WHEREAS, it has been lately observed that giant billboards and other fonns of outdoor
advertisements have started mushrooming in the City of lloilo;

WHEREAS, the problem in the unregulated proliferation of billboards in the City of lloilo
has come to the attention of the city government and the Sangguniang Panlungsod has decided to
come up with an ordinance regulating its construction and installation in the interests of public
policy, public safety, public order and general welfare;

WHEREAS, there have been recent reports of road accidents, involving collapsing
billboards in major cities in the country, and there is an immediate need to regulate its construction
and installation to prevent similar incidents from happening again in the future;

WHEREAS, despite it posing great danger to lives and property, owners and operators of
these billboards don't pay anything in tenns of pennit and regulatory fees to the city government,
thus, the need for an ordinance regulating its construction and installation;

WHEREAS, in this light, ~here is a need for a moratorium on the construction and
installation of billboards in lloilo City except for government purposes until the passage of an
ordinance that will regulate the construction and installation of these billboards, identify areas
wnere billboards may be allowed constructed/installed, and provide standard-size requirements for
these billboards.

NOW, THEREFORE, be it ordained, as it is hereby ordained by the Sangguniang


Panlungsod of lloilo City, by virtue of the powers vested in it by law, in session assembled, that:

Section 1. - An immediate moratorium is hereby declared on the construction and


installation of billboards in lloilo City except for government purposes and providing penalty for
violation thereof. This moratorium shall remain in full force and effect until lifted by the city through
a subsequent ordinance;

Section 2. - Infraction of this Ordinance shall render the violator thereof liable to pay a fine
of Five Thousand Pesos (P 5,000.00) for each day of violation. The violator shall also be required
to remove the construction/installation immediately at his expense;

Section 3. - Let copy of this ordinance be furnished the City Engineer's Office, City
Administrator, City Licensing and Permits Division, City Planning and Development Office and
other concerned offices, for their information and guidance;

Section 4. - This ordinance shall take effect immediately following its posting in
conspicuous areas and publication in a newspaper of local circulation.
