Decembers, 2005, India offered to
support reconstruction and develop-
ment activities in NorthEast through
technical and financial assistance,
during the visit of Sri Lankan presi-
dent. Earlier, India was apprehensive
of Sri Lanka giving special facilities
for US in Trincomate port, but now it
is engaged in developing this port
town and its surrounding region. In
brief, India supports peace process in
Sri Lanka initiated by international
community and directly helps peace
building and development activities
in Tamil dominated North-East
region.
(4) Another change in Indias
policy is the disengagement of Tamil
problem from the other areas of
cooperation and interaction between
the two countries. Thus both coun-
tries, amidst continuing Tamil crisis,
have moved ahead in the field of
economic and business cooperation.
For example, Free Trade Agreement
between the two countries was made
operative in December 2001. The
negotiations are underway to con-

Lanka allowed Indian Oil Corpora-
tion in June 2002 to engage in retail
oil trade in Sri Lanka. Recently, India
has offered to set-up information and
communication park in Sri Lanka.
During the Tsunami disaster in
December 2004, India undertook
massive relief and rescue mission in
Sri Lanka code named Operation
Rainbow. Again in December 2005,
the first even joint naval exercises
between the two countries were held.
In brief, inspite of Tamil problem,
both countries have adopted prag-
matic approach to enhance coopera-
tion in economic business and limited
military activities.
To sum up, the Indian policy in
Sri Lanka has taken a full circle from
conscious engagement before 1983
to proactive political and military
involvement during 198390 and
again to limited or no military engage-
ment in post 1990 period. However
the Indian factor is still alive and
India is interested in the outcome of
the peace process that is political
territorial integrity of Sri Lanka.
