A client from an established public listed company wishes to develop a RM 600 million
hotel and shopping complex in the center of the Golden Triangle, Kuala Lumpur within
the shortest time possible perhaps within 20 months in order to take advantage of the
influx of tourist as the country will be hosting the COMMONWEALTH GAMES in 24
months from now. His requirements for the project are as follows:
He wishes to have full control of the design and able to introduce changes from
beginning till the completion.
The project must be completed before the start of the COMMONWEALTH
GAMES.
He wants the construction work to start before the completion of the design
He has a flexible budget.
He is not interested in the daily dealing with too many parties except the few key
members of the project.
Being a public listed company and thus accountable to other shareholders and
board of directors, he wants the selection process of the successful contractor
to be reasonably transparent. However, the selection process should be able to
eliminate potentially non-performing contractors.
As a consultant quantity surveyor, you have been invited to submit a proposal on the
best procurement, tendering and contract arrangement to meet all of the above
requirements if possible.
Give a presentation outlining the various proposed arrangements to your client
who is unfamiliar with the construction industry and making a final
recommendation based on reasoned argument on the best approach for this
prestigious project.

NOTE: SUBMISSION REQUIREMENTS
The assignment is to be submitted in a report format and as such should have a formal
structure and layout. It should be presented as a neatly bound professional document
single sided.

Length: should not exceed 3000 words for the task.

Requirements: all submissions should have a cover sheet identifying the module, the
date and the group students name. All submissions shall have a bibliography of
references and sources used in the preparation of the project. Harvard style of
referencing should be used.

Group reports must include the Peer Review from each member and collected by the
team lead and put into a sealed envelope, a description of the specific contributions of
the various members of the assignment group and an assessment of the percentage
contribution of each member.

If any student disagrees with their colleagues on the percentage allocation they have
been given, they may attach to the appendix of the group report, their argument as to
why they should receive a different allocation. Where the allocations are equal, all
students in the group will be awarded the total mark assessed for the report. Students
who make a less-than-equal contribution will be awarded a lower mark (as judged by
the lecturer on the basis of the students comments; for example, students who make
half the contribution of their colleagues will receive half the total mark for the report).

Work must be submitted through Turnitin and a hard copy to the lecturer on or
before the due date.

Turnitin will be used to check the originality of the report.
