(x-3)*(x+5)+(y-2)*(y-6)=0

x2+y2+2x-8y-3=0

Comparing these equation with the general circle equation

x2+y2+2gx+2fy+c=0 whose center (-g, -f) and radius is =2 + 2

From these two equation we get g=1 and f=-4 and c=-3

Hence the diameter of the circle is =220 = 45

(c) The point which is symmetric about the center of the circle is (-1, -4)
