance between double circuit lines on same tower. This guide will outline
the measuring instruments and the safety of the measurement. In addition, it will include test procedures to obtain the open circuit impedances
of the tested line as well as the formulas to get the distributed parameters from impedance measurements.

5.3 Is the completion of this standard dependent upon the completion of another standard: No
5.4 Purpose: The accurate parameter of power transmission line is the basis of precise power flow calculations, stability analysis, protective
settings, and line fault location. Therefore, it is necessary to develop a uniform standard to provide technical guidance for the accurate line
parameter measurement of ac transmission lines.

5.5 Need for the Project: The electrical parameter calculation of a transmission line according to the geometrical dimensions of typical tower
is not in agreement with the actual values because the earth conductivity is not even, and the height of each tower is not the same along the
corridor of transmission lines. The actual measurement will be close to the true value, although every newly built or reconfigured line shall
make the parameter measurement. Therefore, a new standard for ac transmission line parameter measurement is necessary and possible due to
the accurate algorithm of line parameter measurement by the advancement of the applied mathematics, and the application in numerous
parameter measurements of AC lines.

5.6 Stakeholders for the Standard: Power grid, Electric equipment manufacturers, utilities, energy service companies and other interested
entities.
